Provided, That <strong>the</strong> members <strong>of</strong> <strong>the</strong> Advisory Committee <strong>for</strong> Aeronautics, as such,<br />

shall serve without compensation:<br />

Provided fur<strong>the</strong>r, That it shall be <strong>the</strong> duty <strong>of</strong> <strong>the</strong> Advisory Committee <strong>for</strong> Aero-<br />

nautics to supervise and direct <strong>the</strong> scientific study <strong>of</strong> <strong>the</strong> problems <strong>of</strong> flight, with a view<br />

to <strong>the</strong>ir practical solution, and to determine <strong>the</strong> problems which should be experi-<br />

mentally attacked, and to discuss <strong>the</strong>ir solution and <strong>the</strong>ir application to practical ques-<br />

tions. In <strong>the</strong> event <strong>of</strong> a laboratory or laboratories, ei<strong>the</strong>r in whole or in part, being<br />

placed under <strong>the</strong> direction <strong>of</strong> <strong>the</strong> committee, <strong>the</strong> committee may direct and conduct<br />

research and experiment in such laboratory or laboratories:<br />

And provided fur<strong>the</strong>r, That rules and regulations <strong>for</strong> <strong>the</strong> conduct <strong>of</strong> <strong>the</strong> work <strong>of</strong><br />

<strong>the</strong> committee shall be <strong>for</strong>mulated by <strong>the</strong> committee and approved by <strong>the</strong> President.<br />

That <strong>the</strong> sum <strong>of</strong> $5,000 a year, or so much <strong>the</strong>re<strong>of</strong> as may be necessary, <strong>for</strong> five<br />

years is hereby appropriated, out <strong>of</strong> any money in <strong>the</strong> Treasury not o<strong>the</strong>rwise appro-<br />

priated, to be immediately available, <strong>for</strong> experimental work and investigations under-<br />

taken by <strong>the</strong> committee, clerical expenses and supplies, and necessary expenses <strong>of</strong><br />

members <strong>of</strong> <strong>the</strong> committee in going to, returning from, and while attending meetings<br />

<strong>of</strong> <strong>the</strong> committee:<br />

Provided, That an annual report to <strong>the</strong> Congress shall be submitted through <strong>the</strong><br />

President, including an itemized statement <strong>of</strong> expenditures.<br />

• . - To enable <strong>the</strong> <strong>Bureau</strong> <strong>of</strong> <strong>Standards</strong> to cooperate with <strong>the</strong> War and Navy<br />

Departments by providing <strong>the</strong> scientific assistance necessary in <strong>the</strong> development <strong>of</strong><br />

instruments, devices, and materials, and <strong>the</strong> standardization and testing <strong>of</strong> supplies -<br />

- . - To provide by cooperation <strong>of</strong> <strong>the</strong> <strong>Bureau</strong> <strong>of</strong> <strong>Standards</strong> <strong>the</strong> War Department,<br />

<strong>the</strong> Navy Department, and <strong>the</strong> Council <strong>of</strong> <strong>National</strong> Defense, <strong>for</strong> <strong>the</strong> standardization and<br />

testing <strong>of</strong> <strong>the</strong> standard gauges, screw threads, and standards required in manufacturing<br />

throughout <strong>the</strong> United States, and to calibrate and test such standard gauges, screw<br />

threads, and standards • - ., $150,000. -<br />

Act <strong>of</strong> 18 july 1918 (40 Stat. 912)—An Act To provide <strong>for</strong> <strong>the</strong> appoint-<br />

ment <strong>of</strong> a commission to standardize screw threads [as amended by Act <strong>of</strong><br />

3 Mar 1919 (40 Stat. 1291)].<br />

Be it enacted - - ., That a commission is hereby created, to be known as <strong>the</strong> Com-<br />

mission <strong>for</strong> <strong>the</strong> Standardization <strong>of</strong> Screw Threads, hereinafter referred to as <strong>the</strong> com-<br />

mission, which shall be composed <strong>of</strong> nine commissioners, one <strong>of</strong> whom shall be <strong>the</strong><br />

Director <strong>of</strong> <strong>the</strong> <strong>Bureau</strong> <strong>of</strong> <strong>Standards</strong>, who shall be chairman <strong>of</strong> <strong>the</strong> commission; two<br />

commissioned <strong>of</strong>ficers <strong>of</strong> <strong>the</strong> Army, to be appointed by <strong>the</strong> Secretary <strong>of</strong> War; two com-<br />

missioned <strong>of</strong>ficers <strong>of</strong> <strong>the</strong> Navy, to be appointed by <strong>the</strong> Secretary <strong>of</strong> <strong>the</strong> Navy; and four<br />

to be appointed by <strong>the</strong> Secretary <strong>of</strong> Commerce, two <strong>of</strong> whom shall be chosen from<br />

nominations m'ade by <strong>the</strong> American Society <strong>of</strong> Mechanical Engineers and two from<br />

nominations made by <strong>the</strong> Society <strong>of</strong> Automotive Engineers.<br />

SEC. 2. That it shall be <strong>the</strong> duty <strong>of</strong> said commission to ascertain and establish<br />

standards <strong>for</strong> screw threads, which shall be submitted to <strong>the</strong> Secretary <strong>of</strong> War, <strong>the</strong><br />

Secretary <strong>of</strong> <strong>the</strong> Navy, and <strong>the</strong> Secretary <strong>of</strong> Commerce <strong>for</strong> <strong>the</strong>ir acceptance and approval.<br />

Such standards, when thus accepted and approved, shall be adopted and used in <strong>the</strong>
