MINUTES APPROVED<br />

<strong>The</strong> secretary presented for approval the press pro<strong>of</strong> <strong>of</strong> the minutes <strong>of</strong> the<br />

<strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> meeting <strong>of</strong> December 13, 1978, copies <strong>of</strong> which had<br />

previously been sent to the board.<br />

On motion <strong>of</strong> Mr. Howard, ,these minutes were approved as printed<br />

on pages 143 to 162 inclusive.<br />

INTRODUCTION AND INSTALLATION OF STUDENT TRUSTEES<br />

President Forsyth introduced the student members for 1979-80 who were<br />

<strong>of</strong>ficially attending their first meeting <strong>of</strong> the board: Miss Wyncott (Chi-<br />

cago Circle) and Mr. Grady (Urbana) . Mr. Forsyth spoke briefly, wel-<br />

coming the students to service on the board and read a brief installation<br />

statement. (Mr. Sobotka, Medical Center, was reelected for a second<br />

term.)<br />

He also assigned the student members to board committees as follows :<br />

Mr. Grady - Student JVelfare and Activities Committee and Affirmative<br />

Action/Equal Opportunity Committee; Miss Wyncott - Student Welfare<br />

and Activities Committee and Athletic Activities Committee. (Mr. So-<br />

botka continues to serve on the Affirmative Action and Sudent Welfare<br />

Committees.)<br />

RESOLUTION IN APPRECIATION OF PRESIDENT JOHN E. CORBALLY<br />

Mr. Forsyth then read and presented to President Corbally an engrossed<br />

copy <strong>of</strong> the following resolution:<br />

When John E. Corbally came to the Presidency <strong>of</strong> the <strong>University</strong> <strong>of</strong> <strong>Illinois</strong> eight<br />

years ago, it was apparent that it was a time <strong>of</strong> change for higher education. In<br />

accepting the challenge to meet those changes <strong>of</strong> uncertain effect and duration, he<br />

committed himself wholeheartedly to the continued progress <strong>of</strong> the <strong>University</strong><br />

among the first rank <strong>of</strong> American universities. He has met that commitment.<br />

From dealing with the vestiges <strong>of</strong> student unrest to the career intcrests <strong>of</strong> later<br />

classes, he has sought to promote a balance, meeting the former with unruffled good<br />

will and the latter with an injunction to work for the improvement <strong>of</strong> society.<br />

But the legacy <strong>of</strong> the unrest <strong>of</strong> the sixties, combined with a tightening economy,<br />

created a climate which presented external and internal challenges to the mainte-<br />

nance <strong>of</strong> excellence.<br />

In the severe competition with other deserving public enterprises, President<br />

Corbally was able to earn the trust and confidence <strong>of</strong> legislators and governors while<br />

he promoted the value <strong>of</strong> this unique educational resource to the state and<br />

counteracted flagging public confidence in higher education in general.<br />

Persistent budget stringencies gave rise to unfulfilled expectations and raised<br />

internal tensions. President Corbally met these with good spirit and full under-<br />

standing, redoubling his efforts to interpret the <strong>University</strong>, its values and its value,<br />

to students, staff, public <strong>of</strong>iicials, alumni, and the people <strong>of</strong> the state. To staff<br />

members, all <strong>of</strong> them, he communicated his firm belief in their worth as individuals<br />

and in the organic <strong>University</strong> as the best hope for the maintenance <strong>of</strong> excellence <strong>of</strong><br />

all its parts. To all, he imparted his enthusiasm and confidence in the enterprise and<br />

in his dedication to its continued development.<br />

Through these difficult years, President Corbally has moved with calm leader-<br />

ship and a keen wit sustained by a state <strong>of</strong> mind he recommended to the students<br />

early in his term <strong>of</strong> <strong>of</strong>fice, “Be joyful, be aware, be excited, be enthusiastic, be <strong>of</strong>
