(iii) earned <strong>in</strong>come from tuition fees;<br />

(iv) private benefactions towards <strong>the</strong> endowment <strong>of</strong> scholarships<br />

and for o<strong>the</strong>r purposes;<br />

and as to <strong>the</strong> <strong>in</strong>itial cost <strong>of</strong> sett<strong>in</strong>g up, by:<br />

(i) a Government grant-<strong>in</strong>-aid;<br />

(ii) such contributions as may be obta<strong>in</strong>ed from private<br />

sources and charitable trusts.<br />

II. <strong>Tra<strong>in</strong><strong>in</strong>g</strong> <strong>in</strong> <strong>the</strong> <strong>Conservation</strong> <strong>of</strong> Pa<strong>in</strong>t<strong>in</strong>gs and Draw<strong>in</strong>gs<br />

(a) that, <strong>in</strong> <strong>the</strong> exercise <strong>of</strong> its functions at I (b) (ii) above, <strong>the</strong><br />

<strong>Conservation</strong> Institute should provide an advanced course <strong>of</strong><br />

tra<strong>in</strong><strong>in</strong>g for restorers, <strong>of</strong> up to five years duration (paragraphs 33<br />

and 53); and that this course should:<br />

(i) comb<strong>in</strong>e practical and <strong>the</strong>oretic <strong>in</strong>struction, <strong>the</strong> students<br />

tak<strong>in</strong>g part, to <strong>the</strong> extent that <strong>the</strong>y are able to do so, <strong>in</strong> <strong>the</strong><br />

conservation and restoration work <strong>of</strong> <strong>the</strong> Institute, as assistants<br />

to <strong>the</strong> Institute's staff <strong>of</strong> restorers (paragraph 33); and<br />

that special thought be given to <strong>the</strong> form <strong>of</strong> background and<br />

<strong>the</strong>oretic <strong>in</strong>struction which should be available <strong>in</strong> lectures<br />

and classes (paragraph 44);<br />

(ii) require, as entry qualification, a m<strong>in</strong>imum <strong>of</strong> three years<br />

previous experience after leav<strong>in</strong>g school which might <strong>in</strong>clude<br />

<strong>the</strong> atta<strong>in</strong>ment <strong>of</strong> a university degree <strong>in</strong> ei<strong>the</strong>r science or<br />

arts; or <strong>the</strong> equivalent, for <strong>in</strong>stance Dip. A.D.; or relevant<br />

workshop experience (paragraph 54);<br />

(iii) recognise, as specialised experience entitl<strong>in</strong>g <strong>the</strong> student<br />

to exemption from <strong>the</strong> first year <strong>of</strong> <strong>the</strong> course, a certificate<br />

from <strong>the</strong> basic course <strong>in</strong> conservation, notably <strong>the</strong> course<br />

provided by Gateshead Technical College; or o<strong>the</strong>r experience<br />

regarded by <strong>the</strong> Institute as specialised (paragraph 54);<br />

(iv) not normally be available to applicants <strong>of</strong> less than<br />

twenty or more than twenty-five years <strong>of</strong> age (paragraph<br />

33); or <strong>in</strong>itially to more than three students <strong>in</strong> one year (paragraph<br />

66);<br />

(b) that <strong>the</strong> Institute should provide such o<strong>the</strong>r tra<strong>in</strong><strong>in</strong>g as its<br />

authorities may th<strong>in</strong>k fit, <strong>in</strong>clud<strong>in</strong>g:<br />

(i) tra<strong>in</strong><strong>in</strong>g for restorers, technicians or craftsmen for employment<br />

<strong>in</strong> <strong>the</strong> Institute itself;<br />

(ii) supplementary <strong>in</strong>struction <strong>in</strong> science, art history, and <strong>the</strong><br />

<strong>the</strong>ory <strong>of</strong> conservation for tra<strong>in</strong>ees <strong>in</strong> o<strong>the</strong>r conservation<br />

studios lack<strong>in</strong>g <strong>the</strong> facilities for this form <strong>of</strong> <strong>in</strong>struction (paragraph<br />
