peals, <strong>the</strong> <strong>Bureau</strong> drafted a model weights and measures ordinance <strong>for</strong><br />

municipalities, and detailed its experts to first one and <strong>the</strong>n ano<strong>the</strong>r <strong>of</strong> <strong>the</strong><br />

States which requested aid in setting up <strong>the</strong>ir inspection departments.<br />

A <strong>Bureau</strong> proposal to require that <strong>the</strong> net weight, measure, or numeri-<br />

cal count <strong>of</strong> contents be printed on sealed packages was accomplished by an<br />

amendment to <strong>the</strong> Pure Food and Drug Act in 1913, and in 1915 Congress<br />

passed a standard barrel law; but ef<strong>for</strong>ts <strong>of</strong> <strong>the</strong> <strong>Bureau</strong> to promote national<br />

legislation to define <strong>the</strong> weights and measures used in everyday trade, to<br />
