Economy Act <strong>of</strong> 30 June 1932 (47 Stat. 410)—[Amendment to Section<br />

8 <strong>of</strong> <strong>the</strong> Act establishing <strong>the</strong> <strong>National</strong> <strong>Bureau</strong> <strong>of</strong> <strong>Standards</strong>, authorizing<br />

payment <strong>of</strong> fees, except <strong>for</strong> o<strong>the</strong>r Federal agencies, <strong>for</strong> NBS tests and<br />

calibrations]<br />

SEC. 312. Section 8 <strong>of</strong> <strong>the</strong> Act entitled "An Act to establish <strong>the</strong> <strong>National</strong> <strong>Bureau</strong> <strong>of</strong><br />

<strong>Standards</strong>," approved March 3, 1901, as amended and supplemented [U.S.c., title 15,<br />

sec. 276], is amended to read as follows:<br />

"SEc. 8. For all comparisons, calibrations, tests, or investigations, per<strong>for</strong>med by<br />

<strong>the</strong> <strong>National</strong> <strong>Bureau</strong> <strong>of</strong> <strong>Standards</strong> under <strong>the</strong> provisions <strong>of</strong> this Act, as amended and<br />

supplemented, except those per<strong>for</strong>med <strong>for</strong> <strong>the</strong> Government <strong>of</strong> <strong>the</strong> United States or State<br />

governments within <strong>the</strong> United States, a fee sufficient in each case to compensate <strong>the</strong><br />

<strong>National</strong> <strong>Bureau</strong> <strong>of</strong> <strong>Standards</strong> <strong>for</strong> <strong>the</strong> entire cost <strong>of</strong> <strong>the</strong> services rendered shall be<br />

charged, according to a schedule prepared by <strong>the</strong> Director <strong>of</strong> <strong>the</strong> <strong>National</strong> <strong>Bureau</strong> <strong>of</strong><br />

<strong>Standards</strong> and approved by <strong>the</strong> Secretary <strong>of</strong> Commerce. All moneys received from<br />

such sources shall be paid into <strong>the</strong> Treasury to <strong>the</strong> credit <strong>of</strong> miscellaneous receipts."<br />

Title VI—Interdepartmental Work.<br />

SEC. 601. Section 7 <strong>of</strong> <strong>the</strong> Act entitled "An Act making appropriations <strong>for</strong> <strong>for</strong>-<br />

tifications and o<strong>the</strong>r works <strong>of</strong> defense, <strong>for</strong> <strong>the</strong> armament <strong>the</strong>re<strong>of</strong>, and <strong>for</strong> <strong>the</strong> procure-<br />

ment <strong>of</strong> heavy ordnance <strong>for</strong> trial and service, <strong>for</strong> <strong>the</strong> fiscal year ending June 30, 1921,<br />

and <strong>for</strong> o<strong>the</strong>r purposes," approved May 21, 1920 [U.S.C., title 31, sec. 686], is amended<br />

to read as follows:<br />

"SEc. 7(a). Any executive department or independent establishment <strong>of</strong> <strong>the</strong> Gov-<br />

ernment, or any bureau or <strong>of</strong>fice <strong>the</strong>re<strong>of</strong>, if funds are available <strong>the</strong>re<strong>for</strong> and if it is<br />

determined by <strong>the</strong> head <strong>of</strong> such executive department, establishment, bureau, or <strong>of</strong>fice<br />

to be in <strong>the</strong> interest <strong>of</strong> <strong>the</strong> Government so to do, may place orders with any o<strong>the</strong>r such<br />

department, establishment, bureau, or <strong>of</strong>fice <strong>for</strong> materials, supplies, equipment, work,<br />

or services <strong>of</strong> any kind that such requisitioned Federal agency may be in a position to<br />

supply or equipped to render, and shall pay promptly by check to such Federal agency<br />

as may be requisitioned, upon its written request, ei<strong>the</strong>r in advance or upon <strong>the</strong> furnish-<br />

ing or per<strong>for</strong>mance <strong>the</strong>re<strong>of</strong>, all or part <strong>of</strong> <strong>the</strong> estimated or actual cost <strong>the</strong>re<strong>of</strong>,<br />

as determined by such department, establishment, bureau, or <strong>of</strong>fice as may be<br />

requisitioned<br />

Provided, however, That if such work or services can be as conveniently or more<br />

cheaply per<strong>for</strong>med by private agencies such work shall be let by competitive bids to<br />

such private agencies. . . .<br />

Executive Order 10096, 23 January 1950—Providing <strong>for</strong> a uni<strong>for</strong>m<br />

patent policy <strong>for</strong> <strong>the</strong> Government with respect to inventions made by Govern-<br />

ment employees and <strong>for</strong> <strong>the</strong> administration <strong>of</strong> such policy.<br />

Whereas inventive advances in scientific and technological fields frequently result<br />

from governmental activities carried on by Government employees; and<br />
