6. Recommendations<br />

94. The follow<strong>in</strong>g is a summary <strong>of</strong> <strong>the</strong> recommendations made or<br />

implied <strong>in</strong> <strong>the</strong> preced<strong>in</strong>g chapters:<br />

I. Central <strong>Conservation</strong> Institute <strong>of</strong> Pa<strong>in</strong>t<strong>in</strong>gs and Draw<strong>in</strong>gs<br />

(a) that <strong>the</strong> Government should undertake, as a national responsibility,<br />

<strong>the</strong> establishment <strong>of</strong> a Central <strong>Conservation</strong> Institute<br />

(paragraphs 9, 25, 76, 77);<br />

(b) that this Institute should be charged with <strong>the</strong> follow<strong>in</strong>g functions:<br />

(i) conservation and restoration <strong>of</strong> pa<strong>in</strong>t<strong>in</strong>gs and draw<strong>in</strong>gs <strong>in</strong><br />

public and private collections, supplement<strong>in</strong>g but not replac<strong>in</strong>g<br />

<strong>the</strong> conservation and scientific departments <strong>in</strong> public<br />

museums and galleries;<br />

(ii) tra<strong>in</strong><strong>in</strong>g <strong>in</strong> <strong>the</strong> conservation <strong>of</strong> pa<strong>in</strong>t<strong>in</strong>gs (<strong>in</strong>clud<strong>in</strong>g mural<br />

pa<strong>in</strong>t<strong>in</strong>gs) and draw<strong>in</strong>gs;<br />

(iii) research <strong>in</strong>to <strong>the</strong> scientific, technical and historical problems<br />

and implications <strong>of</strong> conservation, and ma<strong>in</strong>tenance <strong>of</strong><br />

records <strong>of</strong> conservation work;<br />

(iv) dissem<strong>in</strong>ation <strong>of</strong> <strong>in</strong>formation concern<strong>in</strong>g conservation by<br />

means <strong>of</strong> lectures and publications, <strong>the</strong> provision <strong>of</strong> a technical<br />

library and facilities for discussion and <strong>in</strong> such o<strong>the</strong>r<br />

ways as may seem appropriate;<br />

(e) that this Institute should be situated <strong>in</strong> Central London (paragraph<br />

78);<br />

(d) that this Institute should be closely associated, by representation<br />

on its govern<strong>in</strong>g body and <strong>in</strong> o<strong>the</strong>r ways, with <strong>the</strong> national<br />

museums and galleries and o<strong>the</strong>r bodies carry<strong>in</strong>g out or concerned<br />

with conservation (paragraph 88);<br />

(e) that this Institute should be f<strong>in</strong>anced, as to its recurrent expenses<br />

by:<br />

(i) a Government grant-<strong>in</strong>-aid;<br />

(ii) earned <strong>in</strong>come from <strong>the</strong> restoration <strong>of</strong> pa<strong>in</strong>t<strong>in</strong>gs and<br />

draw<strong>in</strong>gs; and from <strong>in</strong>vestigation and research undertaken,<br />

and advice given, on <strong>the</strong>ir conservation;
