BISTRITA<br />

<strong>21</strong><br />

(reference objective, 0.3 mg N/l) is caused by the<br />

discharge <strong>of</strong> waste waters that were insufficiently<br />

treated by RAJA “AQUABIS” BN, the wastewater<br />

treatment station, which lacks a third cleaning step.<br />

Rainfall waters are sampled weekly at 2 points in<br />

Bistrita municipality: the APM headquarters and RAJA<br />

AQUABIS deposit.<br />

The indicators analysed are pH, chlorides, sulphates,<br />

calcium, ammonium, nitrates, alkalinity, and<br />

conductivity.<br />

In the years 2001-2003 there were 4 recorded cases<br />

<strong>of</strong> slightly acidic rainfall, pH (pH= 6.37 in November<br />

2001, pH= 6.38 in December 2001, pH= 6.42 March<br />

2002).<br />

SOIL<br />

Soil quality is monitored by the Environmental<br />

Protection Agency Bistrita-Nasaud, which mainly<br />

monitors the quality <strong>of</strong> soil in highly polluted areas.<br />

In Bistrita municipality, the soil and flora are sampled<br />

as follows:<br />

- At a point <strong>for</strong> monitoring the influence <strong>of</strong> waste<br />

on soil at the industrial waste deposit SC ARIO SA<br />

- At a point in the industrial area <strong>of</strong> Bistrita, which<br />

monitors both the influence <strong>of</strong> the industrial activity<br />

and that <strong>of</strong> ring-road traffic?<br />

The following indicators are analysed: pH, humidity,<br />

alkalinity, chlorides, phosphorus, organic substances,<br />

copper, iron, lead, zinc, chrome and cadmium.<br />

According to Order 756/1997 by MAPPM, all the soil<br />

sampling points are located in less sensitive areas<br />

from the point <strong>of</strong> view <strong>of</strong> use. The values <strong>of</strong> monitored<br />

in the period 2001-2003 show that:<br />

- the values <strong>of</strong> the indicators are generally below<br />

the normal limits stipulated under Order 756/1997, a<br />

very slight increase in excess <strong>of</strong> the limits being visible<br />

<strong>for</strong> copper in 2003 and lead in 2001.<br />

THE LEVEL OF THE URBAN NOISE<br />

The Environmental Protection Agency per<strong>for</strong>ms<br />

monthly measurements <strong>of</strong> the urban noise level at 4<br />

main crossroads in Bistrita municipality: the<br />

intersection <strong>of</strong> Str. Garii with Independentei blvd. (Old<br />

Post Office), Decebal Square, Calea Moldovei and<br />

Petru Rares Square. A number <strong>of</strong> 34 measurements<br />

were made in 2003, <strong>of</strong> which 7 showed values in<br />

excess <strong>of</strong> the allowed limits <strong>for</strong> noise levels according<br />

to STAS no. 10009/1998 (45.8% <strong>of</strong> frequencies<br />

exceeding).<br />

Twenty-four measurements were made in 2002 at the<br />

edge <strong>of</strong> various functional areas in Bistrita city,<br />

indicating values above the level <strong>of</strong> noise admitted<br />

under STAS 10009/1988, chapter 2. Because a part <strong>of</strong><br />

these were situated in the industrial area, attributing <strong>of</strong><br />

noise level by sources was not possible. This area is<br />

relatively far from the inhabited part <strong>of</strong> the city and<br />

there<strong>for</strong>e the values recorded do not represent a<br />

source <strong>of</strong> sound pollution <strong>for</strong> the population.<br />

NATURAL PROTECTED AREAS<br />

There are 2 protected areas <strong>of</strong> <strong>local</strong> interest in Bistrita,<br />

occupying a total surface <strong>of</strong> 6ha:<br />

• The Municipal Park Bistrita was declared a<br />

protected area through County Council Decision no.<br />

58/1976 and reconfirmed by Decision 3/1995. It has a<br />

surface <strong>of</strong> 7ha, <strong>of</strong> which 5ha are a declared protected<br />

area under the administration <strong>of</strong> the Local Council <strong>of</strong><br />

Bistrita municipality. The park comprises various tree<br />

species grouped in lots separated by alley ways. Tree<br />

species include: ginkgo biloba, Liriodendron<br />

tulipiferam, pine (Pinus sylvestris), silver fir (Abies<br />

alba-pectinata), linden (Tilia sp.), chestnut (Aesculum<br />

hippocastanum), spruce fir (Picea abies), Larix<br />

decidua, Thuia orientalis.<br />

• The dendrological garden <strong>of</strong> the “Liviu<br />

Rebreanu” Highschool was declared a protected area<br />

through County Council decision no. 58/1976 and<br />

reconfirmed by Decision no. 3/1995 and has a surface<br />

<strong>of</strong> 8,393m 2 . It is administrated by the Liviu Rebreanu<br />

Highschool and is part <strong>of</strong> the botanical reservation <strong>of</strong><br />

dendrological type, containing valuable species, such<br />

as: Liriodendron, Magnolia, Abies, Rhododendron,<br />

Sequoia, Viburnum.
