The <strong>Bureau</strong> <strong>of</strong> <strong>Standards</strong> Orchestra, fostered by Dr. Stratton to keep his staff happy, played at all social functions and from time to time attempted<br />

concerts.<br />

Dr. Paul D. Foote, a regular member <strong>of</strong> <strong>the</strong> group, recalls "with embarrassment" that this picture was taken during <strong>the</strong> per<strong>for</strong>mance on <strong>the</strong> evening<br />

<strong>of</strong> April 17, 1918, when "<strong>the</strong> rendition <strong>of</strong> a quartet encore [<strong>of</strong> 'Moment llusicale'] failed to indicate sufficient coordination and practice."<br />
