9.4 Information, knowledge and communication are the lifeblood
of economic and social interaction. Developing appropriate ICTs
(i.e. a framework) for sustainable development and sustainable
livelihoods is, therefore, essential. Poverty has multiple and
complex causes, which are mutually reinforcing 36 . These
deprivations are compounded at the societal level. The Poor
lack:
• Access to information that is vital to their lives and
livelihoods:
o About market prices for the goods they
produce,
o About health,
o About the structure and services of public
institutions;
o About their rights.
• Political visibility and voice in the institutions and
power relations that shape their lives.
• Access to knowledge, education and skills
development that could improve their livelihoods.
• Access to markets and institutions, both
governmental and societal, which could provide them
with needed resources and services.
