such networks.<br />
1.11 India has over 65 Million Tonnes of Wheat and Rice in<br />
Government Godowns; yet poverty induced hunger affects over<br />
200 millions persons. Schemes like <strong>An</strong>tyodaya <strong>An</strong>na Yojana,<br />
<strong>An</strong>napoorna, and Sampoorna Grameen Rozgar Yojana 17 are good<br />
in concept but weak in implementation (Swaminathan, 2002) 18 .<br />
Many review articles show that the present global surplus of<br />
food grains is the result of inadequate consumption on the part of<br />
the poor, and should not be mistaken as a sign of over-production.<br />
Dr. M.S.Swaminathan, who is considered as the Father of<br />
Green Revolution in India, once said, “We need more science,<br />
both in public and private sectors, related to agriculture for<br />
falsifying the Neo Malthusian predictions of widespread food<br />
and drinking water insecurity”.<br />
