the provision and maintenance of rural infrastructure such as<br />
roads, bridges, hospitals, and schools. This leaves the agrarian<br />
reform program to take care of the more direct agriculture land<br />
and water issues. These are the problems that the farming<br />
households are constantly in conflict with each other, when it<br />
comes to sharing common resources such as land and water.<br />
Strengthening small-scale agriculture and related rural industries<br />
bring vital benefits for rural economy.<br />
13.15 <strong>Agricultural</strong> Extension programmes need to be<br />
oriented towards enhancing the decision-making abilities of rural<br />
people, especially farmers, by expanding their exposure to<br />
effective organization and management skills, not just new<br />
agricultural production technologies alone i.e. “knowledge-<br />
intensive”. The task of extension would become more challenging<br />
in the wake of post WTO era, which demands a “system of<br />
market-led extension” with specific focus on diversification,<br />
