Human capital<br />

Specific objectives:<br />

1. Creating and developing new, efficient<br />

mechanisms <strong>for</strong> increasing competition between<br />

businesses by sustaining <strong>development</strong> and using<br />

technological innovations.<br />

2. Supporting the creation and <strong>development</strong> <strong>of</strong><br />

structures specialised in consultancy/ continuous<br />

<strong>for</strong>mation in priority fields <strong>for</strong> developing <strong>sustainable</strong><br />

business.<br />

3. Supporting the creation <strong>of</strong> facilities focused<br />

on increasing technological capability, retechnologisation<br />

and the efficiency <strong>of</strong> production, with<br />

a focus on the key industrial sectors in the city.<br />

4. Improving the active employment measures in<br />

order to encourage and increase the capacity to adapt<br />

to the permanently evolving needs <strong>of</strong> the labour<br />

market.<br />

5. Supporting the creation <strong>of</strong> a <strong>local</strong> strategy to<br />

ensure certain facilities <strong>for</strong> <strong>local</strong> investors that invest in<br />

the municipality’s <strong>development</strong>.<br />

6. Creating and developing rehabilitation<br />

programmes <strong>for</strong> the town’s road network and<br />

optimising <strong>local</strong> public transport.<br />

7. Increasing energy efficiency at all levels:<br />

production, transport, supply and use <strong>of</strong> energy.<br />

8. Analysing the possibility <strong>of</strong> building an airport<br />

<strong>for</strong> charter <strong>plan</strong>es in the area.<br />

9. Rehabilitation <strong>of</strong> supply and distribution<br />

networks <strong>for</strong> utilities at city level and in the districts.<br />

10. Developing business infrastructure in terms <strong>of</strong><br />

supporting the <strong>development</strong> <strong>of</strong> a brokerage market <strong>for</strong><br />

the property market.<br />

11. Developing promotion campaigns <strong>for</strong> <strong>local</strong><br />

products (food, non-food, handicraft)<br />

12. Supporting promotion strategies <strong>for</strong> the town<br />

at a European level in order to attract <strong>for</strong>eign<br />

investments.<br />

13. Supporting the <strong>development</strong> <strong>of</strong> pr<strong>of</strong>essional<br />

training programmes <strong>for</strong> the labour <strong>for</strong>ce involved in<br />

the key fields at municipal and county level.<br />

14. Attracting new chain stores like Cash&Carry<br />

to or close to the municipal area.<br />

II. 3 THE TOURIST POTENTIAL OF<br />

BISTRITA MUNICIPALITY<br />

II.3.1 Evaluation <strong>of</strong> the tourist potential in terms<br />

<strong>of</strong> natural resources<br />

Water<br />

The town <strong>of</strong> Bistrita and the <strong>local</strong>ities <strong>of</strong> Unirea,<br />

Viisoara, Sarata are located along the Bistrita river.<br />

The river and its branches have could be <strong>of</strong> tourist<br />

value if their capacity flow is regulated and the<br />

sources <strong>of</strong> pollution eliminated.<br />

The only current arrangement is at the area <strong>for</strong> water<br />

intake by the municipality – MHC area – situated on<br />

the left bank <strong>of</strong> the river Bistrita.<br />

Mineral water resources<br />

Mineral water resources in the area have been<br />

used in the past and it would be desirable and<br />

beneficial to use them again. Establishing 2<br />

stations – one with salty water and mud, the other<br />

with sulphurous waters – would increase the<br />

tourist attractions <strong>of</strong> the municipality.<br />

Green spaces<br />

There is currently no support <strong>for</strong> rehabilitating the<br />

green areas <strong>of</strong> the municipality. The <strong>local</strong>ities in the<br />

municipality tend to merge with the actual city with no<br />

green areas in-between. This is aesthetically bad <strong>for</strong><br />

the area.<br />

Codrisor Hill, situated on the left bank <strong>of</strong> the river<br />

Bistrita, has the potential to become a point <strong>of</strong><br />

attraction <strong>for</strong> tourists.
