Internal Strengths<br />

Bistrita Municipality and its affiliate <strong>local</strong>ities – Ghinda,<br />

Sarata, Sigmir, Slatinita, Unirea and Viisoara – preserve<br />

buildings and urban structure specific <strong>for</strong> Romanian, German<br />

and Magyar spirituality.<br />

The <strong>development</strong> framework <strong>of</strong> the <strong>local</strong>ity, the Livezile-<br />

Bargau inter-mound depression along the river Bistrita,<br />

surrounded by hills <strong>of</strong> 450-680m in height (Schieferberg,<br />

Schullerwald, Burich), <strong>of</strong>fer a panoramic view <strong>of</strong> the city and<br />

its neighbourhood.<br />

Bistrita contains most <strong>of</strong> the municipality’s heritage; it still<br />

preserves the perimeter <strong>of</strong> the old medieval <strong>for</strong>tress (Bistritz).<br />

Ring-road to carry the heavy traffic in transit;<br />

Existing industrial plat<strong>for</strong>m doesn’t affect the protected area;<br />

Buildings part <strong>of</strong> the municipality’s cultural heritage have<br />

been taken over by persons available to invest in their<br />

rehabilitation;<br />

Interest to enclose the restored monuments <strong>of</strong> Arcalia,<br />

Herina, Livezile and Tarpiu; the rural reserves <strong>of</strong> Dorolea and<br />

Livezile;<br />

Existence <strong>of</strong> human and institutional potential to organise<br />

representative and polarising events <strong>for</strong> the area;<br />

Economic <strong>development</strong> shows relatively ascending trend;<br />

Large number <strong>of</strong> hotels and public food units;<br />

Lack <strong>of</strong> action <strong>plan</strong> containing measures, projects and<br />

responsibilities in the following fields: habitation, technical<br />

infrastructure, public space, traffic, tourism, commerce,<br />

services, handicrafts, small enterprises and industry; aiming to<br />

preserve the authenticity <strong>of</strong> the historical area, crucial <strong>for</strong><br />

tourism <strong>development</strong>;<br />

Lack a global in<strong>for</strong>mation system to support patrimony<br />

monitoring;<br />

Lack or insufficient exploitation <strong>of</strong> patrimony, inadequate<br />

marking <strong>of</strong> the monuments, lack <strong>of</strong> traffic plaques to pre-signal<br />

and signal historical monuments, lack <strong>of</strong> visiting schedule <strong>of</strong> the<br />

monuments, lack <strong>of</strong> tour guides, inadequate lighting;<br />

Unpr<strong>of</strong>essional interventions in the protected areas, especially<br />

within the perimeter <strong>of</strong> the old <strong>for</strong>tified urban ensemble in<br />

Bistrita, <strong>of</strong>ten to the detriment <strong>of</strong> the original substance; lack <strong>of</strong><br />

specialists and operators authorised to restore historical<br />

buildings;<br />

Tolerance within the historical area <strong>of</strong> activities incompatible<br />

with the function and significance <strong>of</strong> such an area;<br />

Lack <strong>of</strong> capitalisation <strong>of</strong> historical buildings and medieval<br />

spaces; doubtful quality <strong>of</strong> public monuments placed in these<br />

spaces;<br />

Damage to protected areas around the historical monuments;<br />

Insufficient promotion <strong>of</strong> handicrafts and small enterprises; loss<br />

<strong>of</strong> traditional pr<strong>of</strong>essions, especially in the constructions field,<br />

with the knowledge and skills to restore historical monuments;<br />

deficient system <strong>for</strong> connecting the city and affiliate <strong>local</strong>ities<br />

with the regional and European traffic network.<br />

Traffic problems in the city (especially in the historical area),<br />

lack <strong>of</strong> parking places in the suburbs, lack <strong>of</strong> adequate marking<br />

<strong>for</strong> the traffic and cycle lanes.
