to <strong>the</strong> comparatively modest microscopes, X-ray equipment and<br />

photographic apparatus needed <strong>in</strong> <strong>the</strong> Institute itself on <strong>the</strong> supposition<br />

that <strong>the</strong> National Gallery Scientific Department will be at<br />

hand for consultation and help.<br />

92. Our estimate <strong>of</strong> cost is thus based on <strong>the</strong> advantages, which we<br />

consider essential to <strong>the</strong> work <strong>of</strong> <strong>the</strong> Institute, <strong>of</strong> a location <strong>in</strong> Central<br />

London. We would have wished to <strong>in</strong>clude <strong>in</strong> our estimate, under<br />

<strong>the</strong> head <strong>of</strong> <strong>in</strong>itial expenditure, a figure for 15,000 square feet <strong>of</strong> welllit<br />

accommodation <strong>in</strong> Central London, comparable, perhaps, to a house<br />

<strong>in</strong> Carlton House Terrace, but <strong>the</strong> cost <strong>of</strong> purchase and adaption<br />

even <strong>in</strong> <strong>the</strong> limited area we consider suitable would vary so much<br />

that we can hardly reach a realistic estimate. Moreover, we hope that<br />

it may prove possible to f<strong>in</strong>d this accommodation <strong>in</strong> premises, or at<br />

least on a site, already <strong>in</strong> <strong>the</strong> possession <strong>of</strong> <strong>the</strong> Government, and to<br />

reduce expenditure on <strong>the</strong> build<strong>in</strong>g <strong>in</strong> some such way as we have<br />

<strong>in</strong>dicated <strong>in</strong> paragraph 80. We have not <strong>the</strong>refore <strong>in</strong>cluded a figure<br />

for this item.<br />

Income<br />

93. We have also found great difficulty <strong>in</strong> estimat<strong>in</strong>g <strong>the</strong> Institute's<br />

<strong>in</strong>come. The rate <strong>of</strong> growth cannot be foreseen ei<strong>the</strong>r <strong>in</strong> its student<br />

numbers or <strong>in</strong> its restoration and advisory work. But we do not envisage<br />

nom<strong>in</strong>al fees <strong>in</strong> ei<strong>the</strong>r case; and we would expect that after<br />

<strong>the</strong> first five years <strong>the</strong> charges for services and tuition fees would<br />

go far to <strong>of</strong>fset <strong>the</strong> annual cost <strong>of</strong> <strong>the</strong> Institute.
