(10) <strong>The</strong> chancellor at Urbana has recommended the following appointments <strong>of</strong><br />

resident associates in the Center for Advanced Study for the academic year 1979-80<br />

and for the related programs <strong>of</strong> research or study as indicated in each case. <strong>The</strong><br />

vice president for academic &airs concurs.<br />

CHOLDIN, HARVEY M., associate pr<strong>of</strong>essor <strong>of</strong> sociology, to continue his studies <strong>of</strong><br />

demographic trends in <strong>Illinois</strong> communities and <strong>of</strong> the uses <strong>of</strong> a computerbased<br />

information and communications system in the legislative process.<br />

DOVRING, FOLJCE, pr<strong>of</strong>essor <strong>of</strong> land economics in agricultural economics, to participate<br />

in a series <strong>of</strong> seminar-workshops on food and agricultural policy in areas<br />

relating to his ongoing research.<br />

MFLHADO, EVAN M., assistant pr<strong>of</strong>essor <strong>of</strong> history and <strong>of</strong> chemistry, to contribute<br />

to the development on the campus <strong>of</strong> a program <strong>of</strong> research and education in<br />

the area <strong>of</strong> science, technology, and society.<br />

ORFIELD, GARY A,, associate pr<strong>of</strong>essor <strong>of</strong> political science, to continue his study <strong>of</strong><br />

the formulation <strong>of</strong> national food policy, particularly in Congress.<br />

I recommend approval.<br />

On motion <strong>of</strong> Mr. Howard, these appointments were approved.<br />

Administrative Leave<br />

( 11 ) In accordance with the plan for administrative leaves approved by the <strong>Board</strong><br />

<strong>of</strong> <strong>Trustees</strong>: I recommend such leave for Harlan D. Bareither. assoriate vice presi-<br />

dent for planning, for the period December 15, 1979, through April 15, 1980. He<br />

plans to review methods and procedures used by public institutions in the United<br />

States in budgeting for operating and capital funds to determine where improve-<br />

ments may be made in the <strong>University</strong>’s system and to prepare an outline for a book<br />

on university budgeting procedures.<br />

<strong>The</strong> proposal has been received by the committee on administrative leaves<br />

which recommends approval.<br />

On motion <strong>of</strong> Mr. Howard, this leave was granted as recommended.<br />

Sabbatical leave <strong>of</strong> Absence, 1979-80, Urbana<br />

(12) On motion <strong>of</strong> Mr. Neal, one sabbatical leave <strong>of</strong> absence recommended by the<br />

chancellor at Urbana-Champaign was ,granted. This leave will be included in an<br />

annual compilation <strong>of</strong> 1979-80 sabbatical leaves <strong>of</strong> absence to be made a part <strong>of</strong> the<br />

board Proceedings.<br />

Promotions in Academic Rank, 1979-80<br />

(13) <strong>The</strong> chancellors at the respective campuses have submitted recommendations<br />

for promotions in academic rank in accordance with the attached lists - effective<br />

at the beginning <strong>of</strong> the 1979-80 appointment year. (<strong>The</strong>se lists are filed with the<br />

secretary <strong>of</strong> the board.)<br />

‘<strong>The</strong> Resident Studies Program in the Center for Advanced Study is devoted to studies in<br />

selected scholarly and pr<strong>of</strong>essional arras <strong>of</strong> significance to the future <strong>of</strong> the Urbana campus. Many<br />

<strong>of</strong> these studies will simultaneously be addressing problems <strong>of</strong> both broad regional and national<br />

interest. Resident associates are selected from individuals at Urbana and ehwhere on the basis <strong>of</strong><br />

their qualifications and their interest in the designated area. <strong>The</strong>y are appointed for one or two-<br />

year terms on recommendation <strong>of</strong> the president. By negotiation, resident associates may be freed<br />

from their regular duties to devote themselves more fully to research.<br />

‘<strong>The</strong> plan, approved on June 20, 1973, provides for pa:d leaves <strong>of</strong> tuo to four months lor<br />

certain administrative <strong>of</strong>ficers for the purpose <strong>of</strong> “keeping abreast <strong>of</strong> developments in their pr<strong>of</strong>es-<br />

sion and to find time to design new approaches to their tasks.”
