5.3 It is essential to make a reference to the potential impacts
of the process of economic globalisation and liberalisation with
their enhanced primacy of market forces in the future
development of fragile ecosystems. There is no doubt that the
fragile ecosystems, like the rainfed areas, are likely to face
their destructive onslaughts in a big way in this 21st century. To
combat the consequences here, some vital changes in the roles of
the state, market and civil society, and the rapid growth of
Information and Communication Technologies (ICTs), are
