C. The maternal centre in Bistrita<br />

This type <strong>of</strong> service started functioning in February<br />

1998 with a capacity <strong>of</strong> 8 places.<br />

Until 1.04.2004, 54 mother-child couples and 2<br />

pregnant women benefited from protection.<br />

D. Adoption<br />

- a number <strong>of</strong> 54 national adoptions were made in the<br />

period 1997-2004<br />

E. Collaboration with the community<br />

a. Involvement/implication <strong>of</strong> the <strong>local</strong> community<br />

A study carried out in Bistrita-Nasaud county shows<br />

that the majority <strong>of</strong> <strong>local</strong> councils do not have a social<br />

clerk, transferring the responsibility <strong>for</strong> this work to<br />

persons that already have other duties and are not<br />

specialised in the field.<br />

A project was initiated after the study called “The<br />

preparation <strong>of</strong> the county social clerks <strong>for</strong> the<br />

decentralisation <strong>of</strong> services in the field <strong>of</strong> child rights<br />

protection in Bistrita Nasaud County”. The project was<br />

financed by the “Foundation <strong>for</strong> an open Society” and<br />

was implemented between 1.08.1999 and 1.08.2000.<br />

Its specific objectives were:<br />

- decentralisation <strong>of</strong> the activity <strong>for</strong> protecting child<br />

rights through involving the <strong>local</strong> authorities<br />

- training mayoralty staff <strong>for</strong> solving a maximum<br />

number <strong>of</strong> social cases without the direct involvement<br />

<strong>of</strong> the DJPDC staff<br />

- creating a functional pr<strong>of</strong>essional network at county<br />

level that would act coherently in solving problems<br />

regarding child rights.<br />

- reducing the number <strong>of</strong> institutionalised children.<br />

b. Co-operation with NGOs<br />

We present a few <strong>of</strong> the co-operation activities<br />

developed in this period with the NGO’s that were<br />

working in the county:<br />

• SERA Romania<br />

The period 1996-1998: expenses were made <strong>for</strong><br />

supporting the DJPDC activity – the donation <strong>of</strong> a<br />

vehicle, financing project <strong>for</strong> the salary payment <strong>of</strong> the<br />

involved in supporting families in critical situations<br />

2001: expenses incurred <strong>for</strong> the rehabilitation<br />

<strong>of</strong> the placement centres - CP Bistrita: rehabilitation <strong>of</strong><br />

the thermal installations in buildings A, B and C and<br />

equipping with domestic electrical equipment<br />

2002: the rehabilitation <strong>of</strong> thermal installations<br />

in building D at CP Bistrita; financial support <strong>for</strong> 60<br />

foster families<br />

2003: financial support <strong>for</strong> the child<br />

abandonment prevention centre through family<br />

<strong>plan</strong>ning: petrol cost, vehicle maintenance costs,<br />

salaries, consultancy services, financial support<br />

<strong>for</strong> <strong>21</strong> maternal assistants between October and<br />

December 2003.<br />

- financial support <strong>for</strong> 22 foster families in<br />

January 2004.<br />

• Happy Children<br />

- activities, run together with DJPDC, aiming to<br />

protect children by giving custody or placing<br />

children with pr<strong>of</strong>essional foster families<br />

- expenses incurred <strong>for</strong> supporting the activity<br />

<strong>of</strong> DJPDC<br />

- expenses incurred <strong>for</strong> financing programmes<br />

related to child abandonment prevention and child<br />

integration with the natural family<br />

- expenses incurred <strong>for</strong> the reorganisation <strong>of</strong><br />

placement centres<br />

• The Alternative<br />

- activities developed together with DJPDC<br />

- expenses incurred in supporting the activity <strong>of</strong><br />

DJPDC<br />

- supporting the social and pr<strong>of</strong>essional<br />

integration <strong>of</strong> persons over 18 years that leave the<br />

protection system.<br />

- expenses incurred in the reorganisation <strong>of</strong> the<br />

programmes related to the abandonment<br />
