In 2003, businesses in the municipality faced 3<br />

categories <strong>of</strong> problems: legislative problems, bank<br />

problems and various other problems.<br />

• Legislative problems:<br />

- there was no consultation <strong>of</strong> business<br />

representatives during elaboration <strong>of</strong> the regulations<br />

<strong>for</strong> per<strong>for</strong>ming economic activity;<br />

- the measures stipulated in the regulations were not<br />

sufficiently documented;<br />

- the application <strong>of</strong> the measures was not closely<br />

monitored, leading to the appearance <strong>of</strong> additional<br />

measures that contradicted the initial measures;<br />

electoral character, and employers have very few<br />

rights compared to their obligations towards the<br />

employees.<br />

• Banking problems<br />

- high interest rates <strong>for</strong> credits, bank charges and<br />

guarantees<br />

- excessive bureaucracy involved in taking out a loan<br />

- lack <strong>of</strong> guarantees <strong>for</strong> the newly established<br />

companies<br />

• Various problems
