paign campus. Bids were received on April 6, 1979. (A schedule <strong>of</strong> the bids re-<br />

ceived has been filed with the secretary for record.)<br />

<strong>The</strong> base bid provides for concrete restoration, leveling, and sealing the re.-<br />

maining exposed concrete surfaces <strong>of</strong> the stands between the ramp towers. Alternate<br />

1 provides for similar work to the horseshoe area plus modifications for paraplegic<br />

seating.<br />

<strong>The</strong> project has been approved by the <strong>Illinois</strong> <strong>Board</strong> <strong>of</strong> Higher Education as<br />

a noninstructional facility.<br />

Funds are available from the proceeds <strong>of</strong> the sale <strong>of</strong> <strong>University</strong> <strong>of</strong> <strong>Illinois</strong><br />

Auxiliary Facilities System Revenue Bonds, Series N.<br />

Earlier, on January 17, 1979, bids were also received for restoration work at<br />

Memorial Stadium. <strong>The</strong> bids, which included work for concrete restoration,<br />

sealing, electrical and mechanical upgrading, tuckpointing, painting <strong>of</strong> structural<br />

steel and masonry work, exceeded the funds available. <strong>The</strong> Athletic Association<br />

and the Oflice for Capital Programs, with the concurrence <strong>of</strong> campus administrative<br />

<strong>of</strong>ficers, recommmded that the bids be rejected and that the documents be revised<br />

to include only the work considered to be the most critical. Pursuant to the pro-<br />

visions <strong>of</strong> Article 11, Section 4(k) (2), <strong>of</strong> the General Rules Concerning <strong>University</strong><br />

Organization and Procedure, the bids were rejected and the president now reports<br />

their rejection.<br />

In 1978 the <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> authorized the appropriation <strong>of</strong> Athletic Associ-<br />

ation funds for concrete restoration and sealing <strong>of</strong> the east and west balconies, and<br />

this work was completed in the summer <strong>of</strong> that year.<br />

Easement to <strong>Illinois</strong> Bell Telephone Company<br />

(21) <strong>The</strong> president <strong>of</strong> the <strong>University</strong>, with the concurrence <strong>of</strong> appropriate admin-<br />

istrative <strong>of</strong>ficers, recommends adoption <strong>of</strong> the following resolution granting to the<br />

<strong>Illinois</strong> Bell Telephone Company a permanent easement dong the west and<br />

south sides <strong>of</strong> the <strong>University</strong> property at 717-719 South Wright Street, Cham-<br />

paign, for construction <strong>of</strong> underground telephone lines. <strong>The</strong> granting <strong>of</strong> this ease-<br />

ment will benefit the <strong>University</strong> by removing the existing telephone service from<br />

the area on which the addition to the Illini Union Bookstore is to be constructed<br />

and providing new service to the building addition.<br />

On June 21, 1978, the board %granted a similar easement on the <strong>University</strong><br />

property immediately to the north. <strong>The</strong> easement proposed will not interfere with<br />

the present use <strong>of</strong> this property or with any planned projects. <strong>The</strong> <strong>University</strong> will<br />

reserve the right to request the removal and relocation <strong>of</strong> such services at the<br />

expense <strong>of</strong> the company.<br />

Resolution for Granting Easement over West Ten Feet and South Five Feet<br />

<strong>of</strong> 717-719 South Wright Street, Champaign, <strong>Illinois</strong><br />

Be It and It Hereby Is Resolved by THE BOARD OF TRUSTEES OF THE<br />

UNIVERSITY OF <strong>ILLINOIS</strong>, a public corporation <strong>of</strong> the State <strong>of</strong> <strong>Illinois</strong>, that<br />

the Comptroller and Secretary <strong>of</strong> this Corporation be, and they hereby are, au-<br />

thorized to execute, acknowledge, and deliver in the name and on behalf <strong>of</strong> this<br />

Corporation such instruments <strong>of</strong> conveyance, contract, or other document or docu-<br />

ments as to them may seem necessary or desirable in order to grant to <strong>ILLINOIS</strong><br />

BELL TELEPHONE COMPANY, an <strong>Illinois</strong> corporation, hereinafter referred to<br />

as “Company,” its successors, and assigns, the right and easement to construct,<br />

operate, patrol, and maintain its communication lines including the necessary<br />

underground cables, wires, conduits, splicing boxes, surface terminals, markers and<br />

appurtenances upon, under, and across the land hereinafter specifically described,
