The Principal
Name of PEO
Dear Sir/Madam
STUDENT’S PASS
[To all CaseTrusted Private Education Organisations]
The Immigration & Checkpoints Authority (ICA) would like to draw each
CaseTrusted private education organisation’s (PEO) attention to a recent observation
that some PEOs have not been reporting the poor attendance of their foreign students
to ICA where necessary. As responsible education service providers, PEOs must also
play your part in ensuring that only genuine students are admitted into your schools
and the Student’s Pass (STP) facilities are not abused by those who are here for other
purposes.
2 We would like to remind all PEOs that in ICA’s approval letters for STP
applications, we have indicated the requirement for PEOs to inform ICA if any of the
following is not met:
(a) the student has failed to attend classes for a continuous period of 7 days
or more without any valid reason; or
(b) the student has not attended classes regularly, i.e. where the
percentage of attendance is 90% or lower in any month of the course
without any valid reason.
(c) the student’s studies in the school has been terminated.
3 If a foreign student has ceased studying in your school, your school is required
to inform the student to surrender his/her Student’s Pass card and
Disembarkation/Embarkation card for cancellation at ICA within 7 days of cessation or
termination of his/her studies. As mentioned in our guidenotes for application for a
STP, the following documents are to be produced to ICA for cancellation of STP:
(a) a letter from the student/local sponsor about the cancellation of the
STP;
(b) confirmed ticket;
Inspiring Confidence in All

(c) applicant’s valid travel document;
(d) disembarkation/embarkation card; and
(e) STP card.
4 ICA would like to take this opportunity to inform all PEOs that when writing in to
ICA to inform us of your foreign students who have failed to meet either paragraph
2(a), 2(b) or 2(c), PEOs should include in your letter if these affected foreign students
are still registered students in your schools and their current whereabouts. If the
affected foreign students are still registered in your schools, PEOs are to include in
your letter the measures taken to ensure compliance to ICA’s requirements mentioned
above and to ensure that such occurrences do not happen again. If the affected
foreign students are no longer registered students of your school, PEOs should ensure
that the STPs for these foreign students are properly cancelled and if the foreign
students are no longer in Singapore or cannot be located, PEOs should furnish proof
of your foreign students’ departure from Singapore or relevant police report when
informing ICA on the cancellation of the students’ STP. Please note that the
cancellation of STP is a serious decision and should be made after due consideration
as foreign students who are still in Singapore would be deemed as immigration
offenders upon the cancellation of their STPs.
5 We would like to reiterate that it is the local sponsor’s responsibility to locate
the student to the best of its knowledge and the local sponsor’s obligations will remain
until the successful repatriation of the student, where applicable.
6 ICA takes a serious view of this matter and any breaches of STP conditions.
We would like to point out that, being a CaseTrusted PEOs and/or local sponsor for
your foreign students, your school would be held accountable, directly or otherwise, for
any malpractices relating to your foreign students. ICA would like to advise your
school to take the appropriate steps to ensure adherence to abovementioned. Failing
which, we would not hesitate to review the STP facilities given to your school to take in
foreign students.
Yours faithfully
