Request to Appear before the <strong>Board</strong><br />

Mr. Forsyth presented a request from a student at Urbana, Mark D.<br />

Bogen, who asked to appear before the board at its April meeting to<br />

present suggestions on the role <strong>of</strong> the ombudsman at Urbana. Inasmuch as<br />

there is no administrative recommendation on this subject from the Ur-<br />

bana campus or from the president, Mr. Forsyth suggested that Mr.<br />

Bogen be asked to meet with the appropriate campus <strong>of</strong>icers rather than<br />

appear before the board, with the understanding that the trustees would<br />

receive a report on the matter from the Urbana chancellor. Without objec-<br />

tion, the suggestion was approved and the secretary directed so to reply<br />

to Mr. Bogen.<br />

Closing <strong>of</strong> South Paulina Street, Medical Center<br />

At the February 21, 1979, meeting <strong>of</strong> the <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong>, a resolution<br />

was approved protesting the closing <strong>of</strong> a one-block section <strong>of</strong> South<br />

Paulina Street in the Medical Center District. <strong>The</strong>re having been no<br />

action taken since to assure the reopening <strong>of</strong> the street, the president <strong>of</strong><br />

the <strong>University</strong> presented the following resolution and recommended its<br />

adoption :<br />

<strong>The</strong> Chancellor at the Medical Center campus has recommended adoption <strong>of</strong> the<br />

following resolution pertaining to the vacation and closing <strong>of</strong> a one block segment<br />

<strong>of</strong> South Paulina Street, a major access street to the West Side Medical Center<br />

District in Chicago:<br />

Whereus, on November 14, 1978, the City Council <strong>of</strong> the City <strong>of</strong> Chicago<br />

passed an ordinance vacating and closing the one block segment <strong>of</strong> South Paulina<br />

Street between West Harrison Street and West Congress Parkway, subject to cer-<br />

tain conditions which have been met; and<br />

Whereas, the ownership <strong>of</strong> this segment <strong>of</strong> South Paulina Street has become<br />

vested in the abutting property owner Rush-Presbyterian-St. Luke’s Medical Cen-<br />

ter (“RPSL”) as a consequence <strong>of</strong> the aforementioned vacation; and<br />

Whereas, this segment <strong>of</strong> South Paulina Street serves as the major entrance<br />

to the West Side Medical Center District for vehicular traffic coming from the<br />

west via the Eisenhower Expressway and from the north via South Paulina Street;<br />

and<br />

Whereas, the Medical Center Commission (“MCC”) granted approval to<br />

RPSL to build hospital facilities adjacent to and over this one block segment <strong>of</strong><br />

South Paulina Street upon RPSL’s representation that this block would not be<br />

closed to vehicular traffic; and<br />

Whereas, the <strong>Illinois</strong> Health Facilities Planning <strong>Board</strong> (“IHFPB”) issued a<br />

certificate <strong>of</strong> need to RPSL upon RPSL’s representation that this one block seg-<br />

ment <strong>of</strong> South Paulina Street would not be closed to vehicular traffic; and<br />

Whereas, the <strong>University</strong> <strong>of</strong> <strong>Illinois</strong> at the Medical Center, Chicago Campus <strong>of</strong><br />

the <strong>University</strong> <strong>of</strong> <strong>Illinois</strong> (“<strong>University</strong>”). is located within the Medical Center<br />

District and is a major provider <strong>of</strong> education and health care services; and<br />

Whereas, the <strong>University</strong> has experienced real and significant interference with,<br />

and delay <strong>of</strong>, general vehicular and emergency traffic seeking to reach its facilities;<br />

and<br />

Wherem, the vacating and closing <strong>of</strong> this segment <strong>of</strong> South Paulina Street will<br />

continue to interfere seriously with general vehicular traffic seeking to reach or
