POPULATION POLICY<br />

• In <str<strong>on</strong>g>Turkey</str<strong>on</strong>g>, pro-natalist populati<strong>on</strong> policy was<br />

implemented from 1923 (the establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> Turkish<br />

Republic) to 1965. High mortality in war period, big<br />

share <str<strong>on</strong>g>of</str<strong>on</strong>g> rural activities, high infant mortality, increasing<br />

nati<strong>on</strong>alism, lack <str<strong>on</strong>g>of</str<strong>on</strong>g> labour force are some <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

reas<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> this policy. In this period, general health<br />

c<strong>on</strong>diti<strong>on</strong> and social services were improved. Induced<br />

aborti<strong>on</strong> was illegal. Importing <str<strong>on</strong>g>of</str<strong>on</strong>g> c<strong>on</strong>traceptives were<br />

prohibited. Cash incentives provided for big families.<br />

Migrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> Turkish origin people from neighbour<br />

countries was c<strong>on</strong>sidered as a policy to increase the<br />

populati<strong>on</strong>.<br />

POPULATION POLICY<br />

• Pro-natalist policy implemented in this period caused<br />

unwanted pregnancies, unc<strong>on</strong>trolled induced aborti<strong>on</strong>s<br />

and high maternal mortality.<br />

• With a Law <strong>on</strong> <str<strong>on</strong>g>Populati<strong>on</strong></str<strong>on</strong>g> Planning enacted in 1965,<br />

<str<strong>on</strong>g>Turkey</str<strong>on</strong>g> disc<strong>on</strong>tinued the pro-natalist populati<strong>on</strong> policy.<br />

After this date the importance <str<strong>on</strong>g>of</str<strong>on</strong>g> family planning has<br />

increased. This law allowed individuals to have as many<br />

children as they wish and when they want. Use <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

c<strong>on</strong>tracepti<strong>on</strong> was legalized . Terminati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> pregnancy<br />

until the end <str<strong>on</strong>g>of</str<strong>on</strong>g> the 10th week has became legal in th,d<br />

period. Aborti<strong>on</strong> until 24 week was legalized in case <str<strong>on</strong>g>of</str<strong>on</strong>g> a<br />

medical necessity.<br />

POPULATION POLICY<br />

• Family planning and aborti<strong>on</strong> is <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> the most arguing<br />

issues in <str<strong>on</strong>g>Turkey</str<strong>on</strong>g> nowadays. Turkish Prime Minister<br />

recommends at least 3 children to every couples and he<br />

declared that he is against aborti<strong>on</strong>. The political<br />

declarati<strong>on</strong>s and legal situati<strong>on</strong> are different. But it is<br />

expected that the current law and regulati<strong>on</strong>s are going<br />

to change and <str<strong>on</strong>g>Turkey</str<strong>on</strong>g> will start to implement pr<strong>on</strong>atalist<br />

populati<strong>on</strong> policies in near future.<br />

DATA SOURCES<br />

• Three Main Data Sources:<br />

• 1- Registrati<strong>on</strong>: Address Based <str<strong>on</strong>g>Populati<strong>on</strong></str<strong>on</strong>g> Registrati<strong>on</strong><br />

System (ABPRS) was introduced at 2007. This system<br />

provides populati<strong>on</strong> by age, gender and settlement.<br />

Fertility and mortality data produced by ABPRS is not<br />

reliable yet. The system is relatively new and it is still<br />

improving.<br />

• 2- Census: Since 1935 in every 5 years, since 1980 in every<br />

10 years censuses have been implementing. Last census<br />

was realized at 2011. But it was not an actual census,<br />

sampling was used based <strong>on</strong> ABPRS. Results are not<br />

declared yet.<br />

DATA SOURCES<br />

• 3- Surveys: Demographic and Health Surveys (DHS) were<br />

implementing since 1963 in every 5 years. Last survey was<br />

realized in 2008. Data directly collected from 15-49 aged<br />

women. General main outputs <str<strong>on</strong>g>of</str<strong>on</strong>g> DHS are, informati<strong>on</strong>s<br />

about fertility, infant mortality, access to reproductive<br />

health and familly planning. They may also include<br />

different questi<strong>on</strong>s according to current issues.<br />

the end <str<strong>on</strong>g>of</str<strong>on</strong>g> 2011.<br />

• 0-14 age group is 25,3 percent,<br />

• 15-64 age group is 67,4 percent,<br />

• 65+ age group is 7,3 percent <str<strong>on</strong>g>of</str<strong>on</strong>g> total populati<strong>on</strong>.<br />

• Median age is 29,7<br />

• 76,4 percent <str<strong>on</strong>g>of</str<strong>on</strong>g> populati<strong>on</strong> lives in urban areas<br />

• Total dependency ratio is 48,4 percent<br />

• Child dependency ratio is 37,5 percent<br />

• Aged dependency ratio is 10,9 percent<br />

LAST 20 YEARS-FERTILITY<br />

Postp<strong>on</strong>ement in fertility:<br />

• Mean age <str<strong>on</strong>g>of</str<strong>on</strong>g> childbearing is increasing (27,1 for 2011)<br />

• According to 2008 DHS 25-29 age group has the highest<br />

age spesific fertility rate, but 20-24 age groups was the<br />

highest in all the previous surveys.<br />

• Median age at first birth was 22,3 years according to<br />

2008 DHS. It was 21,8 years according to the previous<br />

DHS.<br />

• Compulsory educati<strong>on</strong> increased to 12 years from 8<br />

years in 2012. This arrangment will result more<br />

postp<strong>on</strong>ement in fertility.<br />

LAST 20 YEARS-SOME DEVELOPMENTS<br />

Some developments in reproductive health and family planning.<br />

According to 2008 DHS :<br />

• 92 percent <str<strong>on</strong>g>of</str<strong>on</strong>g> women received antenatal care from a medical provider (81<br />

percent in 2003)<br />

• 90 percent <str<strong>on</strong>g>of</str<strong>on</strong>g> all birth were delivered at a health facility (78 percent in 2003)<br />

• 37 percent <str<strong>on</strong>g>of</str<strong>on</strong>g> deliveries were caesarean deliveries<br />

• 82 percent <str<strong>on</strong>g>of</str<strong>on</strong>g> women had a post natal checkup by a doctor<br />

• C<strong>on</strong>traceptive prevalence rate is 73 percent (71 percent in 2003)<br />

• 46 percent <str<strong>on</strong>g>of</str<strong>on</strong>g> women using any modern method (42,5 percent in 2003)<br />

• The proporti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> women who have ever had an aborti<strong>on</strong> is 22 percent<br />

(induced aborti<strong>on</strong> is 10 percent)<br />

• According to 2000 Census, the proporti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> immigrants in total populati<strong>on</strong> is<br />

3,8 % in 1995-2000 period. When 1975-2000 period is c<strong>on</strong>sidered, the highest<br />

proporti<strong>on</strong> is seen in 1980-1985 period. In this period, the immigrati<strong>on</strong> rate<br />

has increased to 9,2%. The immigrati<strong>on</strong> rate has decreased after the year 1985.<br />

MIGRATION<br />

• <str<strong>on</strong>g>Turkey</str<strong>on</strong>g> is am<strong>on</strong>g <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> the top migrati<strong>on</strong> country. The geostrategic locati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>Turkey</str<strong>on</strong>g> partly explains the country’s status as a sending country for Europe and<br />

receiving/transit country for the neighboring regi<strong>on</strong>s.<br />

• <str<strong>on</strong>g>Turkey</str<strong>on</strong>g>’s growing regi<strong>on</strong>al ec<strong>on</strong>omical, political and cultural impact has made it<br />

an attractive destinati<strong>on</strong> for migrati<strong>on</strong> not <strong>on</strong>ly for people originating from the<br />

Middle East, the southern Mediterranean and the Caucasus, but even for those<br />

coming from European countries.<br />

• In the 1975-2000 period it has been observed three kind <str<strong>on</strong>g>of</str<strong>on</strong>g> migrati<strong>on</strong> type in<br />

<str<strong>on</strong>g>Turkey</str<strong>on</strong>g>.<br />

MIGRATION-DATA<br />

• The Turkish Statistics Institute (TurkStat) in collaborati<strong>on</strong> with other<br />

instituti<strong>on</strong>s collects and analysis data <strong>on</strong> internati<strong>on</strong>al migrati<strong>on</strong><br />

• General Directorate <str<strong>on</strong>g>of</str<strong>on</strong>g> Security records (i.e. residence permits, asylum and<br />

refugee registers, border registers) are maintained for administrative purposes<br />

and c<strong>on</strong>stitute the basis for most statistics <strong>on</strong> internati<strong>on</strong>al migrati<strong>on</strong>.<br />

• Main data sources <strong>on</strong> internati<strong>on</strong>al migrati<strong>on</strong> in <str<strong>on</strong>g>Turkey</str<strong>on</strong>g> are populati<strong>on</strong><br />

censuses and administrative sources (covering border registers, residence<br />

permits, work permits, visa registrati<strong>on</strong>s, asylum and refugee records,<br />

citizenship, and naturalizati<strong>on</strong> records). Also some small and large scale<br />

general surveys as well as special migrati<strong>on</strong> surveys are am<strong>on</strong>g the data<br />

sources. Until very recently, populati<strong>on</strong> registers which are comm<strong>on</strong> in most<br />

developed countries were not available in <str<strong>on</strong>g>Turkey</str<strong>on</strong>g>. Recently launched<br />

registrati<strong>on</strong> system ABPRS is, therefore, a big step forward.<br />

• But informati<strong>on</strong> <strong>on</strong> immigrati<strong>on</strong> flow and stocks are not systematically and<br />

regularly reported in <str<strong>on</strong>g>Turkey</str<strong>on</strong>g>.<br />

MIGRATION POLICY<br />

<str<strong>on</strong>g>Turkey</str<strong>on</strong>g>'s Asylum System in Transiti<strong>on</strong><br />

• The Government successfully c<strong>on</strong>cluded a Twinning Project with the Danish<br />

and UK governments in 2005 producing a "Turkish Nati<strong>on</strong>al Acti<strong>on</strong> Plan for the<br />

Adopti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the European Uni<strong>on</strong> Acquis in the Field <str<strong>on</strong>g>of</str<strong>on</strong>g> Asylum and Migrati<strong>on</strong>"<br />

endorsed by the Prime Ministry in March 2005. The Nati<strong>on</strong>al Acti<strong>on</strong> Plan<br />

covers the legal and instituti<strong>on</strong>al arrangements needed to harm<strong>on</strong>ize <str<strong>on</strong>g>Turkey</str<strong>on</strong>g>'s<br />

procedures and practices for asylum and migrati<strong>on</strong> with EU standards,<br />

including the investments and external support needed to achieve these goals<br />

Fight Against Illegal Migrati<strong>on</strong><br />

• Nearly 700.000 illegal migrants were apprehended in <str<strong>on</strong>g>Turkey</str<strong>on</strong>g> within the period<br />

1995-2007. One <str<strong>on</strong>g>of</str<strong>on</strong>g> the main features <str<strong>on</strong>g>of</str<strong>on</strong>g> illegal immigrati<strong>on</strong> is the fact that it is<br />

being c<strong>on</strong>ducted by organized networks.<br />

• To fight against illegal migrati<strong>on</strong> and to formulate and implement an effective<br />

migrati<strong>on</strong> policy <str<strong>on</strong>g>Turkey</str<strong>on</strong>g> is c<strong>on</strong>stituting new legal arrangements and establishing<br />

new instituti<strong>on</strong>s coherent with EU.<br />

MIGRATION POLICY<br />

The Expatriate Turkish Citizens<br />

• Today, the major part <str<strong>on</strong>g>of</str<strong>on</strong>g> the Turks living abroad, a c<strong>on</strong>siderable number <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

whom have obtained the citizenships <str<strong>on</strong>g>of</str<strong>on</strong>g> the destinati<strong>on</strong> countries, are<br />

permanent residents. Currently, the c<strong>on</strong>tinuati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the growth <str<strong>on</strong>g>of</str<strong>on</strong>g> the<br />

expatriate Turkish populati<strong>on</strong> is mainly due to family reunificati<strong>on</strong> and the<br />

relatively high fertility am<strong>on</strong>g the immigrants.<br />

• <str<strong>on</strong>g>Turkey</str<strong>on</strong>g> defines integrati<strong>on</strong> as active participati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the migrants to the social,<br />

ec<strong>on</strong>omical, cultural and political life <str<strong>on</strong>g>of</str<strong>on</strong>g> the destinati<strong>on</strong> countries while<br />

maintaining their ties to their motherlands, mother t<strong>on</strong>gues and original<br />

cultures and living as happy, prosperous, successful individuals respecting local<br />

laws and customs.<br />

• It is estimated that nearly 6 milli<strong>on</strong> Turkish populati<strong>on</strong> are living abroad.<br />

• But 3,7 milli<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> them registred and 80 percent <str<strong>on</strong>g>of</str<strong>on</strong>g> them were migrants in<br />

European countries.<br />
