several manufacturing plants under <strong>the</strong> control <strong>of</strong> <strong>the</strong> War and Navy Departments,<br />

and, so far as practicable, in all specifications <strong>for</strong> screw threads in proposals <strong>for</strong> manu-<br />

factured articles, parts, or materials to be used under <strong>the</strong> direction <strong>of</strong> <strong>the</strong>se departments.<br />

SEC. 3. That <strong>the</strong> Secretary <strong>of</strong> Commerce shall promulgate such standards <strong>for</strong> use<br />

by <strong>the</strong> public and cause <strong>the</strong> same to be published as a public document.<br />

SEC. 4. That <strong>the</strong> commission shall service without compensation but nothing herein<br />

shall be held to affect <strong>the</strong> pay <strong>of</strong> <strong>the</strong> commissioners appointed from <strong>the</strong> Army and Navy<br />

or <strong>of</strong> <strong>the</strong> Director <strong>of</strong> <strong>the</strong> <strong>Bureau</strong> <strong>of</strong> <strong>Standards</strong>.<br />

SEC. 5. That <strong>the</strong> commission may adopt rules and regulations in regard to its pro.<br />

cedure and <strong>the</strong> conduct <strong>of</strong> its business.<br />

SEC. 6. That <strong>the</strong> commission shall cease and terminate at <strong>the</strong> end <strong>of</strong> one year and<br />

six months from <strong>the</strong> date <strong>of</strong> its original appointment.<br />

[The term <strong>of</strong> <strong>the</strong> <strong>National</strong> Screw Thread Commission was extended <strong>for</strong> two years<br />

from 21 Mar 1920 by Joint Resolution <strong>of</strong> 23 Mar 1920 (41 Stat. 536), and <strong>for</strong> five years<br />

from 21 Mar 1922 by Joint Resolution <strong>of</strong> 21 Mar 1922 (42 Stat. 469) .1<br />

<strong>Bureau</strong> <strong>of</strong> <strong>Standards</strong><br />

During <strong>the</strong> ñscal year 1921, <strong>the</strong> head <strong>of</strong> any department or independent establishment<br />

<strong>of</strong> <strong>the</strong> Government having funds available <strong>for</strong> scientific investigations and requiring<br />

operative work by <strong>the</strong> <strong>Bureau</strong> <strong>of</strong> <strong>Standards</strong> on scientific investigations within <strong>the</strong> scope<br />

<strong>of</strong> <strong>the</strong> functions <strong>of</strong> that <strong>Bureau</strong>, and which it is unable to per<strong>for</strong>m within <strong>the</strong> limits<br />

<strong>of</strong> its appropriations, may, with <strong>the</strong> approval <strong>of</strong> <strong>the</strong> Secretary <strong>of</strong> Commerce, transfer to<br />

<strong>the</strong> <strong>Bureau</strong> <strong>of</strong> <strong>Standards</strong> such sums as may be necessary to carry on such investigations.<br />

The Secretary <strong>of</strong> <strong>the</strong> Treasury shall transfer on <strong>the</strong> books <strong>of</strong> <strong>the</strong> Treasury Department<br />

any sums which may be authorized hereunder and such amounts shall be placed to <strong>the</strong><br />

credit <strong>of</strong> <strong>the</strong> <strong>Bureau</strong> <strong>of</strong> <strong>Standards</strong> <strong>for</strong> <strong>the</strong> per<strong>for</strong>mance <strong>of</strong> work <strong>for</strong> <strong>the</strong> department or<br />

establishment from which <strong>the</strong> transfer is made.<br />

Act <strong>of</strong> 27 February 1925 (43 Stat. 1019) —An Act Making appropria-<br />

tions <strong>for</strong> <strong>the</strong> Departments <strong>of</strong> State and Justice and <strong>for</strong> <strong>the</strong> Judiciary, and <strong>for</strong><br />

<strong>the</strong> Departments <strong>of</strong> Commerce and Labor, <strong>for</strong> <strong>the</strong> fiscal year ending June 30,<br />

1926, and <strong>for</strong> o<strong>the</strong>r purposes.<br />

International <strong>Bureau</strong> <strong>of</strong> Weights and <strong>Measures</strong>.<br />

For contribution to <strong>the</strong> maintenance <strong>of</strong> <strong>the</strong> International <strong>Bureau</strong> <strong>of</strong> Weights and<br />

<strong>Measures</strong>, in con<strong>for</strong>mity with <strong>the</strong> terms <strong>of</strong> <strong>the</strong> convention <strong>of</strong> May 20, 1875, <strong>the</strong> same to<br />

be paid, under <strong>the</strong> direction <strong>of</strong> <strong>the</strong> Secretary <strong>of</strong> State, to said bureau on its certificate <strong>of</strong><br />

apportionment, $3,000.
