<strong>The</strong> following bids were received and publicly opened on January 30, 1980:<br />

(A bid for this work was also received from Fries Walter Co., Hillside, in the<br />

amount <strong>of</strong> $199,000, which failed to provide the bid security required by the bid<br />

Establishment <strong>of</strong> Development Reserve for Recreational<br />

Facilities, Peoria School <strong>of</strong> Medicine<br />

(31) <strong>The</strong> chancellor at the Medical Center has recommended the establishment <strong>of</strong><br />

a Student Programs and Services Development Reserve for the purpose <strong>of</strong> completing<br />

the construction <strong>of</strong> recreational facilities for students attending the Peoria<br />

School <strong>of</strong> Medicine. <strong>The</strong> reserve would come from student service fees collected<br />

and is in accordance with the “Guidelines and Definitions” pertaining to the handling<br />

<strong>of</strong> locally held funds approved by the board on May 18, 1977.<br />

It is further recommended that an allocation for the cost <strong>of</strong> construction <strong>of</strong><br />

the facilities, currently estimated at $50,000, be made from the Student Fee Service<br />

Revolving Account to the Student Programs and Services Development Reserve.<br />

<strong>The</strong> construction is planned to include the addition <strong>of</strong> a fenced multipurpose court<br />

(for tennis, volleyball, and basketball), lighting, painting and striping, and seeding<br />

adjacent areas.<br />

I concur.<br />

Purchases<br />

(32) <strong>The</strong> president submitted, with his concurrence, a list <strong>of</strong> purchases recommended<br />

by the directors <strong>of</strong> purchases and the vice president for administration.<br />

<strong>The</strong> list <strong>of</strong> purchases was presented in two categories: purchases from appropriated<br />

funds (Le., from state appropriations to the <strong>University</strong>), and purchases<br />

from institutional funds. <strong>The</strong> latter term designates funds received by the <strong>University</strong><br />

under contracts with the U.S. government, private corporations, and other organizations;<br />

grants from foundations, corporations, and other donors; and <strong>University</strong><br />

revolving funds authorized by law.<br />

(33) <strong>The</strong> president <strong>of</strong> the <strong>University</strong>, with the concurrence <strong>of</strong> the appropriate<br />

administrative <strong>of</strong>ficers, recommends award <strong>of</strong> a contract to Mid-America Electric<br />

Co., Palatine, the low base bidder, in the amount <strong>of</strong> $67,758 for installation <strong>of</strong>
