urban destitute <strong>in</strong> the old Derg settlement camps such as Cholkasa, Surupha, Iddi-Alle and<br />
Adegelchet (see Box 1). These settlements have attracted new entrants over time, but a<br />
number of the orig<strong>in</strong>al entrants have also reportedly left the camps for various dest<strong>in</strong>ations<br />
<strong>in</strong>clud<strong>in</strong>g towns and rural <strong>pastoral</strong> villages.<br />
Wereda or zonal towns and peri-urban encampments around them have been centres of<br />
attraction for those who decide to opt <strong>out</strong> of <strong>pastoral</strong>ism. Market centers such Dida Hara,<br />
Dubluk have also reportedly attracted an <strong>in</strong>creas<strong>in</strong>g number of <strong>drop</strong>-<strong>out</strong>s from <strong>pastoral</strong><br />
villages. Some of our key <strong>in</strong>formants po<strong>in</strong>ted <strong>out</strong> that these small centres are more attractive<br />
to <strong>drop</strong>-<strong>out</strong>s because of easy accommodation and adaptations as compared to the more<br />
complex urban areas. Many of the <strong>drop</strong>-<strong>out</strong>s <strong>in</strong> the Dirre Wereda, accord<strong>in</strong>g to our KIs,<br />
tend to migrate more to Dubuluk or Moyale than to Mega. Moyale town is a center of<br />
attraction for <strong>pastoral</strong>ist <strong>drop</strong>-<strong>out</strong>s and even highland migrants. The <strong>drop</strong>-<strong>out</strong>s around<br />
Moyale are generally dispersed <strong>in</strong> different areas <strong>in</strong> the town and the shabby encampments<br />
around it. Drop-<strong>out</strong>s may normally prefer peri-urban encampments, especially <strong>in</strong> more<br />
complex urban areas, because these could easily shelter the poor who cannot meet the<br />
standard requirements of town plann<strong>in</strong>g at central locations.<br />
No newly planned Derg type settlement camps have been established <strong>in</strong> recent years.<br />
However, <strong>in</strong> Yabello Wereda, the <strong>study</strong> team found many displaced people encamped<br />
around Haro Bakke livestock market. These people are displaced victims from the traditional<br />
gold m<strong>in</strong><strong>in</strong>g areas due to the recent Guji-Borana conflict. They are previous drought victims<br />
that had left <strong>pastoral</strong> villages <strong>in</strong> search of alternative options due to poverty and<br />
stocklessness. It appears to represent a case of possible multiple displacement, orig<strong>in</strong>ally by<br />
drought, and then recently by conflict. Informants <strong>in</strong>dicated that these newly displaced<br />
victims from m<strong>in</strong><strong>in</strong>g areas have left for multiple dest<strong>in</strong>ations <strong>in</strong>clud<strong>in</strong>g Yabello and Arero<br />
towns, surupha settlement and the new encampment around Bakke Market.<br />
