Resolved that the State Comptroller is hereby authorized and directed to<br />

honor vouchers bearing facsimile signatures <strong>of</strong> the President and Secretary <strong>of</strong> <strong>The</strong><br />

<strong>Board</strong> <strong>of</strong> <strong>Trustees</strong> <strong>of</strong> the <strong>University</strong> <strong>of</strong> <strong>Illinois</strong> if such facsimile signatures re-<br />

semble the facsimile specimens duly certified to or filed with the State Comptroller<br />

by the Secretary.<br />

<strong>The</strong>se authorizations are to continue in effect until the State Comptroller has<br />

been supplied with specimen signatures <strong>of</strong> succeeding dcers <strong>of</strong> this <strong>Board</strong>.<br />

Election <strong>of</strong> Members to the Merit <strong>Board</strong><br />

Mr. Velasquez nominated Mr. Stone and Dr. Donoghue to serve as mem-<br />

bers <strong>of</strong> the Civil Service Merit <strong>Board</strong>, succeeding Mrs. Shepherd and Mr.<br />

Velasquez. (Mr. Lenz will continue to serve.)<br />

<strong>The</strong> nominations were closed, and the secretary was instructed to cast<br />

a unanimous ballot <strong>of</strong> the board for the election <strong>of</strong> Mr. Stone and Dr.<br />

Donoghue to the Merit <strong>Board</strong>. <strong>The</strong> ballot was so cast, and Mr. Stone and<br />

Dr. Donoghue were declared elected members <strong>of</strong> the Merit <strong>Board</strong>.<br />

At the request <strong>of</strong> fhe press, the board recessed briefly to permit the taking<br />

<strong>of</strong> photographs.<br />

Mr. Neal left the meeting at this point, to return later as indicated<br />

below.<br />

BUSINESS PRESENTED BY THE PRESIDENT OF THE UNIVERSITY<br />

President's Reports<br />

President Corbally presented a report on selected topics <strong>of</strong> current interest,<br />

copies <strong>of</strong> which were distributed at the meeting, and a copy was filed with<br />

the secretary <strong>of</strong> the board.<br />

Kane-Edgar Proposal on <strong>University</strong> Governance<br />

President Corbally reported on a proposal for the reorganization <strong>of</strong> the<br />

governing structul-, <strong>of</strong> higher education in <strong>Illinois</strong> as proposed recently<br />

by Representatives Douglas Kane and Jim Edgar. He said that the pro-<br />

posal reflected misunderstandings, not unworthy motives; and that he<br />

assumed the board would want the administration to try to dissuade the<br />

two legislators from pursuing their proposal. Mr. Howard made the fol-<br />

lowing motion, which was approved without dissent: That the <strong>Board</strong> <strong>of</strong><br />

<strong>Trustees</strong> express its firm belief that the suggestions for change in gover-<br />

nance <strong>of</strong> the <strong>University</strong> <strong>of</strong> <strong>Illinois</strong>, as made to members <strong>of</strong> the House<br />

Committee on State Government Organization recently, are contrary to<br />

the best interests <strong>of</strong> the <strong>University</strong> <strong>of</strong> <strong>Illinois</strong> and <strong>of</strong> the people <strong>of</strong> the<br />

state; and that the president <strong>of</strong> the <strong>University</strong> and his staff cooperate
