development goals.<br />

9.4 <strong>Information</strong>, knowledge and communication are the lifeblood<br />

of economic and social interaction. Developing appropriate ICTs<br />

(i.e. a framework) for sustainable development and sustainable<br />

livelihoods is, therefore, essential. Poverty has multiple and<br />

complex causes, which are mutually reinforcing 36 . These<br />

deprivations are compounded at the societal level. The Poor<br />

lack:<br />

• Access to information that is vital to their lives and<br />

livelihoods:<br />

o About market prices for the goods they<br />

produce,<br />

o About health,<br />

o About the structure and services of public<br />

institutions;<br />

o About their rights.<br />

• Political visibility and voice in the institutions and<br />

power relations that shape their lives.<br />

• Access to knowledge, education and skills<br />

development that could improve their livelihoods.<br />

• Access to markets and institutions, both<br />

governmental and societal, which could provide them<br />

with needed resources and services.<br />
