2. That to accomplish the foregoing, R. W. Brady, Comptroller, be and he is hereby<br />

authorized and directed to execute, for and in behalf <strong>of</strong> the <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong><br />

<strong>of</strong> the <strong>University</strong> <strong>of</strong> <strong>Illinois</strong>, Champaign-Urbana, <strong>Illinois</strong>, the said Acceptance<br />

<strong>of</strong> the said Grant Offer, and that Earl W. Porter, Secretary, be and is hereby<br />

authorized and directed to attest said execution and to impress thereon the<br />

Official Seal <strong>of</strong> the <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> <strong>of</strong> the <strong>University</strong> <strong>of</strong> <strong>Illinois</strong>, Champaign-<br />

Urbana, <strong>Illinois</strong>.<br />

3. That the Application for Federal Assistance, dated May 24, 1979, executed and<br />

submitted to the Federal Aviation Administration by the <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> <strong>of</strong><br />

the <strong>University</strong> <strong>of</strong> <strong>Illinois</strong>. Champaign-Urbana, <strong>Illinois</strong>, relating to ADAP Proj-<br />

ect 6-17-0016-05, including all the statements, representations, warranties,<br />

covenants, and agreements contained therein, be and the same is hereby ratified<br />

and adopted.<br />

4. That the Agency and Participation Agreement attached thereto and by reference<br />

made a part there<strong>of</strong>, entered into on the 8th day <strong>of</strong> June, by the <strong>Board</strong> <strong>of</strong><br />

<strong>Trustees</strong> <strong>of</strong> the <strong>University</strong> <strong>of</strong> <strong>Illinois</strong>, Champaign-Urbana, <strong>Illinois</strong>, and on the<br />

18th day <strong>of</strong> June, by the State <strong>of</strong> <strong>Illinois</strong>, Department <strong>of</strong> Transportation, Divi-<br />

sion <strong>of</strong> Aeronautics, be and the same is hereby confirmed and ratified.<br />

On motion <strong>of</strong> Mr. Neal, the foregoing resolution was adopted and<br />

authority was given as recommended.<br />

Designation <strong>of</strong> <strong>University</strong> Officers for Facility Security Clearance<br />

(23) Officials <strong>of</strong> United States governmental agencies have requested the <strong>Board</strong><br />

<strong>of</strong> <strong>Trustees</strong> to designate by formal action the trustees and <strong>of</strong>ficers <strong>of</strong> the board who<br />

do not require access to classified information and who therefore shall not have the<br />

authority and responsibility for negotiation, execution, and administration <strong>of</strong> con-<br />

tracts with the United States <strong>of</strong> America and its agencies and all <strong>of</strong> the duties and<br />

responsibilities pertaining to the protection <strong>of</strong> classified information. <strong>The</strong> following<br />

resolution is <strong>of</strong>fered in the form requested by the agencies and its adoption is<br />

recommended.<br />

Resolution<br />

Whereas, it has been brought to the attention <strong>of</strong> the <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> <strong>of</strong> the<br />

<strong>University</strong> <strong>of</strong> <strong>Illinois</strong> with its principal <strong>of</strong>fice and place <strong>of</strong> business in the City <strong>of</strong><br />

Urbana, State <strong>of</strong> <strong>Illinois</strong>, that in connection with a Facility Security Clearance, the<br />

Chief Executive Officer and those other <strong>of</strong>ficers or <strong>of</strong>ficials who are specifically and<br />

properly designated by action <strong>of</strong> the <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> in accordance with the<br />

Institution’s requirements as the managerial group having authority and responsibil-<br />

ity for the negotiation, execution, and administration <strong>of</strong> User Agency contracts and<br />

delegated all <strong>of</strong> the duties and responsibilities <strong>of</strong> the <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> pertaining<br />

to the protection <strong>of</strong> classified information are required to be cleared by the Depart-<br />

ment <strong>of</strong> Defense; and<br />

Whereas, if because <strong>of</strong> this delegation the board will not be in a position to<br />

affect adversely the performance <strong>of</strong> classified contracts, other <strong>of</strong>ficers or trustees who<br />

shall not require access to classified information in the conduct <strong>of</strong> the <strong>University</strong>’s<br />

business and who do not occupy positions that would enable them to affect the<br />

<strong>University</strong>’s policies or practices in the performance <strong>of</strong> classified contracts, are not<br />

required to be cleared, provided the <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> by formal action affirms and<br />

makes a matter <strong>of</strong> record in the organization’s minutes <strong>of</strong> that executive body, that<br />

Resolved: <strong>The</strong> following named dicers, <strong>of</strong>ficials, and trustees shall not require,<br />

shall not have, and can be effectively excluded from, access to all classified informa-<br />

tion in the possession <strong>of</strong> the <strong>University</strong> and do not occupy positions that would<br />

enable them to affect adversely the <strong>University</strong>’s policies or practices in the per-<br />

formance <strong>of</strong> classified contracts or programs for the User Agencies:
