investing in streets does not generate pr<strong>of</strong>it.<br />

Project no. 9: Thermal rehabilitation <strong>of</strong> the<br />

publicly-owned buildings in Bistrita municipality:<br />

Energy Audit<br />

Most publicly-owned buildings are old and suffer great<br />

energy losses and are in need <strong>of</strong> rehabilitation. This<br />

requires an initial energy audit <strong>for</strong> each building. The<br />

audit includes identifying the technical solutions <strong>for</strong><br />

energy rehabilitation or modernisation <strong>of</strong> equipment<br />

with the aim <strong>of</strong> reducing energy consumption, as well<br />

as the economic analysis <strong>of</strong> these solutions.<br />

• Project purpose: thermal rehabilitation <strong>of</strong><br />

buildings<br />

- reducing energy consumption <strong>of</strong> buildings<br />

• Project manager: The Technical Service <strong>for</strong><br />

maintenance costs <strong>for</strong> these spaces as well as<br />

primary energy consumption<br />

programme/project: the City Hall <strong>of</strong> Bistrita<br />

municipality<br />

• Distribution channels (from the public services<br />

or services provided by commercial firms or<br />

• Location <strong>of</strong> the future investment: within the city<br />

borders <strong>of</strong> Bistrita municipality.<br />

Estimated cost: 300,000 EURO, <strong>of</strong> which<br />

60,000 EURO, <strong>local</strong> budget;<br />

Directive 91/2002, concerning the energy<br />

per<strong>for</strong>mances <strong>of</strong> buildings, Law 325/2002 to approve<br />

OG 29/2000 concerning the thermal rehabilitation <strong>of</strong><br />

existing buildings and the stimulation <strong>of</strong> thermal<br />

energy saving, Law <strong>21</strong>1/2003 to approve the OUG<br />

174/2002 concerning the establishment <strong>of</strong> the thermal<br />

rehabilitation <strong>of</strong> multi-storey buildings, Law 325/2002<br />

on Energy Audit.<br />
