It is further recommended that the chancellor at the Medical Center campus,<br />

with the concurrence <strong>of</strong> the comptroller, be granted authority to approve changes<br />

in the amounts to any <strong>of</strong> the institutions as needed within the $944,000 allocation.<br />

Funds have been included in the appropriation bill <strong>of</strong> the General Assembly to<br />

meet the ordinary and contingent expenses <strong>of</strong> the <strong>University</strong> for Fiscal Year 1980<br />

and will be included in the Medical Center operating budget authorization request<br />

for FY 1980 to be submitted to the <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong>. <strong>The</strong> awards <strong>of</strong> the above con-<br />

tracts are subject to the availability <strong>of</strong> such funds.<br />

<strong>The</strong> vice president for administration concurs.<br />

I recommend approval.<br />

Report <strong>of</strong> Rejection <strong>of</strong> Bids and Contract for First Floor Enclosure<br />

<strong>of</strong> the Chicago Circle Center<br />

(29) Bids were received by the <strong>University</strong> on May 24, 1979. to enclose the first<br />

floor <strong>of</strong> the high rise portion <strong>of</strong> the Chicago Circle Center at the Chicago Circle<br />

campus. <strong>The</strong> bids received exceeded the estimated cost. Pursuant to the provisions<br />

<strong>of</strong> Article 11, Section 4(k) (Z), <strong>of</strong> the General Rules Concerning <strong>University</strong> Orga-<br />

nization and Procedure, the bids were rejected, and the president reports their<br />

rejection.<br />

<strong>The</strong> bid documents for this project were revised to reduce the scope <strong>of</strong> work.<br />

Bids for the revised project were received and publicly opened on July 10, 1979. A<br />

proposal was received from the Simpson Cnnstruction CO., Bellwood, on its base<br />

bid plus additives alternates 1 and 2, totaling $50,390. <strong>The</strong> firm has notified the<br />

<strong>University</strong> <strong>of</strong> an error in its bid and requested permission to withdraw it since, due<br />

to the error. it could not fulfill its contractual obligation without suffering economic<br />

hardship. <strong>The</strong> Office for Capital Programs and the Physical Plant Department at<br />

the Chicaao campuses have determined that there is demonstrable evidence that the<br />

bidder made a bona fide error in the preparation <strong>of</strong> the bid, that the error will<br />

result in a substantial loss to the bidder, and have recommended that the bidder be<br />

allowed to withdraw its bid. <strong>The</strong> university counsel has advised that, under these<br />

circumstances, the <strong>University</strong>’s regulations allow the <strong>University</strong> to permit the with-<br />

drawal.<br />

Accordingly, the president <strong>of</strong> the <strong>University</strong>, with the concurrence <strong>of</strong> the<br />

appropriate administrative afficen, recommends that a contract be awarded in the<br />

amount <strong>of</strong> $83.800 to Industrial Structure, Inc., Chicago, the low bidder, on its<br />

base bid plus additive alternates 1 and 2.<br />

Funds are available from the proceeds <strong>of</strong> the sale <strong>of</strong> <strong>University</strong> <strong>of</strong> <strong>Illinois</strong><br />

Auxiliary Facilities System Revenue Bonds, Series N.<br />

Increase in Construction Contract, Parking Structure Number TWO,<br />

Chicago Circle<br />

(30) On October 19, 1977, the <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> authorized the award <strong>of</strong> contracts<br />

for the construction <strong>of</strong> Parking Structure Number Two at the Chicago Circle<br />

campus. <strong>The</strong> contracts for the other divisions <strong>of</strong> work were assigned to the general<br />

contractor, Walsh Brothers, Inc., Chicago.<br />

<strong>The</strong> design <strong>of</strong> the switchgear included in the contract documents does not<br />

permit the separate shutdown <strong>of</strong> electric service to the parking structure and other<br />

buildings served by the primary feeder senrice. <strong>The</strong> Physical Plant Department has<br />

requested that the electrical work be modified to permit the parking structure feeder<br />

to be shut down without affecting electrical service to other buildings.
