11.3 ICTs Diffusion and Infusion have many potential<br />

applications spanning the breadth of the agricultural industry, at<br />

all scales of organisation from farmer, to cooperative and<br />

professional bodies, from farm machinery vendors, fertiliser and<br />

chemical companies, insurance, regulators, and commodities, to<br />

agronomists, consultants, and farm advisors. This facilitates<br />

farming systems to change in response to economic, technological<br />

and social needs. The proposed strategy reinforces commitment<br />

for higher agricultural productivity in India, which has been<br />

blessed with excellent agro-climatic conditions and water<br />

resources. This “informatics-led development” in <strong>Agricultural</strong><br />

Sector provides enough scope for reduction of new risks of<br />

marginalisation and vulnerability of small farmers, in view of the<br />

two on-going processes (i) economic reforms and liberalisation<br />

(1991) and WTO/GATT Agreements (1994) at macro level, and (ii)<br />

decentralization reforms at micro level, operating in India.<br />

11.4 As a step towards "reaching" technology to the small<br />

Holders (Resource-Poor-Farmers) of the Country, the Central<br />

Ministry of Agriculture have taken initiatives to build up an<br />
