the agency by the advertising media. When a commission is not paid to the<br />

agency, the standard agency charge for placing advertisements will be added to<br />

the reimbursement.<br />

Charges for pr<strong>of</strong>essional and artistic services will vary between $8 and $20<br />

per hour, depending upon the services provided.<br />

Total charges payable under this contract will not exceed $150,000. This<br />

will provide for a price increase <strong>of</strong> 9 percent and increased advertising for<br />

specialty services. It will also provide for the redesign <strong>of</strong> the major recruitment<br />

booklet, planned for last year but not actually deveIoped. <strong>The</strong> new booklet will<br />

include a description <strong>of</strong> the facilities <strong>of</strong> the hospital.<br />

Funds are available in the Hospital Income Fund.<br />

<strong>The</strong> vice president for administration concurs in the recommendation.<br />

I recommend approval.<br />

Contract for Graduate Medical Education Services, Rockford School<br />

<strong>of</strong> Medicine, College <strong>of</strong> Medicine, Medical Center<br />

(28) In several prior actions the <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> has approved contractual ar-<br />

rangements with the Rockford Medical Education Foundation to assist with the<br />

medical education program <strong>of</strong> the Rockford School <strong>of</strong> Medicine.<br />

<strong>The</strong> chancellor at the Medical Center has recommended that the <strong>University</strong><br />

continue to reimburse the foundation for patient care services provided by resi-<br />

dents assigned to the Office for Family Practice, Rockford School <strong>of</strong> Medicine.<br />

It is proposed that in the 1979-80 fiscal year a contract be authorized with the<br />

Rockford Medical Education Foundation for an amount not to exceed $300,000<br />

for this purpose, subject to the availability <strong>of</strong> funds.<br />

Funds for the contract will be included in the Rockford School <strong>of</strong> Medicine<br />

medical service plan operating budget authorization request to be submitted to<br />

the <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> for FY 1980.<br />

<strong>The</strong> vice president for academic affairs and the vice president for adminis-<br />

tration concur.<br />

I recommend approval.<br />

Continuation <strong>of</strong> Employment <strong>of</strong> Health Facilities Consultant,<br />

Medical Center<br />

(29) In 1975 the trustees first authorized the employment <strong>of</strong> Herman Smith<br />

Associates, Hinsdale, on an hourly basis, for general and functional consulting<br />

services throughout the programming, planning, and construction phases <strong>of</strong> the<br />

hospital and programming for the proposed ambulatory care remodeling project.<br />

<strong>The</strong> original estimate for such services was $490,000. <strong>The</strong> contract has been<br />

renewed annually. Total billings to date are approximately $412,000.<br />

All <strong>of</strong> the services required in connection with programming <strong>of</strong> the proposed<br />

ambulatory care facilities and most <strong>of</strong> the services required in connection with<br />

the hospital have been completed.<br />

<strong>The</strong> continuation <strong>of</strong> the services <strong>of</strong> the consultant is highly desirable through<br />

June 30, 1980, to complete the analysis <strong>of</strong> material receiving, storage, and distri-<br />

bution facilities for the hospital and to provide on-site consultation required to<br />

instruct hospital personnel regarding the operational systems during the activation<br />

and occupancy <strong>of</strong> the new facility.<br />

<strong>The</strong> consultant will be paid on the basis <strong>of</strong> the firm’s composite consultant<br />

hourly rate. (<strong>The</strong> rates are on file with the secretary <strong>of</strong> the <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong>.)<br />

<strong>The</strong> total billings will not exceed the balance <strong>of</strong> the original budget estimate<br />

(approximately $77,881 ).<br />

Funds are available from the Hospital Income Fund.
