II.1.2 Industrial activity<br />

In recent years, <strong>local</strong> investors have been involved<br />

in developing their own activities and increasing<br />

quality levels: 11 companies obtained ISO 9000<br />

quality certificates. In addition to ISO 9000<br />

certification, SC ROMBAT S.A also obtained ISO<br />

14000 certification (environmental protection) and is<br />

currently preparing to obtain the certificate <strong>for</strong> social<br />

and work protection.<br />

An important step in increasing the competitivity <strong>of</strong><br />

the products is currently being taken by SC<br />

TERAPLAST SA which is in the process <strong>of</strong><br />

introducing a new high-per<strong>for</strong>mance management<br />

system. By introducing the SAP integrated<br />

in<strong>for</strong>mation system, the company is aiming to<br />

integrate its economic processes with its production<br />

and control processes so that in<strong>for</strong>mation can<br />

circulate in real time, representing an important tool<br />

<strong>for</strong> the company’s management in taking fast and<br />

correct decisions. For example, cost and income <strong>for</strong><br />

the entire production cycle can be monitored in real<br />

time, which has advantages in terms <strong>of</strong> production<br />

strategies, productivity growth, cost reduction,<br />

attracting clients, supplying quality products and<br />

motivating staff.<br />

II.1.3 Commerce and services<br />

Commercial activities are per<strong>for</strong>med by private firms<br />

that were developed in the 1990s using old<br />

commercial spaces or new small and medium-sized<br />

modernised spaces. “En detail” and “en gross” trade<br />

has been completely privatised and is per<strong>for</strong>med in<br />

respect <strong>of</strong> the relevant laws.<br />

Recent years have seen a trend <strong>of</strong> trans<strong>for</strong>ming<br />

apartments located on the ground floor <strong>of</strong> apartment<br />

blocks into commercial spaces, leading to an increase<br />

in surfaces used <strong>for</strong> trade without requiring high<br />

investment, to the detriment <strong>of</strong> larger commercial<br />

spaces that were either inefficiently used (e.g. the<br />

Magura store) or did not meet the requirements <strong>of</strong><br />

civilised commerce.<br />

The largest problem is the commercial activity from<br />

affiliated <strong>local</strong>ities, which is weakly developed and<br />

there<strong>for</strong>e contributes to reducing the quality <strong>of</strong> life.<br />

A new tendency in the municipality is the appearance<br />

<strong>of</strong> certain branches <strong>of</strong> large chain stores such as:<br />

- Flanco – home appliances and computers<br />

- Flamingo – computers<br />

- Altex – home appliances<br />

- ARTIMA – food<br />

- Pr<strong>of</strong>i – food<br />

- Casa Ambient – building materials<br />

Despite this, commerce in Bistrita is not well<br />

represented. Products sold on the market are<br />

generally the same and the supply is relatively poor.<br />

There are no Cash&Carry type stores in the<br />

municipality, meaning customers who want a certain<br />

type <strong>of</strong> product have to travel to cities like Targu<br />

Mures or Cluj.<br />

In Bistrita municipality, green vegetables are sold in 3<br />

food markets, which, although modernised, do not<br />

meet civilised commercial standards. Producers are<br />

<strong>of</strong>ten obliged to present their merchandise on<br />

pavements and hygiene conditions are poor. The “en<br />

gross” trade in fresh fruit and vegetables is poorly<br />

organised and there is no special space <strong>for</strong> this<br />

purpose.<br />

Services <strong>of</strong>fered on the municipality’s market are<br />

various, but do not cover the entire range necessary.<br />

The services focus on the following fields:<br />

- car maintenance and repair
