Contract for Educational Services with <strong>Illinois</strong><br />

Cancer Council, Medical Center<br />

(14) <strong>The</strong> School <strong>of</strong> Public Health at the Medical Center has recommended the<br />

renewal <strong>of</strong> a contractual relationship with the <strong>Illinois</strong> Cancer Council which will<br />

make available to the schooI’s educational programs the pr<strong>of</strong>essional skills <strong>of</strong><br />

the council along with its extensive data base. <strong>The</strong> contract, for an amount not<br />

to exceed $12,000, will extend from July 1, 1978, to June 30, 1979. Funds are<br />

available in the operating budget <strong>of</strong> the School <strong>of</strong> Public Health for FY 1979.<br />

<strong>The</strong> <strong>Illinois</strong> Cancer Council will provide to the Sch~vl <strong>of</strong> Public Health: (1)<br />

instruction for graduate students in the epidemiology <strong>of</strong> cancer through two scheduled<br />

courses given at the Medical Center; (2) counseling for graduate students<br />

in cancer research methodology; and (3) consultation for students and faculty in<br />

the design and execution <strong>of</strong> epidemiological studies in cancer.<br />

<strong>The</strong> chancellor at the Medical Center has recommended approval <strong>of</strong> the<br />

contract. <strong>The</strong> vice president for academic affairs and the vice president for<br />

administration concur.<br />

I recommend approval.<br />

Governor Thompson. Mrs. Rader asked to be recorded as not voting.<br />

Establishment <strong>of</strong> Bank Accounts in India<br />

( 15) <strong>The</strong> Smithsonian Institution <strong>of</strong>fers grants using “excess” U.S.-owned foreign<br />

currencies, requiring that funds be drawn from the US. Embassy located within<br />

the country involved and disbursed within that country. Financial reports must<br />

be submitted in which the <strong>University</strong> must certify the funds have been expended<br />

in accordance with the terms <strong>of</strong> the grant. Funds not expended must be re-<br />

turned to the U.S. Embassy.<br />

Officers <strong>of</strong> the Urbana-Champaign campus recently submitted two grant<br />

applications, totalling $55,000, which have been approved by the Smithsonian In-<br />

stitution and conditionally accepted subject to board approval. In b- th cases, the<br />

grants are for travel funds to be used in connection with an international congress<br />

on anthropological and ethnological sciences to be held in India in December<br />

1978. <strong>The</strong> principal investigators, Dr. Demitri Shimkin and Dr. Clark E. Cunning-<br />

ham, are faculty members in the Department <strong>of</strong> Anthropology.<br />

In order to facilitate the handling <strong>of</strong> financial transactions pertaining to<br />

these grants, the chancellor at Urbana has recommended that the vice pres;dent<br />

for administration be authorized to establish separate bank accounts in the State<br />

Bank <strong>of</strong> India, New Delhi, for the grants described. <strong>The</strong> funds are to be dis-<br />

bursed in accordance with the terms <strong>of</strong> the grants and in accord with <strong>University</strong><br />

policies and procedures.<br />
