We asked the <strong>drop</strong><strong>out</strong>s FGD if bussagonafa (BG) is functional and if so why <strong>drop</strong><strong>out</strong>s were<br />
not supported by the system to stay <strong>in</strong>. They all po<strong>in</strong>ted <strong>out</strong> that BG still exists and<br />
important to ma<strong>in</strong>ta<strong>in</strong> the peace of Borana. No one can imag<strong>in</strong>e Borana with<strong>out</strong> a<br />
function<strong>in</strong>g BG. If BG disappears, it means the end of Borana as a community. They<br />
reiterated that BG has been overburdened by the magnitude of the current problem. The<br />
frequency of drought occurrence is <strong>in</strong>creas<strong>in</strong>g, more people are los<strong>in</strong>g their livestock, and<br />
more people are becom<strong>in</strong>g destitute and forced to claim for BG support. On the other hand<br />
the number of people which can contribute to BG is dw<strong>in</strong>dl<strong>in</strong>g. Under such difficult<br />
circumstances BG can’t support everybody. Nevertheless everybody who meets the criteria<br />
for BG support has the right to claim but he may not be the one selected to be restocked at<br />
a given year. There could be others <strong>in</strong> the l<strong>in</strong>es that are more affected by the <strong>in</strong>cident that<br />
deserve priority for restock<strong>in</strong>g. Moreover after st<strong>in</strong>gy screen<strong>in</strong>g process even if one is<br />
approved by the clan to be restocked it takes quite long time before he receives the<br />
contribution. The other problem is the person may not get adequate number of livestock<br />
from the BG contribution to susta<strong>in</strong> his livelihood as a <strong>pastoral</strong>ist. What most do these days<br />
is, they put their claim to the clan and <strong>in</strong> the mean time look for other <strong>in</strong>come generat<strong>in</strong>g<br />
alternatives <strong>in</strong> urban areas or with<strong>in</strong> the same area to support their family. “Raada Tokko<br />
Argachuurra magalartti galu wayya jedhama” There is also some anomalies <strong>in</strong> BG. One with more<br />
<strong>in</strong>timate relationship with the hayu and the jalaba can be favored to be restocked quickly than<br />
one with<strong>out</strong> such relationships. You need also to be vocal and <strong>out</strong>spoken to be heard by the<br />
clan members so that your claims are considered <strong>in</strong> a timely manner. In addition to that if<br />
you were wealthy and generous to others before you are affected by the <strong>in</strong>cidence you can be<br />
restocked <strong>in</strong> no time. If you were a mean person then you may not be entitled to BG at all<br />
although you are a Borana.<br />
The FGD with the <strong>pastoral</strong>sts tried to be more elaborate on the function<strong>in</strong>g of BG. They<br />
said traditionally BG ma<strong>in</strong>ly restocks households who lost livestock for drought and war. A<br />
person who lost his herd for war or conflict would be restocked by any means. However, the<br />
process is too long and takes several years before one gets BG contribution. The clan<br />
meet<strong>in</strong>g for BG is held once per year and decisions on who should be restocked are made <strong>in</strong><br />
that meet<strong>in</strong>g. In pr<strong>in</strong>ciple no matter where one lives it is an obligation for clan members to<br />
contribute to BG. The process also considers the number of animals one has lost <strong>in</strong> the<br />
