Regulations<br />

- The present project complies with the Government<br />

Strategy and the County Strategy <strong>for</strong> Child Protection<br />

<strong>for</strong> the period 2003-2007, since, through the services<br />

promoted, it contributes to the social inclusion <strong>of</strong><br />

disadvantaged groups (young persons leaving the<br />

special protection institutions and who abandoned<br />

school be<strong>for</strong>e getting any basic qualification).<br />

Project duration<br />

Period: 2005-2007.<br />

Project no. 20: “Sports grounds <strong>for</strong> the districts” –<br />

Rehabilitation <strong>of</strong> existing sports fields and the<br />

creation <strong>of</strong> new sports grounds<br />

Arranging the fields and grounds <strong>for</strong> the practice <strong>of</strong><br />

sporting activities with the purpose <strong>of</strong> improving health<br />

and diminishing stress and sedentary life by:<br />

- rehabilitating existing fields<br />

- identifying and arranging fields <strong>for</strong> minibasketball,<br />

mini-football<br />

- identifying and arranging tracks <strong>for</strong><br />

rollerblading, skateboarding etc.<br />

- organising sporting activities.<br />

<strong>for</strong> the programme: The Office <strong>for</strong> Youth, Sports,<br />

Tourism and Education, the Department <strong>for</strong> Property<br />

Estimated cost: approx. 100,000 euro <strong>for</strong> the<br />

rehabilitation <strong>of</strong> existing facilities; public-private<br />

partnership are being looked at to secure financing <strong>of</strong><br />

the project.<br />

Period: 2006-2008<br />

Project no. <strong>21</strong>: Rehabilitation <strong>of</strong> the heating<br />

system in schools<br />

The majority <strong>of</strong> the schools in Bistrita municipality are<br />

currently connected to the centralised heating system,<br />

which suffers great losses in heat, leading to high<br />

energy bills. For all these reasons, rehabilitation <strong>of</strong> the<br />

heating system is proposed by implementing individual<br />

heating stations which <strong>of</strong>fer the possibility <strong>for</strong> more<br />

flexible control and a suitable level <strong>of</strong> com<strong>for</strong>t and<br />

conditions <strong>for</strong> educational purposes, reducing losses<br />

completely, as well as costs by up to 3 times.<br />

- improving com<strong>for</strong>t and conditions in education<br />

- efficient use <strong>of</strong> energy in schools<br />

<strong>local</strong> budget, own sources from County Agency <strong>for</strong><br />

Environment Protection, non-reimbursable funds<br />

Regulations<br />

Regulations that influence the project favourably: EC<br />

Directive 91/2002, concerning the energy per<strong>for</strong>mance<br />

<strong>of</strong> buildings, Law no.199/2000 concerning the efficient<br />

use <strong>of</strong> energy, Law 325/2002 to approve OG 29/2000<br />

concerning the thermal rehabilitation <strong>of</strong> existing<br />

buildings and the stimulation <strong>of</strong> thermal energy saving.<br />

Project duration<br />

• Period: 2 years (each school has a feasibility<br />

study).
