Clearance for the project and opportunity of public hearing being provided to the local affer:ted
peoplel residing in and around project site as per the aforesaid notification published by MoEF,
Government of lndia.
After that Mr. Gunvant Vaghela, Additional District Magistrate & Additional District Collector,
Kutch asked the project proponenrt to make the presentation about the project. Mr. Prasant
Pandya (Sr. VP), representative of the Project proponent of M/s. Welspun Power And Steel
Limited and Mr. Pushapak Shah had made presentation about their project as per the
information furnished in the summary report based on their draft EtR.

menticlned that the public hearing has been conducted as per the provisions of the EIA
Notification and as per the procedure laid down under the said notification during which the
local affected people present in the public hearing have stressed on protection of the
environment and generation of local employment and the company has replied the
representations received during the public hearing, which have been recorded. The
proceedings of the public hearing will be forwarded to Government of Gujarat for the further
necessary action.

Expected cost of the project will be Rs. '175 Crores. The proposed expansion will be within
existing premises and no additional land will be required. Requirement of fresh water will be
3048 KLD after the proposed expansion, which will be fulfilled lhrough Gujarat Waier
Infrastructure Ltd. (GWIL). There will be no industrial efflueni generation from process. lt is
proposed to install one Boiler of 30 TPH capacity for generation of power (6 MW) as
standby arrangement for existing WHRB plant. lmported coal - 125 MT/day and coal char -
56 MT/day will be used as fuel in the proposed 30 TPH Boiler and ESP will be provided as
APCM. Proposed 30 TPH Boiler will be operated when exlsting sponge iron kiln is not in
operation (i.e. WHRB plant non operation phase) and total power generation shall not
increase from existing 12 MW. lt is also proposed to install three Reheating Furnaces of 40,
30 and 20 TPH capacities. FO - 3.5 Kuday and Gasifier gas will be used as a fuel in
Reheeting Furnaces and bag fitter will be provided as APCM. Total ash generation will be
1258 lVlT/Month (1006-4 MT/Nilonth fly ash + 251,6 MTiMonth bed ash), which will be stored
in RCG Silos and subsequently utitized in caplive brick manufacturing plant at WGSRL or
sold to cement manufacturers, Slag - 2266 MT/Month will be utitized in brick. manufacturing
or road construciion or sold as aggregate for construction activity. Mill scale - 120
MT/Month will be reused in process. Existing green bell is 6 hectares and it is proposed to
develop 1 1 .48 hectare area as green belt.
The technical presentation by the project proponent included product protile, general
information about ihe project, site map, products, raw materials and utilities, waste
generation, hazards and control, water consumption and efftuent generation, water balance
diagram, analysis of pollution parameters before and after plant working, pollrrtion
parameters and assessment with siandards (norms), resource consumption and
conservation, risk estimation, proposed TOR etc.
While asking by the commiftee, the project proponent confirmed that total production of
sponge iron for captive consumption and for selling outslde will not increase from existing
12000 MT/Month. After detailed discussion on the proiect expansion, the ToR proposed by

the pro.iect proponent were accepted and the project proponent was asked to include the
following additional TOR for the EIA study to be done covering 10 km radius from the
project boundary of ihe proposed site :
1. Present land use pattern within 10 km radius from the project boundary based on
satellite imagery.
2. Details of all the plants alongwith details of manufacturing process / operations. Details
on strategy for implemenlation of cleaner production activities.
3. Detaited material balance for each producl (including reuse-recycle, if any) should be
included. Explore possibilily of reuse / reclcle and other cleaner production options for
reduction of wastes
4.' Lisi of raw materials required and its source should be inctuded.
5. Copy of permission letter obtained from Gujarat Water Infrastructure Ltd. (GWIL) for
supply of increased raw water requirement for the proiect expansion. Methods adopted /
to be adopted for the water conservation.
6. Detalled water balance (including reuse-recycle, if any) alongwith qualitative and

quantitative analysis of the each waste stream to be generated from all sources
including Boilers / CPP, Cooling Towers, D.M. Plant, R.O. Plant etc. Explore feasibility
for complete waste water reoycling / reuse to achieve zero discharge.
7, Characteristics of untreated and treated wastewater. A detailed effluent treat ability
study vis-i-vis the adequacy and efficacy of the treatment facilitles proposed for the
wastewater to be generated alongwiih adequacy and efficacy report.
8. Details of the existing ETP including its capacity, size of each unit, retention time and
other technical parameters and details about upgradation in the existing ETP (if any
proposed) to take care of the increased wastewater generation due to the proposed
expansion.
9. Details about mode of effluent disposal. Justification for complete recycling / reuse of
wastewater to achieve zero discharge. Details about open land area earmarked for
utilizing treated wastewater for plantation / gardening and availability of land for utilizing
inoreased quantum of wastewater due to the proposed expansion.
10. Site-specific micro-meteorological data using temperature, relaUve humidity, hourly wind
speed and direction and rainfall should be incorporated.
11. Base line status of ambient air quality for PMz.s, PMro, SOx, NOx, parameters and
modeling indicating the likely impact on amblent air quality due to the proposed
activities. The details of model used and input parameters used for modeling should be
provided. The air quality contours may be shown on location map clearly indicating the
location of sensitive receptors, if any, and the habitation. The wind rose showing ple-
dominant wind direction should also be indicated on the map.
12. Specific details of (i) Process gas emission from each unit process / operations with its
quantification, (ii) Plant-wise air pollution control measures proposed ior the control of
emissions from all the sources. (iii) Adequacy of the air pollution control measures (iv)
Details of the utilities requhed (v) Type of fuel to be used and quantiiy of fuel (vi) Flue

gas emission rate emission ffom the each utility including Reheating Fumaces, Boilers
etc. (vii) Air Pollution Control Measures proposed to each of the utility along with its
adequacy (viii) List the sources of fugitive emission from the unit along with its
quantification and proposed measures to control it.
',|3. Technical details of ESP to be installed as air pollution control system along with its
adequacy. Details of provisions to be kept in ESP to ensure that in any case the air
emission does not cross the GPCB norms including provision of standby field in the
ESP, preventive maintenance, failure / tripping conhol system, guarantee from the ESP
supplier, altemative anangements in case of the failure 1 tripping of lhe ESP etc.
14. Technical details of Induction Furnace including its cooliog and interlocking systems
alongwith drawing of the induction furnace along with its adequacy. Details of Air
Pollulion Control Measures proposad for tnduction Furnace. Details of specific
measures to ensure that emission from the lnduction Furnace will not escape from the
furnace in form of fugitive emission bypassing the air pollution control system.
15. Generation of waste gases and their utilization have to be set out.
16. Detailed plen for prevention and control of fugitive emission I dusting at each and every
stage of coal handling including unloading / loading at Kandala port, transPortation from
poil to plant, unloading / loading / stacking / conveyance / iransfer at plant alongwith
detailed specifications & schematic diagram of water sprinkler system arrangement.
17. lmpact of the transport of raw material and finished product on the transporl system
should be assessed and provided.
18. Existing status of water quality, soit quality, noise level, flora, fauna etc. in the study
area and impacts of the project expansion on ihe same along with mitigation measures.
19. Details on hazardous / solid waste generation, handing, storage, utilization and
disposal, for each type of waste. Copies of MOU / agreements done with actual
consumers regarding utilization of fly ash, bottom ash and slag etc. should be included.
20. Data on air emissions, wastewater generation and solid / hazardous waste generation
and management for the existing plant should also be incorporated.
21. Copies of membership certificate of Common Environmental lnfrastructure like TSDF, if
any taken, should be incorporated.
22. A detailed EMP including the protection and mitigation measures for impact on human
health and environment as wetl as detailed monitoring plan and environmental
management cell proposed for implementation and monitoring of EMP. The EMP should
also include the concept of waste-minimisation, recycle/reuse/recover techniques,
energy conservation, and natural resource conservation. Total capital cost and recurring
cosuannum earmarked for environment pollution oontrol measures.
23. Occupational health impacts on the workers and mitigation m€asures proposed to avoid
the human health hazards along with the personal protective equipment to be provided

to the workers. Detailed work area monitorjng plan. Plan for periodic medical
examinations
of the workers
exoosed.
24. Details of activity Wse hazards of plant operations, likely heat stress to the workers,
radiation heat level in & around the furnaces, monitoring and safety measures for the
same_
25- Detailed risk assessment repo( including identification of the most hazardous activity,
its sub activity, prediction of the worst-case scenario and maxtmum credible accident
scenario along with damage distances and preparedness plan to combat such situation
and risk mitigation measures.

of trees, area of the green belt marked on ihe lay out plan, types of species to be
planted and the year'wise schedule of green belt development and budgetary outlay
should be submifted.
27. Proposal for socio economic upliftrnent aotivities alongwith ume bound action plan and
cost should be included.
28. A tabular chart for the issues raised and addressed during public hearing/consultation
should be provided
29. Details of scheme for surface as well as roof top rain water harvesting and ground water
recharge should be included.
30. Compliance of norms given under EPA Rules and CREP guidelines for the existing
plant and action plan for proposed activities to achieve the norms.
31. Details ol fatal I non-fatal accidents, loss of life or man hours, if any, occr.rrred in the
existing unit in last three years anci measures proposed to be taken for avoiding
reoccurence of such accidents in fufure.
32. Copies of previous environmental clearances obtained. Point-wise compliance to the
specific and general conditions stipulated in the environmental clearances.
33. compliance status of the existing unit with respect to various conditions given in
consent of Gujarat Pollution Control Board (GPCB). Records of any legal breach of
. Environmental laws i.e. details of show- cause notices, closure notices etc. sewed by
the GPCB to the existing unit in last three years and actions taken then after for
prevention of pollution.
The draft EIA reporl also covering the above additional TOR shall be prepared and
submitted to the Gujarat Pollution Control Board for conduciing the public hearing /
consultation process as per the provisions of the EIA Notification, 2006. The project
would be appraised on receipt of the final EIA report.
