KNOX COUNTY TRUSTEE’S OFFICE (September 1994 – Present)<br />
Chief Deputy<br />
Responsible for the daily management and operation of Knox County Trustee’s<br />
Office including the billing and collection of Knox County Property Tax, oversight<br />
of Trustee accounting department, Knox County banking operations, Trustee office<br />
budgeting. Additionally, coordinate technology enhancements with Knox County IT<br />
Department, and strategic planning for Trustee’s Office.<br />
• Manage annual loading of tax roll for real, personal, and public utility tax. Knox<br />
County Property tax roll contains over 200,000 taxable properties with a total<br />
property tax value of over $215,000,000.00. Average tax amount over $900.00<br />
• Manage daily tax processing, via mail, substation, walk-in, and online payments.<br />
Estimated processing totals in FY’07 over $165,000,000.00<br />
• Oversee mortgage escrow payment processing. Estimated processing totals in<br />
FY’07 over $50,000,000.00 and over 60,000 properties.<br />
• Prepare monthly, quarterly, and annual tax collection reports. YTD collections<br />
exceed $125 million dollars.<br />
• Coordinate Knox County Trustee website development and operation. Website<br />
development resulted in the online tax search and online payment capability. In<br />
FY’06 Trustee’s office processed over $1.3 million in tax payments.<br />
• Member Knox County Investment Committee which manages $32 million dollars<br />
of long term investments for Knox County. In addition, prepare monthly,<br />
quarterly, and annual investment reports.<br />
• Monitor and audit Knox County TIF and PILOT agreements.<br />
• Administer Knox County banking services operation.<br />
• Developed Knox County Trustee Bank Draft program.<br />
• Developed Knox County Trustee Substation program.<br />
• Initiate Knox County Trustee Delinquent Tax & Surplus Properties Sale.<br />
• Prepare Knox County Trustee Budgets.<br />
• Served on the Knox County Financial Software Advisory Committee.<br />
• Served on the Knox County Banking Services Selection Committee.<br />
• Served on the Knox County Online Credit Card Processor Selection Committee.<br />
• Oversee development of tax collection software (currently under development).

increase cash flow and earn additional interest for Knox County<br />
• Start new tax sales cycles every 90 days.<br />

compared to other local governments
