STUDENT’S PASS<br />
[To all CaseTrusted Private Education Organisations]<br />
The <strong>Immigration</strong> & <strong>Checkpo<strong>in</strong>ts</strong> <strong>Authority</strong> (<strong>ICA</strong>) would like to draw each<br />
CaseTrusted private education organisation’s (PEO) attention to a recent observation<br />
that some PEOs have not been report<strong>in</strong>g the poor attendance of their foreign students<br />
to <strong>ICA</strong> where necessary. As responsible education service providers, PEOs must also<br />
play your part <strong>in</strong> ensur<strong>in</strong>g that only genu<strong>in</strong>e students are admitted <strong>in</strong>to your schools<br />
and the Student’s Pass (STP) facilities are not abused by those who are here for other<br />
purposes.<br />
2 We would like to rem<strong>in</strong>d all PEOs that <strong>in</strong> <strong>ICA</strong>’s approval letters for STP<br />
applications, we have <strong>in</strong>dicated the requirement for PEOs to <strong>in</strong>form <strong>ICA</strong> if any of the<br />
follow<strong>in</strong>g is not met:<br />
(a) the student has failed to attend classes for a cont<strong>in</strong>uous period of 7 days<br />
or more without any valid reason; or<br />
(b) the student has not attended classes regularly, i.e. where the<br />
percentage of attendance is 90% or lower <strong>in</strong> any month of the course<br />
without any valid reason.<br />
(c) the student’s studies <strong>in</strong> the school has been term<strong>in</strong>ated.<br />
3 If a foreign student has ceased study<strong>in</strong>g <strong>in</strong> your school, your school is required<br />
to <strong>in</strong>form the student to surrender his/her Student’s Pass card and<br />
Disembarkation/Embarkation card for cancellation at <strong>ICA</strong> with<strong>in</strong> 7 days of cessation or<br />
term<strong>in</strong>ation of his/her studies. As mentioned <strong>in</strong> our guidenotes for application for a<br />
STP, the follow<strong>in</strong>g documents are to be produced to <strong>ICA</strong> for cancellation of STP:<br />
(a) a letter from the student/local sponsor about the cancellation of the<br />
STP;<br />
(b) confirmed ticket;<br />
<strong>Inspir<strong>in</strong>g</strong> <strong>Confidence</strong> <strong>in</strong> <strong>All</strong>
(c) applicant’s valid travel document;<br />
(d) disembarkation/embarkation card; and<br />
(e) STP card.<br />
4 <strong>ICA</strong> would like to take this opportunity to <strong>in</strong>form all PEOs that when writ<strong>in</strong>g <strong>in</strong> to<br />
<strong>ICA</strong> to <strong>in</strong>form us of your foreign students who have failed to meet either paragraph<br />
2(a), 2(b) or 2(c), PEOs should <strong>in</strong>clude <strong>in</strong> your letter if these affected foreign students<br />
are still registered students <strong>in</strong> your schools and their current whereabouts. If the<br />
affected foreign students are still registered <strong>in</strong> your schools, PEOs are to <strong>in</strong>clude <strong>in</strong><br />
your letter the measures taken to ensure compliance to <strong>ICA</strong>’s requirements mentioned<br />
above and to ensure that such occurrences do not happen aga<strong>in</strong>. If the affected<br />
foreign students are no longer registered students of your school, PEOs should ensure<br />
that the STPs for these foreign students are properly cancelled and if the foreign<br />
students are no longer <strong>in</strong> S<strong>in</strong>gapore or cannot be located, PEOs should furnish proof<br />
of your foreign students’ departure from S<strong>in</strong>gapore or relevant police report when<br />
<strong>in</strong>form<strong>in</strong>g <strong>ICA</strong> on the cancellation of the students’ STP. Please note that the<br />
cancellation of STP is a serious decision and should be made after due consideration<br />
as foreign students who are still <strong>in</strong> S<strong>in</strong>gapore would be deemed as immigration<br />
offenders upon the cancellation of their STPs.<br />
5 We would like to reiterate that it is the local sponsor’s responsibility to locate<br />
the student to the best of its knowledge and the local sponsor’s obligations will rema<strong>in</strong><br />
until the successful repatriation of the student, where applicable.<br />
6 <strong>ICA</strong> takes a serious view of this matter and any breaches of STP conditions.<br />
We would like to po<strong>in</strong>t out that, be<strong>in</strong>g a CaseTrusted PEOs and/or local sponsor for<br />
your foreign students, your school would be held accountable, directly or otherwise, for<br />
any malpractices relat<strong>in</strong>g to your foreign students. <strong>ICA</strong> would like to advise your<br />
school to take the appropriate steps to ensure adherence to abovementioned. Fail<strong>in</strong>g<br />
which, we would not hesitate to review the STP facilities given to your school to take <strong>in</strong><br />
foreign students.<br />
