Act <strong>of</strong> 4 March 1913 (37 Stat. 736)—An Act To create a Department<br />

<strong>of</strong> Labor.<br />

Be it enacted . . ., That . . . <strong>the</strong> Department <strong>of</strong> Commerce and Labor shall here.<br />

after be called <strong>the</strong> Department <strong>of</strong> Commerce, and <strong>the</strong> Secretary <strong>the</strong>re<strong>of</strong> shall be called<br />

<strong>the</strong> Secretary <strong>of</strong> Commerce, and <strong>the</strong> Act creating <strong>the</strong> said Department <strong>of</strong> Commerce and<br />

Labor is hereby amended accordingly.<br />

Act <strong>of</strong> 4 March 1913 (37 Stat. 945)—An Act Making appropriations<br />

to provide <strong>for</strong> <strong>the</strong> expenses <strong>of</strong> <strong>the</strong> government <strong>of</strong> <strong>the</strong> District <strong>of</strong> Columbia<br />

<strong>for</strong> <strong>the</strong> fiscal year ending June 30, 1914, and <strong>for</strong> o<strong>the</strong>r purposes. [This<br />

act, by inference, recognized <strong>the</strong> testing <strong>of</strong> materials <strong>for</strong> <strong>the</strong> Federal Govern-<br />

ment, not specified in <strong>the</strong> Organic Act <strong>of</strong> <strong>the</strong> <strong>Bureau</strong> or elsewhere, as a<br />

function <strong>of</strong> <strong>the</strong> <strong>Bureau</strong>.]<br />

Hereafter materials <strong>for</strong> firepro<strong>of</strong> buildings, o<strong>the</strong>r structural materials, and all<br />

materials, o<strong>the</strong>r than materials <strong>for</strong> paving and <strong>for</strong> fuel, purchased <strong>for</strong> and to be used<br />

by <strong>the</strong> government <strong>of</strong> <strong>the</strong> District <strong>of</strong> Columbia, when necessary in <strong>the</strong> judgment <strong>of</strong> <strong>the</strong><br />

commissioners to be tested, shall be tested by <strong>the</strong> <strong>Bureau</strong> <strong>of</strong> <strong>Standards</strong> under <strong>the</strong> same<br />

conditions as similar testing is required to be done <strong>for</strong> <strong>the</strong> United States Government.<br />

The salaries <strong>of</strong> employees <strong>of</strong> <strong>the</strong> Department <strong>of</strong> Agriculture transferred to <strong>the</strong><br />

Department <strong>of</strong> Commerce <strong>for</strong> <strong>the</strong> purpose <strong>of</strong> testing miscellaneous materials, including<br />

<strong>the</strong> supplies <strong>for</strong> <strong>the</strong> Government departments and independent establishments, may be<br />

paid from July first, nineteen hundred and fourteen, from <strong>the</strong> appropriation <strong>of</strong> $20,000<br />

in <strong>the</strong> legislative, executive, and judicial appropriation Act <strong>for</strong> <strong>the</strong> fiscal year nineteen<br />

hundred and fifteen, made <strong>for</strong> testing miscellaneous materials under <strong>the</strong> <strong>Bureau</strong> <strong>of</strong><br />

<strong>Standards</strong>.<br />

An Advisory Committee <strong>for</strong> Aeronautics is hereby established, and <strong>the</strong> President<br />

is authorized to appoint not to exceed twelve members, to consist <strong>of</strong> two members from<br />

<strong>the</strong> War Department, from <strong>the</strong> <strong>of</strong>fice in charge <strong>of</strong> military aeronautics; two members<br />

from <strong>the</strong> Navy Department, from <strong>the</strong> <strong>of</strong>fice in charge <strong>of</strong> naval aeronautics, a represent.<br />

ative each <strong>of</strong> <strong>the</strong> Smithsonian Institution, <strong>of</strong> <strong>the</strong> United States Wea<strong>the</strong>r <strong>Bureau</strong>, and<br />

<strong>of</strong> <strong>the</strong> United States <strong>Bureau</strong> <strong>of</strong> <strong>Standards</strong>; toge<strong>the</strong>r with not more than five additional<br />

persons who shall be acquainted with <strong>the</strong> needs <strong>of</strong> aeronautical science, ei<strong>the</strong>r civil or<br />

military, or skilled in aeronautical engineering or its allied sciences:
