II.2 MEASURES FOR STRENGTHENING<br />

INSTITUTIONAL CAPACITY<br />

Reaching the objectives proposed within the Local<br />

Agenda <strong>21</strong> implementation process – aiming <strong>for</strong> the<br />

<strong>sustainable</strong> <strong>development</strong> <strong>of</strong> Bistrita municipality – can<br />

be done by mobilising financial and human resources<br />

and identifying the most efficient mechanisms <strong>of</strong> using<br />

these resources.<br />

Achieving these objectives triggers the strengthening<br />

<strong>of</strong> the institutional capacity <strong>of</strong> Bistrita Mayoralty, both<br />

at the level <strong>of</strong> decision factors and that <strong>of</strong> execution<br />

factors, attracting enough financial resources <strong>for</strong><br />

investment, improving the qualification and<br />

specialisation levels <strong>of</strong> human resources, identifying<br />

the most efficient communication possibilities.<br />

II.2.1 Human resources management<br />

Efficient politics <strong>for</strong> using human resources:<br />

-<br />

9001;<br />

obtaining certification <strong>for</strong> service quality: ISO<br />

- making a correlation between the requests <strong>of</strong><br />

the administration system and the capacities <strong>of</strong><br />

existing human resources;<br />

- the permanent updating <strong>of</strong> the “duties and<br />

responsibilities” in accordance with needs;<br />

- creating and updating organisational and<br />

operational regulations.<br />

Improving the qualification levels <strong>of</strong> mayoralty<br />

employees by:<br />

- participating in training programmes at least<br />

once a year (training, courses, seminars);<br />

- collaborating with other institutions and<br />

organisations in organising qualification courses in the<br />

fields related to <strong>local</strong> administration;<br />

- identifying the possibilities <strong>of</strong> attracting<br />

financing programmes in the field <strong>of</strong> perfecting the<br />

human resources.<br />

Motivating staff and taking responsibility:<br />

- stimulating awareness <strong>of</strong> the employees as to<br />

the importance <strong>of</strong> their activity;<br />

- creating the environment <strong>for</strong> experience<br />

exchanges with similar institutions from other <strong>local</strong>ities<br />

or other countries;<br />

- differential financial stimulation <strong>of</strong> employees<br />

depending on the efficiency <strong>of</strong> their activity.<br />

II.2.2 Increasing efficiency in communication<br />

and services management<br />

- improving co-operation between the <strong>of</strong>fices<br />

and departments <strong>of</strong> the mayoralty;<br />

- Increasing efficiency <strong>of</strong> the activities within<br />

the departments and <strong>of</strong>fices <strong>of</strong> the mayoralty.<br />

II.2.3 Accomplishing institutional compatibility<br />

with the EU<br />

- implementing an institutional structure<br />

capable <strong>of</strong> adapting to EU legislation<br />

- applying the re<strong>for</strong>m measures in the field <strong>of</strong><br />

<strong>local</strong> public administration<br />

II.2.4 Management <strong>of</strong> public relations<br />

The <strong>local</strong> administration <strong>of</strong> Bistrita municipality aims to<br />

improve the relationship between citizen and<br />

administration by applying a few fundamental<br />

principles: <strong>of</strong>fering services that benefit citizens,<br />

transparency in the decision making and<br />

implementation process, active and effective<br />

participation <strong>of</strong> civil society in the decision making<br />

process, efficient politics and methods <strong>of</strong><br />

communication with citizens.<br />

Another objective is the <strong>development</strong> and<br />

implementation <strong>of</strong> a quality monitoring system <strong>for</strong> the<br />

services <strong>of</strong>fered to citizens and the degree <strong>of</strong><br />

satisfaction regarding the community’s requirements.
