Unlike Stratton, Dr. George K. Burgess, second Director <strong>of</strong> NBS, is said to have adminis-<br />

tered <strong>the</strong> <strong>Bureau</strong> from his desk and seldom toured <strong>the</strong> laboratories. The <strong>Bureau</strong>, "a<br />

vertiable city <strong>of</strong> science," had grown, he felt, too large <strong>for</strong> intimate supervision and<br />

he liberally delegated his authority over its detailed administration.
