Natural Capital<br />

SPECIFIC OBJECTIVES<br />

1. Preservation <strong>of</strong> resources (goods and services)<br />

<strong>of</strong>fered by the component elements <strong>of</strong> the natural<br />

capital: air, water, soil, flora and fauna.<br />

2. Increasing environmental indicators (air, water,<br />

soil, noise) according to EU standards and legislation.<br />

3. Reducing impact on the environment by<br />

implementing an integrated system <strong>for</strong> waste<br />

management.<br />

4. Improving the quality <strong>of</strong> the urban green area<br />

and creating new green and recreational areas;<br />

increasing the overall surface <strong>of</strong> green areas in Bistrita<br />

municipality.<br />

5. Increasing <strong>for</strong>est surfaces with a view to<br />

protection recreation in areas around Bistrita<br />

municipality.<br />

6. Increasing awareness and degree <strong>of</strong><br />

involvement by inhabitants, especially youth, in<br />

protecting and preserving the environment through<br />

ecological education programmes and activities.<br />

II. EVALUATION OF EXISTING SOCIO-ECONOMIC<br />

SYSTEM<br />

II.1 THE ECONOMIC SYSTEM<br />

II.1.1. General Presentation<br />

Industrial production in 2003 by the main economic<br />

agents in Bistrita municipality grew by 4.7%,<br />

compared with 2002. At the same time, work<br />

productivity (efficiency factor) <strong>for</strong> <strong>local</strong> industry<br />

increased by 18.9% in 2003 compared with 2002. The<br />

growth was due to the increase in production and<br />

reduction in the average number <strong>of</strong> employees by<br />

11.9% compared with the previous year.<br />

Despite this, the basis <strong>for</strong> the creation <strong>of</strong> 3,500 jobs<br />

was established in 2003 by Leoni Wiring System SRL<br />

and Roseyarns SRL, with the strong support <strong>of</strong> the<br />

<strong>local</strong> council and the mayoralty. In 2003 alone, these<br />

companies hired over 1,000 employees. Currently, the<br />

number <strong>of</strong> employees at Leoni Wiring System is close<br />

to 2,500.<br />
