9.2 The DOT Force of the UN (DOT Version 3) 34 concentrated<br />

on areas where initiatives might be taken to encourage greater<br />

access to and use of ICTs in ways that would genuinely improve<br />

the livelihoods of poor people, whether through enhancing<br />

economic growth and social equity in ways which bring benefit to<br />

the poor, especially in rural areas where 70% of the world's poor<br />

live.<br />

9.3 The World Summit on the <strong>Information</strong> Society (2003) 35 has<br />

emphasized that ICT applications are potentially important in<br />

government operations and services, health care and health<br />

information, education and training, employment, job creation,<br />

business, agriculture, transport, protection of environment and<br />

management of natural resources, disaster prevention, and<br />
