Expert Witness Applications:
Dr. Tucker introduced tabs 1-7 and asked the Committee if they had issues with any of
the applications. The Committee indicated they wanted to review tabs 5 & 6.
Tab 5 – Rose Gavin, M.D. ( Psychiatry)
Dr. Shugarman raised concerns with the applicant’s name listed as Gavin Rose on the
agenda and documents referring to the applicant as Gavin E. Rose. After discussion, the
Committee requested the name be changed to reflect the correct name.
Tab 6 – Enrique Umpierre, M.D. (Physical Medicine and Rehabilitation)
Dr. Shugarman raised concerns with the applicant’s application and the chronological
order of their education, training and experience. The Committee wondered whether that
information could be provided in chronological order.
Tab 3 – Jason Foland, M.D. (Pediatrics)
Dr. Tucker noted this physician is to be used for critical care pediatrics only.
A motion was made, seconded and carried unanimously to approve the following
applications:
Tab 1 - Angela Cornelius, M.D.
Tab 2 – Brian Dowdell, M.D.
Tab 3 – Jason Foland, M.D.
Tab 4 – Omada Idachaba, M.D.

New Business:
Dr. Shugarman asked if there was a shortage of experts in any particular specialty area.
Ms. Tootle advised she would ask the Department to provide a list of specialty areas
where experts are lacking and we will provide that information at the next meeting.
Action taken: obtain list of specialty areas lacking experts; schedule next meeting
