medicine is $448 per quarter; for students in dentistry, $323 per quarter; students<br />

in graduate programs are charged $205 per quarter; and undergraduate students<br />

$195 per quarter.<br />

A survey <strong>of</strong> eight state public health schools reported a median charge for<br />

annual tuition and required fees <strong>of</strong> $797, with a low <strong>of</strong> $129 and a. high <strong>of</strong> $2,580.<br />

All <strong>of</strong> the schools charge the same amount for both the master's and doctoral<br />

programs in public health. Including the required fees, the recommended level at<br />

the <strong>University</strong> <strong>of</strong> <strong>Illinois</strong> would be $996 annually, based on current rates.<br />

<strong>The</strong> chancellor at the Medical Center therefore has recommended that,<br />

effective with the 1978-79 academic year, tuition charges for students enrolled in<br />

the Doctor <strong>of</strong> Pharmacy, Master <strong>of</strong> Public Health, and Doctor <strong>of</strong> Public Health<br />

degree programs be set at the same level as that for students enrolled in degree<br />

programs <strong>of</strong>fered by the Graduate College at the Medical Center. Thus, the<br />

specific tuition charge in 1978-79 would be $205 per quarter for a resident, full-<br />

time student. <strong>The</strong> rate for a nonresident, full-time student would be $615.<br />

<strong>The</strong> vice president for administration concurs in the recommendation.<br />

I recommend approval.<br />

On motion <strong>of</strong> Mr. Sobotka, this recommendation was approved.<br />

Revision <strong>of</strong> Dollar limits on Purchases, leases, and Contracts<br />

Requiring Specific <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong>' Authorization;<br />

Deletion from the General Rules<br />

(7) In November the board approved in principle a proposal to increase the dollar<br />

amount <strong>of</strong> each purchase requiring specific prior authorization by the trustees. <strong>The</strong><br />

proposal reflected the impact <strong>of</strong> inflation on such transactions and recommended<br />

an increase from $10,000 to $15,000 in the dollar amount <strong>of</strong> each purchase which<br />

may be processed without prior <strong>Board</strong> <strong>of</strong> <strong>Trustees</strong>' authorization and an increase<br />

in the range <strong>of</strong> transactions which must be reported from $7,500-$10,000 to<br />

$12,500-$15,000.<br />

I now recommend that the board formally approve the above change and, con-<br />

sistent with it, approve other related changes as follows so that the authorized<br />

amounts now are as follows:'<br />

1. Specific prior authorization <strong>of</strong> the board is required for purchases, new leases,<br />

and contracts <strong>of</strong> $15,000 or over, contract change orders <strong>of</strong> $17,500 or over, and<br />

renewals <strong>of</strong> leases where the increase exceeds $2,500 (the present amounts, re-<br />

spectively, are: $10,000, $12,500, and $2,500).<br />

2. <strong>The</strong> following transactions must be reported to the beard: purchases, new leases,<br />

and contracts involving payments in the range $12,500 to $15,000; contract<br />

change orders involving payments in the range $12,500 to $17,500; and re-<br />

newals <strong>of</strong> leases with $2,500 or less increase in rental but involving rental pay-<br />

ments in excess <strong>of</strong> $15,000. (Existing amounts are $7,500 to $10,000; $7,500 to<br />

$12,500; and $10,000, respectively.)<br />

<strong>The</strong> specific dollar limits recommended above revise limits which are now stated<br />

in the General Rules Concerning <strong>University</strong> Organization and Procedure. Very few<br />

dollar amounts are specified elsewhere in the General Rules. Since recommended<br />

changes in these amounts are rarely adopted coincidentally with revisions <strong>of</strong> the<br />
