IV. Priority Projects (PP) within LA <strong>21</strong> <strong>for</strong> the<br />

period 2005 - 2015<br />

Project no.1: Integrated system <strong>for</strong> waste<br />

management in Bistrita area<br />

- Project manager: Liliana Anita Cocesiu, the<br />

Mayoralty <strong>of</strong> Bistrita Municipality. Responsible <strong>for</strong><br />

project: Bistrita- Nasaud County Council, in which has<br />

been <strong>for</strong>med Department <strong>for</strong> Project Implementation.<br />

- Departments from the mayoralty responsible <strong>for</strong><br />

project implementation: The Department <strong>for</strong> European<br />

Integration, Strategies, Environmental Protection and<br />

the Technical Directorate.<br />

- Description <strong>of</strong> specialised technical assistance from<br />

external sources: Technical assistance needed to<br />

create a strategy to ensure the pr<strong>of</strong>itable <strong>development</strong><br />

<strong>of</strong> the waste management system<br />

- The social impact and/or impact on environmental<br />

quality:<br />

creating new work places;<br />

selective collection will lead to a decrease in<br />

the quantity <strong>of</strong> deposited waste and landfill surface ;<br />

eliminating air, water and soil pollution by<br />

ecologically reconstructing the existing landfill;<br />

reducing the impact <strong>of</strong> waste deposits on the<br />

air, water and soil;<br />

reducing the quantity <strong>of</strong> biodegradable waste<br />

by recycling and processing;<br />

- The influence <strong>of</strong> the programme implementation on<br />

the <strong>local</strong>, regional and/or national economy. Pr<strong>of</strong>it will<br />

be obtained by exploiting recyclable waste. The<br />

European approach – implementing an integrated<br />

management system – creates an image <strong>of</strong> a<br />

European city.<br />

- Potential users/beneficiaries <strong>of</strong> the programme. The<br />

direct beneficiaries <strong>of</strong> the programme will be the <strong>local</strong><br />

public administration, the sanitation services, civil<br />

society and the economic agents involved in recycling.<br />

- External financial resources: county budget, <strong>local</strong><br />

budget <strong>of</strong> Bistrita municipality, EU Funds<br />

- Location <strong>of</strong> the future investment: the area <strong>of</strong> Bistrita<br />

municipality<br />

Financial requirements <strong>of</strong> the programme/project<br />

• Estimated cost: 20,000,000 EURO<br />

• Proposed financing structure, by sources:<br />

EU financing: ISPA – 75 %<br />

Local and County Budget – 25 %<br />

Non-reimbursable<br />

Project co-financing will be provided by county and<br />

<strong>local</strong> councils from the <strong>local</strong> budget or through a<br />

banking credit.<br />

• Critical factors that influence pr<strong>of</strong>itability:<br />

Inertia <strong>of</strong> population in terms <strong>of</strong> selective collection <strong>of</strong><br />

waste from the source;<br />

Lack <strong>of</strong> a real market in the field <strong>of</strong> waste recycling;<br />

Lack <strong>of</strong> ecological education.<br />

Regulations<br />

• Project/programme implementation in the<br />

macroeconomic context <strong>of</strong> the national economy and<br />

<strong>of</strong> investment projects at <strong>local</strong> level, based on<br />

available resources;<br />

The project complies with all national strategies and<br />

regulations related to waste management. Its effective<br />

implementation is constrained by the high level <strong>of</strong><br />

investment needed <strong>for</strong> system functionality.<br />

National legislation stipulates the obligation to<br />
