Presentation of Ministerial Awards<br />
Purpose<br />
1. The purpose of this memorandum is to note that there will be a presentation of three<br />
long service awards to members of <strong>Taranaki</strong> CDEM at the commencement of the<br />
meeting.<br />
Background<br />
2. The Civil Defence Emergency Management (CDEM) Awards Programme was<br />
introduced by the Minister of Civil Defence in 2009 to recognise career and volunteer<br />
personnel within the New Zealand CDEM sector. The Programme also serves to raise<br />
awareness of CDEM efforts across New Zealand.<br />
3. CDEM Awards are intended for those people, group or organisations that have made<br />
significant contributions to CDEM in New Zealand and deserve recognition at the<br />
national level. Both paid and volunteer personnel are eligible for the CDEM Awards.<br />
The long service awards are presented in recognition of at least 10 years’ service to<br />
CDEM.<br />
Discussion<br />
4. To date, 22 personnel in <strong>Taranaki</strong> CDEM have had nominations forwarded by CDEM<br />
officers approved. (Other nominations are in the pipeline). The majority of these<br />
received their awards at a presentation at Tupare last year, but some were unable to<br />
attend this occasion and to be acknowledged for their contribution.<br />
5. Therefore, at the start of the meeting, it is appropriate to recognise the remainder by<br />
way of making presentations.<br />
6. The CDEM Group Chairman will present awards to Cindy Dobbin, Kathryn Hooper<br />
and Trish Dent.<br />

THAT the <strong>Taranaki</strong> Civil Defence Emergency Management Group<br />
1. notes the awarding of 22 Ministerial Long Service Awards to date to <strong>Taranaki</strong> personnel<br />
associated with civil defence emergency management within the region
2. notes that there will be a presentation of Ministerial Long Service Awards to Cindy<br />
Dobbin, Kathryn Hooper and Trish Dent at the meeting who were unable to attend an<br />

Student of the Year Award for 2009 and attaining her National Certificate Level 4 in<br />
Emergency Management.<br />

3. Report on the TEMO responses to the 30 September and 8 October 2009<br />
tsunami warnings<br />
3.1 Mr G K Bedford, <strong>Taranaki</strong> <strong>Regional</strong> <strong>Council</strong>, spoke to the memorandum on the<br />
<strong>Taranaki</strong> Emergency Management Office response to the Samoa area tsunami on<br />
Wednesday 30 September 2009, and the Vanuatu earthquake tsunami warning on<br />
Thursday 8 October 2009.<br />
3.2 In particular, the Group discussed the response from Telecom noting that the text<br />
messaging service had been shut down presumably due to overloading. It was<br />
speculated that Telecom had considered this service to be non-essential. Staff were<br />
looking at an alternative arrangement for the future.<br />

4. Review of MCDEM performance during the Samoan earthquake tsunami<br />
event<br />
4.1 Mr G K Bedford, <strong>Taranaki</strong> <strong>Regional</strong> <strong>Council</strong> spoke to the memorandum advising<br />
Members of the release of two reports covering investigations into the performance of<br />
MCDEM during the Samoan earthquake tsunami event of 30 September 2009.<br />
4.2 Mr K Evans, Ministry of CDEM noted that two reviews had been carried out, an<br />
internal review by the Ministry and a second review by the Minister of CDEM’s<br />
representative. The reviews had highlighted a number of recommendations that needed<br />
to be looked at, including situation reports to be issued during the warning phase,<br />
media to receive the same information as other agencies and GNS to be included in the<br />
initial warnings. It was noted that the issue of situation reports during the warning<br />
phase would ensure that all CDEM Groups throughout the country were adopting a<br />
coordinated approach.<br />

5. Resourcing of civil defence emergency management for 2010-2011<br />
5.1 Mr G K Bedford, <strong>Taranaki</strong> <strong>Regional</strong> <strong>Council</strong>, spoke to the memorandum presenting the<br />
draft annual business plan for 2010-2011 and the draft estimates for resourcing for<br />
delivery of civil defence emergency management functions in <strong>Taranaki</strong> 2010-2011.<br />
5.2 It was noted that there was a 4.2% increase overall from the previous year. Under the<br />
policy function, a major work project would be the review of the Group Plan required<br />
by statute after 5 years.<br />
5.3 Mr K Evans, Ministry of CDEM noted that the MCDEM subsidy would be available in<br />
2010.<br />

1. receives the review of resourcing requirements for civil defence emergency<br />
management in <strong>Taranaki</strong> for 2010-2011<br />
2. receives the draft Civil Defence Emergency Management Business Plan 2010-2011<br />
for <strong>Taranaki</strong><br />
3. ratifies the administering authority’s advice that the total cost of providing CDEM<br />
services to <strong>Taranaki</strong> is estimated at $566,780 for 2010-2011<br />
4. notes that MCDEM is likely to but is not confirmed as providing a subsidy for<br />
2010-2011<br />
5. notes that a cost sharing arrangement for 2010-2011 based on the existing cost<br />
allocations and full costs falling on the contributing local authorities would be:<br />

Stratford District <strong>Council</strong> $ 17,003 (3%)<br />

6. Draft Code of Practice – preparing for a chemical emergency<br />
4<br />
6.1 Mr G K Bedford, <strong>Taranaki</strong> <strong>Regional</strong> <strong>Council</strong>, spoke to the memorandum advising<br />
Members of the drafting of a Code of Practice dealing with preparing for and<br />
responding to chemical emergencies. The Code of Practice had been prepared by the NZ<br />
Chemical Industry <strong>Council</strong>, for endorsement by the Environmental Risk Management<br />
Authority of New Zealand as a recognised code practice under the Hazardous<br />
Substances and New Organisms Act.<br />

1. receives this memorandum on engagement in the development of a code of<br />
practice by NZCIC for chemical emergency planning, together with any verbal<br />

2. notes the intention to pursue the matter of chemical/major industrial fire event<br />
planning further, in accordance with the Group Plan, and in particular<br />
workshopping inter-agency co-ordination, clarification of roles and<br />
responsibilities, and notification/communications.<br />

7. Report on Memoranda of Understanding<br />
7.1 Mr M Langford, <strong>Taranaki</strong> <strong>Regional</strong> <strong>Council</strong>, spoke to the memorandum informing<br />
Members of the current status of memoranda of understanding the Group has with<br />
other organisations.<br />

THAT the Civil Defence Emergency Management Group<br />
1. receives the report on the current status of memoranda of understanding between<br />
the CDEM Group and other parties<br />
2. seeks a formal and separate Memorandum of Understanding with the New<br />
Zealand Red Cross for the provision of emergency clothing, blankets and hygiene<br />
kits as replacement consumables to the Red Cross Response Team<br />
3. relies on the mutual support provisions within s.17 (f) CDEM Act 2002, rather than<br />
make new agreements with Manawatu-Wanganui and Waikato CDEM Groups.<br />

8. Report from the Controller<br />
8.1 Mr D L Lean, <strong>Regional</strong> Controller gave a verbal report noting that the Controllers Group<br />
continued to meet on a regular basis. It was noted that there was a need to make<br />
provision in the budget for the repair of existing equipment and the replacement of<br />
tarpaulins.<br />
9. Report from the Ministry of Civil Defence Emergency Management<br />
9.1 Mr K Evans, Ministry of CDEM spoke to the report which outlined projects and<br />
timeframes that staff in the MCDEM are presently undertaking or proposing to<br />
undertake.<br />

10. Proposed meeting dates for 2010<br />
10.1 Meeting dates for the CDEM Group and the CEG Group, proposed for 2010, were<br />
received.<br />
11. General Business<br />
Members requested Mr J Rowe, Stratford District <strong>Council</strong> convey to Mr Neil Volzke<br />
their congratulations on his election as Mayor of Stratford District.<br />
It was noted that the Ministry of CDEM had introduced a long service award scheme<br />
for CDEM volunteers with over 10 years service. On 14 December, Mr John Hamilton,<br />
Director, Ministry of CDEM would be in <strong>Taranaki</strong> to present awards to Mr Roy Simon<br />
(42 years), Mr David Lean (32 years), Mr David Leask (40 years) and Mr Wayne<br />
Gaudin (45 years), amongst others.<br />
There being no further business, Chairperson Mr A Matheson (New Plymouth District<br />
<strong>Council</strong>), declared the meeting of the Civil Defence Emergency Management Group closed<br />

the <strong>Taranaki</strong> Emergency Management Office response to the Samoa area tsunami on<br />
Wednesday 30 September 2009 and the Vanuatu earthquake tsunami warming on<br />
Thursday 8 October 2009.<br />
3.2 Members noted and discussed the debrief notes contained in the report. Of concern to<br />
the group was the Telecom failure of the Short Message Service (SMS) System for the<br />
delivery of text messages. While the Group acknowledged the SMS System was<br />
complimentary to other forms of communication, the recommendation contained in<br />
the report to investigate an alternate service provider was supported.<br />
3.3 It was noted that the tsunami incident generated a high level of public interest<br />
regionally and nationally. The importance of consistent and controlled media<br />
coverage was supported with the Group discussing the availability of a Public<br />
Information Manager (PIM) at Emergency Management Office during incidents and<br />
the national messages from the Ministry being circulated to all radio stations both<br />
national and regional.<br />

4.2 It was noted that the Tsunami Working Group will meet in early December 2009 to<br />
discuss the implementation of the recommendations arising from the reviews. The<br />
Group requested that the outcome of the discussions be forwarded to the <strong>Taranaki</strong><br />
CDEM Group for information to ensure any changes to national tsunami response are<br />
incorporated (where appropriate) into <strong>Taranaki</strong>’s response procedures.<br />

the draft annual business plan for 2010-2011 and the draft estimates for resourcing for<br />
delivery of civil defence emergency management functions in <strong>Taranaki</strong> in 2010-2011.<br />
5.2 Members noted the total draft costs of $566,780 for 2010/2011 represent an increase of<br />
4.2% over last year with an annual 4.8% increase over the previous five years. It was<br />
verbally advised that the <strong>Taranaki</strong> <strong>Regional</strong> <strong>Council</strong> would be receiving the Ministry<br />
of Civil Defence and Emergency Management subsidy for 2010-2011, resulting in an<br />
overall decrease of $22,000 to be proportioned over the four contributing councils.<br />

5.3 A hazchem/large fire incident response response workshop will be held on Friday 9<br />
April 2010 to review where planning and co-ordination for such an incident is at<br />

8.1 The Group received and noted the memorandum advising of a submission lodged by<br />
the <strong>Taranaki</strong> <strong>Regional</strong> <strong>Council</strong> with the New Plymouth District <strong>Council</strong> (NPDC) in<br />
respect of the NPDC’s review of its Historic Reserves Management Plan. The<br />
submission was sent late in November 2009 proposing that minor works at Marsland<br />
Hill (where the <strong>Taranaki</strong> emergency management office is located) should not require<br />
consenting by the NPDC, but noting that prior approval by iwi authorities and<br />
authorization by the New Zealand Historic Places Trust would still be necessary.<br />

Mike Langford and Ian Wilson informed the group that the Ministry of CDEM has purchased a<br />

2. Update on the LAG projects<br />
2.1. Generator Review<br />
David Leask reported to the LAG that he was not satisfied with the level of co-operation<br />
from the various role players that were surveyed in the review. He felt that there was not<br />
enough interest and that the level of urgency was not high enough. A copy of the report is<br />
attached to these minutes.<br />
Brent Manning suggested that the findings from the report are incorporated in the revision<br />
of the Group plan.<br />
Progress on the generator for TEMO indicated that a draft of the archeological report is<br />
currently being finalised by the TRC before being sent to New Zealand Historic Places<br />
Trust, after which, if approved, will go to the New Plymouth District <strong>Council</strong> for consent<br />
approval. It is not clear how long this process may take.<br />
2.2. Reconnaissance Plan<br />
Brent Manning reported no progress had been made yet on this project.<br />
2.3. GIS – Priority Sites<br />
This process is currently underway. A meeting is to be held on the 12 th of February<br />
between various role players from the District <strong>Council</strong>s and the <strong>Taranaki</strong> <strong>Regional</strong> <strong>Council</strong><br />
to discuss this issue.<br />
3. GIS for CDEM purposes<br />
The agenda for the meeting mentioned in 2.3. above includes the following items for<br />
discussion:<br />
• Update of the intended outcomes of the LAG GIS project<br />
• What information would be useful for the public and CDEM personnel on<br />
hazards/lifelines etc.<br />
• Which <strong>Council</strong>’s GIS system should host the information?<br />
• Plan of action to go forward.<br />
4. Presentation: Bede Shortall – Transpower<br />
Bede Shortall delivered a presentation on Transpower, which included a brief overview of<br />
what Transpower does, where they fit into the structure of NZ electricity industry and<br />
plans for the future.<br />
5. CDEM Group Plan – input from the LAG<br />
Lisa Mahoney from the <strong>Taranaki</strong> <strong>Regional</strong> <strong>Council</strong> addressed the meeting and explained the<br />
process that the CDEM group is currently going through to review the CDEM Group Plan. She<br />

encouraged members of the group to participate in offering comment when the Plan goes out for<br />
consultation to the various role players.<br />
Action: Des Paulsen to send a copy of the Risk Analysis document to all on the LAG for perusal.<br />

6. CDEM Business Plan – Input from the LAG<br />
According to the Annual Business Plan for the year 2010/2011, the following are expected from the<br />
Lifelines Advisory Group:<br />
• To be involved with a comprehensive integrated all hazards approach to emergency<br />
management based on the 4 R’s – reduction, readiness, response and recovery. These<br />
actions are further described in the <strong>Taranaki</strong> CDEM Group Annual Business Plan for<br />
2010/2011 on page 1.<br />
• To continue to implement the findings of the reports prepared by NIWA on meteorological<br />
hazards and their consequences in <strong>Taranaki</strong>.<br />
• Assist with the updating of the Volcanic Strategy<br />
• Implement the LAG reconnaissance plan once completed.<br />
• Ensure that the members are involved in responses to emergencies as appropriate.<br />
• Participate in exercises.<br />
• Attend quarterly meetings.<br />
7. 2010 Projects<br />
7.1. Water Supply<br />
John Jones indicated that he was currently doing a paper on the impacts of ash on water<br />
supply.<br />
Brent Manning suggested that in addition to this, that public education programme the use<br />
of water during an ashfall, be implemented.<br />
7.2. Lessons learned from other events<br />
Max Aves suggested that a system be set up that allows the LAG to learn from other events<br />
as to what could go wrong as far as lifelines are concerned and what possible solutions<br />
have been found. Presentations, reports etc, can then be directed to this group.<br />
Mike Langford suggested that the members of the group think about what further projects may be<br />
useful and report back to the next meeting with ideas.<br />

Water supply for TEMO<br />
Brent Manning has completed a report into what may be required to ensure that there is an<br />

Resilience and monitoring of bridges<br />
The NPDC was approached by Napier City <strong>Council</strong> regarding a study around the resilience and<br />
remote monitoring of significant bridges within the <strong>Taranaki</strong> region. NPDC gave their support for<br />
the study to go ahead. Max Aves is hoping that the results of the study may be useful.<br />
Action: Max Aves to forward the findings of the study when available.<br />
EOC Exercise<br />
Mike Langford gave the group a heads up regarding an EOC exercise that will take place at TEMO<br />
on the 22 nd of April. It will include a table top exercise regarding the Tsunami warnings that were<br />
received in September/October last year.<br />

Des explained that a meeting had been held between Karen Lawson, herself and Major<br />

gotten. Gloria indicated that she would follow up with Major Herring.<br />

2. National Welfare Plan discussion and comment<br />
Mike Langford opened the discussion with his comments on the draft Welfare Plan. Des<br />
Paulsen and Louise McLay added their concerns.<br />

3. Bishops Action Foundation<br />
Deirdre Nagle gave a short synopsis about Bishop’s Action Group and what they do. She<br />
indicated that some of the projects that they were in involved with are to do with building<br />
capacity and assisting various organisations that work with the elderly and accessibility<br />
groups, to do business continuity planning. Bishop’s Action also assists with networking,<br />
including the support of elderly that are alone and isolated, especially those in rural areas.<br />
Deirdre also expressed her thanks to Mike Broker and the DHB for the work they are<br />
currently doing.<br />
Gloria indicated that statistics show that the percentage of <strong>Taranaki</strong> people in the 65 years<br />
and older bracket is set to rise dramatically in the next few years, and that this type of<br />
planning support is vital and very welcomed.<br />
4. Animal Welfare Training Course<br />
Des Paulsen explained that now that the Animal Welfare plan had been completed, that<br />
training needs to be done in this area.<br />
A training course has been set up for February 2010, but the date is yet to be confirmed.<br />
The training is aimed at all Welfare volunteers, SPCA volunteers, the District <strong>Council</strong> Animal<br />
Control personnel and any others that may be required to help out at the Welfare centres.<br />
Action: Des to come up with a date and let the relevant people know..<br />
General Business:<br />
Disaster Preparedness for People with Disabilities<br />
Mike Langford handed out copies of the document, “Disaster Preparedness for People with<br />
Disabilities” and asked the group if they thought it would be a good idea to print these<br />
documents for use in the sector.<br />
Concerns were raised that the documents deals with organisations as well as individuals and<br />
the suggestion was made to divide the contents into two and then make them available to the<br />
relevant organisations, either in hard copy or on a web site.<br />

Louise McLay updated the group on the activities of the RAG. She explained that the RAG<br />
now included the trust and was administered by the Ministry of Agriculture and Forestry. She<br />
reported that the group is currently working on a revised Terms of Reference and also their<br />
networks in the rural area, which is based on geographical areas around the rural community<br />
halls, and neighbourhood support groups. She indicated that she was concerned that there<br />
may be some cross-over between what the RAG are doing and the activities of the RAG.<br />
Gloria indicated that Terry Curran was to be sitting on the RAG.<br />
Action: Gloria to ensure that Terry Curran attends the RAG meetings.<br />
Mike to put Terry onto the RAG contacts list<br />
Red Cross report<br />
Karen Lawson reported that a MOU was currently being drawn up between the Red Cross<br />
and the <strong>Taranaki</strong> CDEM group regarding the provision of clothing, blankets and hygiene kits.<br />
Although there has always been an understanding that the Red Cross would provide clothing<br />
and blankets, it had never been put into writing.<br />
A capacity and capability report has been sent to the CDEM group.<br />
Te Puni Kōkiri<br />
Te Uraura Nganeko explained that he was still keen to progress on the issue of certain<br />
Marae becoming accommodation centres during emergencies. They would like a fact sheet<br />
to clarify a number of aspects, including the funding arrangements, obligations, training etc.<br />
Action: Mike Langford to set up a meeting between Te Uraura and Gloria<br />
before the next meeting, to discuss and come up with the fact sheet.<br />
<strong>Taranaki</strong> District Health Board<br />
Mike Broker explained that the Ministry of health is currently working on the planning for the<br />
second wave of H1N1 influenza. They are expecting the next wave to arrive with the<br />
seasonal influenza, although it it possible that the seasonal flu may arrive earlier than<br />
normal.<br />
At this stage it looks as though the H1N1 vaccine will be included in the seasonal influenza<br />
vaccine for next year.<br />
Emergency stocks of H1N1 vaccine are been brought in for emergency services/front line<br />
staff. Recipients of this vaccine have not yet been finalised.<br />
Mike also reported that a new Medical Officer of health for <strong>Taranaki</strong> has been appointed.<br />
Greg Symons from Auckland has been appointed in the role.<br />

The Minutes of the meeting held on the 16 th of November 2009 were accepted as a<br />

trusts contacts list and the trust will contact those listed in future to check their<br />
involvement. This list will be updated annually as part of the trust obligations<br />
through MAF’s trust base funding.<br />

5. CDEM group plan draft is still being put together<br />
6. Terms of reference for RAG has been updated and accepted by group<br />
7. Meat and Wool participation – This organisation is still under review, Liz is<br />
happy to remain on the contacts and receive minutes and information from the<br />
group but is unlikely to ever attend unless there is an adverse event. She<br />
suggested the Feds Meat and Fibre representative could be involved in the<br />
group but with the Feds Provincial President chairing the group this seems<br />
unnecessary. As far as levy contacts via meat and wool database Liz also<br />
noted this was not available due to the nature of levy collection going through<br />
meat processors who don’t release individual names and under the provision<br />
of collection these contacts they would not allowed to be released to the RAG.<br />
It was noted that these names are unnecessary anyway as in an emergency<br />
people would be asked to contact their representative stakeholder for help and<br />
this could then be fed into civil defence as to what the community needs.<br />
8. Shelley McDougall from Neighbourhood support attended the meeting and will<br />
remain on the groups contacts list<br />
9. Peter has added the NZ Contractors Federation contacts to the <strong>Taranaki</strong> Rural<br />

CD Recovery Manager Report back on WAG activities<br />
Welfare Centre Training held. The next one would be held at Stratford<br />
Memorial Hall Centre on Wednesday 3 rd March 5.30pm to 7pm.<br />
Provides practical training<br />
Animal welfare plan for domestic/companion animals. Key message “be<br />
responsible for your pets in adverse events”<br />
Communication link between the WAG and the RAG. Both Louise and<br />
Terry Curran (MSD) sit on both groups.<br />
WAG is working with the Salvation Army and Red Cross to establish an<br />
agreement document on what each can provide<br />
Looking into Marae capacity in terms of using Marae’s if needed for<br />
evacuation.<br />
MAF Policy<br />
A presentation was provided by Deborah Hackell on what MAF Policy does. In brief<br />
Provide information back to the minister on the impact on the<br />
community and makes recommendations as to what recovery<br />
measures may assist.<br />
Implements government recovery measures<br />
Uses criteria to establish if the event is small, med or large-scale.<br />
Small events are localised events – MAF may report but it is up to the<br />
neighbouring community to assist each other. Tax provisions and task<br />
force green is available<br />

Medium-scale events can trigger MAF funding for tech transfer, Rural<br />
Support trusts, and social events. MSD can provide enhanced<br />
taskforce green and rural assistance payments<br />
Large scale events allows for a Special Recovery Measure (SRM)<br />
provision on top of the other measure. The SRM is a reimbursement<br />
grant up to $250 K for re-establishment of damaged infrastructure and<br />
replanting/regrassing of uninsurable crops/pastures.<br />
Rural Support Trust<br />
Angela Bell from MAF provided a run down on the status of the 14 Rural Support<br />
Trusts around New Zealand. Key points of note were<br />
The trusts should work closely with their CDEM group and rural<br />
stakeholders/communities<br />
They are autonomous charitable trusts which MAF has an agreement<br />
with to help rural communities in adverse events.<br />
Trust should participate in CDEM planning and be able to provide a<br />
rural perspective<br />
Their role is in supporting and assisting – not leading, this remains the<br />
role of CDEM and regional councils.<br />
MAF is working to strengthen the national network of Trusts through<br />
branding, providing a website (see rural-support.org.nz), a national<br />
0800 number and help with training and relationship building.<br />
Trust are charitable organisation so may seek funding from other sources. Mike<br />
Langford suggested the <strong>Taranaki</strong> Trust could therefore seek funding from TSB. It<br />
was agreed that this would be something the trust would do at a later date once more<br />
established.<br />
Lifelines Advisory Group (LAG)<br />
David Leask (027 453 0533) briefed the RAG on potential electricity issues in severe<br />
adverse events and asked the question as to whether the rural sector is adequately<br />
prepared. The LAG has representatives from power, water and sewage industries,<br />
airport and the Port, and larger industries such as gas etc. The group is in the<br />
business of “reduction”. Points raised were<br />
North <strong>Taranaki</strong> from Stratford right out to the coast from mania gets its<br />
electricity from one source only – Stratford power station<br />
There is no storage of power available<br />
Stratford power station is a prime target for the Mountain – how will this<br />
affect the rural community if power is out for days and weeks.<br />
Consider the affects of a prolonged power outage to the rural<br />
community<br />
Re generators – there is no many available and no prioritisation<br />
developed for these.<br />
Can rural businesses think of maintaining a preset connection point to<br />
their milking sheds?<br />
Fonterra has done some work on this and estimate it would cost $2,500 for the<br />
generator plug to the milking shed and $5,500 for the generator - all up $8K per farm.<br />
The size of the rotary doesn’t matter so for smaller farms this is a significant<br />
expense.<br />

Y2K some farmers brought generators but if these generators aren’t used the<br />
contacts seize up. It’s not enough to just buy a generator and then leave it.<br />
Another issue is if no power to the Fonterra dairy company then there are no milk<br />
pick ups and with no refrigeration available farmers will need to dump milk. This<br />
could be a significant environmental issue and a concern for the <strong>Regional</strong> <strong>Council</strong>.<br />
Lesson from Cyclone Bola – ask to get power re-connected to the shed before<br />
the house is.<br />
Note there are 1700 dairy farms in <strong>Taranaki</strong>. PowerCo does have a link with the rural<br />
community through Federated Farmers.<br />
David has had 36 years experience at the New Plymouth power station. The National<br />
lifelines group is aware of these power risks. David is available for the RAG views in<br />
this area.<br />
Group round up – happenings from members’ organisations<br />
<strong>Taranaki</strong> Rural Support Trust<br />
Trust members have attending workshops on stress<br />
Graeme and Harvey have a meeting this Thursday in Hawera re: stress<br />
Action plan for the trust and the RAG is to finish the contacts list<br />
Neighbourhood support<br />
Shelley works in many areas – went to Fonterra suicide prevention<br />
course; works with child welfare and victim support and with social<br />
welfare in schools.<br />
This position is voluntary<br />
Working with the police to reactivate neighbourhood support areas.<br />
Fonterra<br />
The payout forecast is better however; the last 18 months have been hard on<br />
farmers. The bullet proof dairy farmer image is over. At least 5% of farm business in<br />
the region are in a dodgy way could be up to 10%. Banks are getting harder on these<br />
farmers. However, generally farmers are feeling more positive with the improved<br />
forecast payout.<br />
Rural Fire/South <strong>Taranaki</strong> District <strong>Council</strong><br />
Working on an initiative to establish one fire district for <strong>Taranaki</strong> which will include the<br />
Department of Conservation and 3 territory authorities. Still in the initial phase but will<br />
update at the next meeting<br />
Action: One fire district initiative update for next RAG meeting<br />
LIC<br />
LIC has access to every dairy farm in the area.<br />
Action: Discuss at next meeting whether this database would be useful to have<br />
access to during an event?<br />
Transport<br />

Northland drought has raised some animal health and fit for travel<br />
issues. Farmers find it emotionally easier to get the cows off the farm<br />
via truck rather than having to shoot their animals themselves.<br />
Most farms don’t have a vet cert to establish animals are fit for travel<br />
and by the time animals are put on the truck they are already pretty<br />
bad. Vet certificates gets these animals on the truck but often they are<br />
unsuitable for processing and they are then condemned at the yards.<br />
A number of stock are marginal in terms of fit for travel – even with a<br />
vet cert doesn’t mean much as vets and transport operators are under<br />
pressure.<br />
Stock sent to saleyards instead of to slaughter<br />
Northland is a long way to get back into green feed<br />
Northland also has a huge number of lifestylers with no feed and<br />
animals aren’t carrying a lot of body condition<br />
Easier to apologise than to plan.<br />
Note: Tom sits on an animal welfare group where this issue was raised.<br />
PGG Consulting<br />
The revise payout provides the average farmer an extra $100K<br />
however there will be no additional spending. There is a general feeling<br />
of distrust of the payout and a holding the fort attitude.<br />
Climate wise production is better than expected and is expected to be<br />
the same as last year.<br />

Emergency generator for TEMO-update<br />
Purpose<br />
1. The purpose of this memorandum is to update the Group on the current state of<br />
progress towards the installation of an emergency generator for TEMO.<br />
Background<br />
2. The CEG and CDEM Group have previously confirmed that such equipment is<br />
appropriate to ensure a greater level of availability of TEMO facility under emergency<br />
conditions.<br />
3. Since then, the <strong>Taranaki</strong> <strong>Regional</strong> <strong>Council</strong> has moved towards selection, purchase and<br />
installation of a suitable unit.<br />
Discussion<br />
4. Progress on this matter has been slow but is steadily proceeding. Because the whole of<br />
the Marsland Hill site is both a historic place and a waahi tapu, permission to undertake<br />
any construction or development anywhere on the site requires permission from both<br />
the appropriate iwi authorities and the NZ Historic Places trust, as well as land use<br />
consent from the New Plymouth District <strong>Council</strong> and the appropriate building consent.<br />
5. The application to the Historic Places Trust is about to be lodged, following the<br />
preparation for the <strong>Council</strong> of an archaeologist’s report. The two iwi authorities<br />
concerned have both indicated their agreement to the installation. The Trust advise that<br />
it may take up to three months for their decision. At that point, the <strong>Taranaki</strong> <strong>Regional</strong><br />
<strong>Council</strong> will apply to the NPDC for land use consent, a step which may take a couple<br />
more months.<br />
6. The <strong>Council</strong> will then call for tenders.<br />
7. Indications are that prospective suppliers can provide a suitable unit either ex stock or<br />
within a short time from manufacturers.

Exercises and hazard workshops 2010<br />
Purpose<br />
1. This agenda item is to introduce CDEM exercises and hazard workshops planned for<br />
2010, and to request participation from Group Members.<br />
Background<br />
2. Under the CDEM Annual Business Plan there is an obligation to enhance the region’s<br />
capability to respond to emergencies by undertaking exercises.<br />
Discussion<br />
<strong>Taranaki</strong> CDEM Group exercise<br />
3. In order to test and exercise EOC planning and roles in an emergency, an all day EOC<br />
Exercise has been planned for 22 April 2010. This exercise is internal to this region.<br />
4. The exercise has been named Exercise Ngaru (sea wave)<br />
5. The scenario will be a desk top exercise based on the Solomon Islands tsunami on 30<br />
September 2009, and will be played in real time to allow EOC functions to work<br />
together without being overwhelmed by an artificially accelerated timeframe.<br />
6. The exercise is expected to produce some media messages and potential evacuation<br />
plans for use in a similar event in the region.<br />
7. All EOC Functions will be asked to take part including operations, planning and<br />
intelligence, logistics, welfare, recovery, police, fire and health. The Rural Advisory<br />
Group will be asked to participate at their next meeting.<br />
8. The exercise instructions are currently being prepared and will distributed to<br />
participants once they have been completed.<br />
National exercise<br />
9. MCDEM have announced a nation-wide exercise for 20 October 2010. This exercise will<br />
be based on a large distant-source tsunami hitting New Zealand. Participating agencies<br />
will include all 16 CDEM Groups, Department of Prime Minister and Cabinet, NZ<br />
Police, New Zealand Fire Service, NZ Defence Force, Ministry of Health, Ministry of
Economic Development, National Welfare Coordination Group, NZ Aid, and Ministry<br />
of Transport.<br />
10. The exercise will focus on a tsunami threat that requires decision making about<br />
warnings, information and evacuations. Besides the response aspects, it will also set the<br />
scene to focus on tsunami preparedness and public awareness in the build up to the<br />
exercise.<br />
11. The scale of the exercise will provide an opportunity to test a series of outcomes<br />
delivered under the national tsunami risk management programme since 2008 (and the<br />
implementation of response actions by MCDEM to the Samoa earthquake review).<br />
These outcomes include tsunami source modelling (arrival times, likely impacts),<br />
evacuation planning and signage, and public alerting options. Standard operating<br />
procedures and tsunami advisory and warning plans will also be thoroughly tested.<br />
12. An initial national level planning meeting will be held on 17 February 2010. Regular<br />
exercise planning updates will be made available after the initial planning meeting on<br />
the Ministry website, and through E Bulletin from the Ministry.<br />
Hazardous substance/large fire incident workshop<br />
13. A number of parties, including members of CEG, have been invited to a hazchem/large<br />
fire incident response workshop on Friday 9 April. The purpose of the workshop is to<br />
review where planning and co-ordination for such events is at within <strong>Taranaki</strong> (noting<br />
that the Hazardous Substances Technical Liaison Committee has lead responsibilities in<br />
this area), how such an event might be managed and what it might require of various<br />
agencies, and looking at mutual notification, awareness and assistance requirements<br />
and benefits.<br />

Public awareness and readiness survey<br />
Purpose<br />
1. The purpose of this memorandum is to advise the Group of the completion of a survey<br />
of public awareness and readiness for emergencies in <strong>Taranaki</strong>. Initial findings are<br />
summarised below, while a report is in preparation.<br />
Background<br />
2. The Civil Defence Emergency Management Business Plan for 2009-2010 provides that the<br />
Group shall undertake a survey of public awareness and readiness of emergency<br />
management.<br />
3. A survey was conducted during the week of 11-18 January 2010. The primary survey<br />
was conducted by telephone via systematic random sampling of numbers in the<br />
<strong>Taranaki</strong> telephone directory across all three districts. A follow-up focus group explored<br />
some elements of public readiness in more detail than allowed for within a telephone<br />
survey.<br />
4. It should be noted that the Haitian earthquake struck one day into the survey. The<br />
saturation coverage of this event on television and within the newspaper undoubtedly<br />
influenced responses.<br />
5. An earlier survey was conducted by the <strong>Taranaki</strong> TEMO in 2005, while MCDEM have<br />
more recently (2009) undertaken a nationwide survey. Because of the extremely limited<br />
representation of <strong>Taranaki</strong> in the latter, the results were meaningless on a regional basis,<br />
but allow for some comparison between the national results and those of the most<br />
recent <strong>Taranaki</strong> survey where questions were similar.<br />
Discussion<br />
6. The survey was conducted under the supervision of Josh Southee, a graduate student<br />
with experience in such surveys. A total of approximately 2,000 phone calls were made.<br />
There were 710 respondents. This gave a margin of error of ±3.67%, at a 95% confidence<br />
level. Analysis of the respondents showed that all three districts were appropriately<br />
canvassed. Older age groups were slightly over-represented, and younger underrepresented.
7. In the 2005 survey, around 5,000 calls had to be made to gain around the same number<br />
of respondents. Thus, the willingness-to-participate rate was far higher on this occasion,<br />
suggesting a more positive attitude towards CDEM.<br />
8. By nature of a telephone survey, questions must be somewhat simplistic and there is no<br />
opportunity to probe the reasoning or views of respondents in depth. Therefore<br />
interpretation must always be provisional. That said, the results do allow analysis of<br />
readiness and awareness, they do allow for comparison with similar surveys elsewhere,<br />
and they do allow for repetition of the survey in the future, meaning trends can be<br />
ascertained.<br />
9. The report is in preparation. However, some findings have been noted below.<br />
Distribution and discussion of its results will be undertaken more fully.<br />
10. On the whole the <strong>Taranaki</strong> region is well prepared in comparison with the national<br />
survey statistics.<br />
11. This survey will highlight the areas where we need to improve and areas where we are<br />
doing well.<br />
12. Almost everyone believes they will have to look after themselves and their neighbours<br />
and families; however, around 50% assume emergency services will still be able to<br />
assist. By comparison with national figures, fewer <strong>Taranaki</strong> residents will rely on<br />
emergency services and fewer residents think there will always be a warning.<br />
13. The majority of people understand that an emergency can arrive without warning- but<br />
not all believe this.<br />
14. 41%of the <strong>Taranaki</strong> region has an emergency supplied kit; this is an increase from the<br />
2005 survey. 33% have an emergency household plan. They stress it is very important<br />
to be prepared for a disaster, but only 10% of the region believe they are fully prepared.<br />
15. In <strong>Taranaki</strong> citizens are most concerned with volcanic eruptions, earthquakes and<br />
storms/cyclones and tornadoes. Of concern is that almost no one is concerned about<br />
human or animal pandemics, or about the possibility of infrastructure failure.<br />
16. Citizens say they are likely to mobilise in case of an emergency, leaving the area or<br />
moving to a safe place in the event of a disaster. They will rely more on their friends<br />
and families to help get them through a disaster than the emergency services.<br />
17. <strong>Taranaki</strong> citizens think electricity, water and land line telephones will be affected in a<br />
disaster, but don’t seem to think the internet or cellphones will be.<br />
18. The people surveyed are more aware of the Yellow Pages as a source of information<br />
than Internet websites, such as the ‘get ready get thru’ site. Twice as many people<br />
regionally as nationally consider their CDEM office a source of information on<br />
preparing for emergencies.<br />

19. The vast majority of <strong>Taranaki</strong> citizens would listen to a radio in the event of a disaster<br />
and this is where they would get their information from. Fortunately, the vast majority<br />
also have a portable radio with batteries.<br />
20. 5% of respondents have no household or contents insurance. This scales up to a regional<br />
scale of more than 5000 people being left entirely destitute in terms of recovery from a<br />
major disaster.
21. The survey concluded with an invitation to receive information on CDEM. 60% (420) of<br />
respondents requested an information pack. As a public education process, this was an<br />
unexpected bonus of the survey.<br />
22. It is anticipated that the report will identify a number of recommendations on how<br />
<strong>Taranaki</strong> Civil Defence and Emergency Management can improve on their current<br />
public education system and the current level of public awareness and readiness.<br />
Recommendations<br />
THAT the <strong>Taranaki</strong> Civil Defence Emergency Management Group:<br />
1. receives this memorandum noting the completion of a public emergency awareness and<br />
readiness survey within the region<br />
2. notes that a report is in preparation that will identify areas for further enhancement of<br />

Submission to Standards New Zealand: DZ4404/V1.0 Land<br />
development and subdivision<br />
Purpose<br />
1. The purpose of this memorandum is to note to the Group that the <strong>Taranaki</strong> <strong>Regional</strong><br />
<strong>Council</strong> has submitted on the above draft Standard, including on matters related to risk<br />
reduction within the region.<br />
Background<br />
2. Standards New Zealand has called for public comment on the above draft standard. The<br />
draft was released on 13 November 2009, and comments were to be received by 5<br />
February 2010.<br />
3. The Civil Defence Emergency Management Group Plan for <strong>Taranaki</strong> 2004 includes as an<br />
action item, promote the inclusion of reduction and readiness objectives, policies and methods in<br />
other statutory documents and plans relating to civil defence emergency management.<br />
Consistent with this commitment, the <strong>Regional</strong> <strong>Council</strong> considered the draft standard<br />
with regard to opportunities to address risk reduction within a land subdivision and<br />
development context. A submission was prepared and forwarded. A copy is attached<br />
for members’ information.<br />
Discussion<br />
4. The draft standard contains a number of measures that recognise natural hazards, the<br />
opportunity for risk reduction or management during land development or subdivision<br />
activities, and appropriate measures that could be imposed or specified. The draft<br />
includes measures to address land stability, erosion risk, seismic risk, and the protection<br />
of lifelines. Management of water supply, stormwater, and waste water within a<br />
subdivision is addressed.<br />
5. The <strong>Regional</strong> <strong>Council</strong>’s submission proposes that the Standard could take a broader<br />
view, addressing not only the design and construction of a subdivision itself so as to<br />
reduce risk internally, but extending to the locating of a subdivision within areas that<br />
might be vulnerable to natural hazards. It was considered that the inclusion of such<br />
provisions would further strengthen the value of the Standard as a risk reduction tool.<br />
6. There has been no feedback to date on the submission.
7. Member organisations of the Group may have submitted in their own right on the draft,<br />
and comments from Members are welcome.<br />

Submission: Draft New Zealand Standard for Land Development and<br />
Subdivision<br />
Introduction<br />
1. The <strong>Taranaki</strong> <strong>Regional</strong> <strong>Council</strong> [‘the <strong>Council</strong>’] thanks Standards New Zealand [‘SNZ’]<br />
for the opportunity to comment on the Draft New Zealand Standard for Land<br />
Development and Subdivision.<br />
2. The <strong>Council</strong> makes this submission in view of its functions and responsibilities under<br />
the Resource Management Act 1991, the Local Government Act 2002, and the Civil<br />
Defence Emergency Management Act 2002.<br />
3. The <strong>Council</strong> supports the work being undertaken by Standards New Zealand in setting a<br />
direction for the effective management of land development and subdivision in New<br />
Zealand.<br />
4. This <strong>Council</strong>’s comments focus on contaminated sites, natural hazards and impermeable<br />
surfaces.<br />
Contaminated sites<br />
3<br />
5. The <strong>Council</strong> seeks the inclusion of an additional component in the Standard that<br />
addresses contaminated sites. The background to this issue is the possibility of concern<br />
arising over levels of cadmium in soils previously used for pastoral agriculture or<br />
horticulture (including cropping). Superphosphate has been heavily applied to soils for<br />
increasing productivity of herbage (pastoral grasses, vegetables, maize etc). Cadmium is<br />
present in all superphosphate and superphosphate blends as a contaminant present in<br />
the base phosphate rock. Cadmium is toxic to plants, livestock, and humans in higher<br />
concentrations. In localities of heaviest usage, especially in dairying areas, the<br />
concentrations of cadmium are accumulating towards the lowest of guideline values<br />
established by some regulatory agencies for protection of human health via intake as<br />
food. In particular, the most stringent of guidelines and standards tend to relate to the<br />
possibility of a property being used for a self-sufficient lifestyle i.e. a high level of the<br />
gross food intake being provided from within a single property. The main pathways for
cadmium intake under these circumstances relate to the consumption of soft offal from<br />
animals (kidneys, liver) and of leafy vegetables such as brassicas, together with potatoes.<br />
6. This is not to suggest there is a real threat throughout New Zealand from cadmium<br />
levels in soil, nor that the problem is widespread, nor that the problem is severe. The<br />
average New Zealand diet is low in cadmium by international comparison, and is far<br />
below recognised limits for dietary intake, and is reducing in cadmium. The main<br />
sources of cadmium intake for the average New Zealander are tobacco and seafood<br />
(oysters, squid). But as a precautionary approach that recognises the possibility of public<br />
disquiet and anxiety, and the desirability of having certainty of information should this<br />
become a matter of public concern, it is proposed that the SNZ should consider a<br />
requirement that for all proposed subdivision of rural land for residential purposes,<br />
particularly where the size of sections is based around ‘rural residential lifestyle’<br />
development rather than urban style development, soil analyses should be provided to<br />
the district councils when applying for a land use consent.<br />
7. It is not proposed that SNZ should seek to limit development in any case, Rather, under<br />
such a scenario should SNZ adopt it, prospective purchasers would have access to soil<br />
quality data through the section’s LIM, and could make a decision upon the desirability<br />
of the site including any management or remedial options as they saw fit. That is,<br />
prospective purchasers/developers could make an informed decision.<br />
8. This approach recognises that there are a wide range of values associated with guidelines<br />
and standards (see next paragraph), and that owners of land can therefore choose what<br />
level of security and perceived health and safety they wish to establish. It also recognises<br />
that there are a number of management practices that can be applied to such land, so that<br />
it can remain fit for purpose (e.g. identifying ‘hot spots’ where there should be no<br />
growing of crops - these can be landscaped, or become building sites, or be placed under<br />
hard cover such as drives, or be used for non-consumptive purposes such as the raising<br />
of sheep or horses; or remediating the land through deep ploughing so that deeper clean<br />
soils are mixed with contaminated surface soils, thus reducing the concentration below<br />
guideline limits, or removing the offending soil and replacing with acceptable soils<br />
imported from off-site). If appropriate, these management practices can be negotiated<br />
between developer and purchaser according to the value each places on the matter.<br />
9. One of the reasons that there is no suggestion that SNZ should set absolute limits, is the<br />
very wide range of guideline and standard values that have been promulgated and<br />
hence the difficulty of selecting and defending any particular value. For example,<br />
guideline values for cadmium in residential soils that have been sighted range from 0.8<br />
mg/kg to 1800 mg/kg. These values have been set by various regulatory agencies<br />
around the world. To keep these values in perspective, the highest values known in<br />
agricultural soils in <strong>Taranaki</strong> are around 1.5-2 mg/kg, with the average in dairy pasture<br />
being around 0.66 mg/kg. Part of the issue in evaluating guideline values is to determine<br />
what soil types, what pattern of consumption of produce, what safety factors, and what<br />
level of risk, has been incorporated.<br />
Natural hazards<br />
4<br />
10. The <strong>Council</strong> supports the recognition of natural hazards and the incorporation of hazard<br />
management in the design of new developments outlined in the Standard. However, the
<strong>Council</strong> requests that this is taken one step further to prevent development in hazard<br />
prone areas.<br />
11. New Zealand is subject to a range of natural hazards. The most significant are<br />
earthquakes, floods, storms, coastal erosions and volcanic eruptions.<br />
12. Inappropriate development or lack of awareness can increase the exposure of people and<br />
communities to risks from natural hazards. Some human activities can exacerbate the<br />
potential for a natural hazard to occur e.g. building in flood or erosion -prone areas.<br />
Increasing public awareness of hazards can be an effective way of reducing this risk and<br />
avoiding often costly reactive hazard protection, construction or engineering works.<br />
Good planning to avoid or mitigate the effects of natural hazards is also important. It<br />
may be difficult to avoid adverse effects in already developed areas, but measures<br />
should be required to ensure the effects of the natural hazards are not increased or the<br />
risk to the community intensified.<br />
13. The risks to properties from natural hazards can sometimes be reduced or avoided by<br />
locating a reasonable distance from known hazards, and in some circumstances by<br />
adopting specific design techniques.<br />
14. The <strong>Council</strong> therefore recommends the development of provisions in the Standard to<br />
prevent development in hazard prone areas or set standards or conditions in the<br />
Standard (e.g. set back distances). The provisions should at least reserve control or<br />
discretion over these matters to enable or require risk mitigation.<br />
Impermeable surfaces<br />
15. In-fill housing (town houses), together with increased intensification in urban areas and<br />
the desire for low or no maintenance properties, has resulted in progressively more<br />
paved impermeable surfaces on residential sites.<br />
16. How land is used throughout New Zealand has considerable effect on the amount of<br />
stormwater generated. The more cover urban areas receive with impervious surfaces<br />
such as buildings, pavements and roads, the greater the peak flow of stormwater<br />
generated and hence the greater the potential for flooding, and the greater the potential<br />
for contaminated storm water run-off. To control flooding and pollution impermeable<br />
surfaces should be limited.<br />
17. The <strong>Council</strong> therefore request the implementation of a Standard that limits the extent of<br />
impermeable surfaces in urban areas.<br />
Conclusions<br />
18. The <strong>Council</strong> once again thanks Standards New Zealand for the opportunity to comment<br />
on the Draft New Zealand Standard for Land Development and Subdivision. The<br />
<strong>Council</strong> supports the review work being undertaken by Standards New Zealand. The<br />
<strong>Council</strong> requests that the matters raised in this submission be considered during the next<br />
phase of the review process.<br />

<strong>Council</strong> is currently pursuing the installation of an emergency generator to supply the<br />
TEMO building in case of network failure (see separate item). In the light of the process<br />
required, the <strong>Taranaki</strong> <strong>Regional</strong> <strong>Council</strong> has sought to advocate for recognition of<br />
facility upgrade or extension within the Plan, so as to provide a degree of safeguarding<br />
the use of the site with reduced constraints (while recognising the cultural and historical<br />
values of the site)<br />
3. The submission proposes that minor works on the site should not require consenting by<br />
the NPDC (prior approval by iwi authorities and authorisation by the NZ Historic<br />
Places Trust would still be necessary)<br />
4. The submission notes that its ratification by the CDEM Group will be sought by officers.<br />

Submission: Historic Reserves Management Plan<br />
1. The <strong>Taranaki</strong> <strong>Regional</strong> <strong>Council</strong> [‘the <strong>Council</strong>’] on behalf of the <strong>Taranaki</strong> Civil Defence<br />
Emergency Management Group [‘CDEM Group’] thanks the New Plymouth District<br />
<strong>Council</strong> [‘NPDC’] for the opportunity to comment on the preparation of their Historic<br />
Reserves Management Plan.<br />
2. The <strong>Council</strong> makes this submission in view of its functions and responsibilities under the<br />
Civil Defence Emergency Management Act 2002 and the Resource Management Act<br />
1991.<br />
3. This submission is subject to ratification or amendment by the <strong>Taranaki</strong> Civil Defence<br />
Emergency Management Group itself. The deadline for submission precluded prior<br />
consideration by the Group.<br />
4. The <strong>Council</strong>’s submission focuses on the following two areas:<br />
• Marsland Hill and the <strong>Taranaki</strong> Emergency Management Office ; and<br />
• the <strong>Council</strong>’s request to allow for building work to be carried out on the lower<br />
platform of Marsland Hill for CDEM purposes as a permitted activity.<br />

5. The CDEM Group has responsibility for civil defence emergency management in the<br />
region. Representatives of the New Plymouth, Stratford and South <strong>Taranaki</strong> District<br />
<strong>Council</strong>s and the <strong>Taranaki</strong> <strong>Regional</strong> <strong>Council</strong> make up the CDEM Group.<br />
6. The planning and delivery of the civil defence emergency management roles across the<br />
<strong>Taranaki</strong> region is the responsibility of the CDEM Group.<br />
7. The <strong>Taranaki</strong> Emergency Management Office [‘TEMO’] provides the facilities required to<br />
plan and deliver civil defence emergency management and to properly manage the civil<br />
defence emergency management response operation. TEMO provides a central location<br />
of authority and information and allows face-to-face co-ordination among personnel who
make decisions relating to an emergency. The continued unconstrained operation of<br />
TEMO is therefore paramount to the region’s effective response to emergency<br />
management.<br />
8. However, TEMO is located at 45 Robe Street on Marsland Hill and the site is recognised<br />
in the New Plymouth District Plan as both a wāhi tapu site and a historic reserve. Any<br />
development/building work to be carried out at the site therefore generally requires a<br />
consent, even for minor works. By way of example, the CDEM Group is currently<br />
pursuing the installation of a standby generator to ensure continued power supply to the<br />
TEMO.<br />
9. The installation of the generator requires the creation of a concrete platform of<br />
approximately 3 metres by 3 metres and to a depth of 400 mm for the generator to be<br />
placed on and to allow for dynabolts to be used for securing the generator in place. The<br />
proposed activity triggers two rules in the New Plymouth District Plan, as follows:<br />
• OL 81 – erection of structures on any wāhi tapu site or archaeological site listed in<br />
Appendix 26.1 Schedule A or within 50 metres of a any wāhi tapu site or<br />
archaeological site; and<br />
• OL 85 – excavation and filling on or within 50 metres of any wāhi tapu site or<br />
archaeological site listed in Appendix 26.1 Schedule A.<br />
10. As part of the consenting process, affected party approval is required from local iwi and<br />
the New Zealand Historic Places Trust. The New Zealand Historic Places Trust also<br />
require the CDEM Group to apply for an archaeological authority to undertake any work<br />
located on Marsland Hill.<br />
11. The installation of the generator, even though minor in nature and less than minor in its<br />
effects, therefore requires a considerable amount of resources and time to be applied (i.e.<br />
applying for consent, processing of consent) to obtain the consent for its installation.<br />
12. Having regard to the possibility of any future works of similar nature and scale, the<br />
<strong>Council</strong> is therefore requesting that provisions are included in the Historic Reserves<br />
Management Plan that allow for minor work to be undertaken on the lower platform<br />
(west and southwest) of Marsland Hill for CDEM purposes as a permitted activity,<br />
subject to certain conditions. The conditions could include such provisions as ‘no impact<br />
on the view shaft of Marsland Hill’.<br />
13. The <strong>Council</strong> notes that the allowance of minor activities on Marsland Hill as a permitted<br />
activity in the Historic Reserves Management Plan will allow for the continued<br />
unconstrained operation of TEMO in a cost effective manner.<br />
Conclusion<br />
14. The <strong>Council</strong> once again thanks the NPDC for the opportunity to comment on the<br />
preparation of their Historic Reserves Management Plan.<br />

15. The <strong>Council</strong> notes that the unconstrained operation of TEMO is essential in the region’s<br />
ability to respond effectively to emergencies and therefore requests that minor work for<br />
CDEM purposes is able to be undertaken as a permitted activity at Marsland Hill.

CDEM Competency Framework Toolkit<br />
The CDEM Competency Framework was published in June 2009 and we are nearing<br />
the completion of a series of role maps for key CDEM roles. Professional<br />
Development is now transitioning to a “support role”, to work with the sector to apply<br />
the Competency Framework within their organisations.<br />
To aid this, Professional Development is developing a “toolkit” to support CDEM<br />
Groups to apply the Competency Framework and the role maps. This will include a<br />
range of practical tools, tips and templates, such as a Development Needs Analysis<br />
process.<br />
Professional development would like to hear ideas or suggestions from CDEM staff<br />
about what would be useful to have in this toolkit, or if there is a particular initiative<br />
you would like to apply these resources to. Professional Development is keen to be<br />
actively involved with training committees and advisory groups to further this.<br />

The Professional Development team are delivering the Controller, Recovery Manager, and<br />

course flows on into the recovery course. Members attending both courses cover response<br />
and recovery to the same event.<br />

RAPID.<br />

Welfare in an emergency – Director’s Guideline<br />
The consultation period for the guideline “Welfare in an Emergency” (or the Welfare<br />
Guideline) has now closed and the feedback is being analysed. Publication is scheduled for<br />
May 2010. This will be accompanied by a number of regional presentations throughout the<br />
country.<br />
Marae Preparedness Programme<br />
Consultation is being held with Te Puni Korkiri, Local Government NZ (LGNZ), Iwi and DIA<br />
to develop a template for nationally consistent Marae Emergency Management Planning.<br />
LGNZ run regional hui where it is proposed to provide presentations to Iwi on this program.<br />
Work and development with local iwi will be done collaboratively with local EMO’s.
Registration.<br />
A workshop will be held in Wellington on the 9 th February 2010 to scope the requirements of<br />
a registration system for use during a CDEM event. This will be followed by extensive sector<br />
wide consultation.<br />
Companion animal welfare during emergencies.<br />
The National Animal Welfare Emergency Management Liaison Group (NAWEM) is<br />
developing a guide on the welfare of companion animals during an emergency.<br />
The document is due for release around the middle year.<br />

Community Engagement Project<br />
The community engagement document is presently undergoing internal review, finishing 8 th<br />
February 2010. This document will then be out for sector consultation at the end of February<br />

On completion of this document and the “Resilience Building” tool kit it is proposed to pilot<br />
the project with the Canterbury Group.<br />
Arrangements for Welfare Support during an Influenza Pandemic.<br />
Consultation has closed for “Welfare support during an influenza pandemic”, and is now<br />
being collated prior to a discussion with the inter agency group. The final document will be<br />
released in the very near future.<br />
Discussion around the National 0800 and the Health line 0800 number is to be held within<br />
the next 2 weeks to establish protocols and procedures for the use of both lines.<br />
Recovery.<br />
Currently undertaking a stock take of where we are at and where we would like to be in the<br />
future. This will be followed by a recovery workshop involving sector representation in April<br />
2010.<br />
