TRAINING IN THE CONSERVATION OF PAINTINGS<br />
<strong>of</strong> basic tra<strong>in</strong><strong>in</strong>g by sett<strong>in</strong>g up one or more similar courses <strong>in</strong><br />
technical colleges elsewhere. In such a development, <strong>the</strong> college<br />
should be closely associated, as at Gateshead, with a good local<br />
gallery and with<strong>in</strong> reach <strong>of</strong> <strong>the</strong> specialist facilities <strong>of</strong> a University.<br />
Advanced Course<br />
71. The national museums and galleries, and some <strong>of</strong> those <strong>in</strong> <strong>the</strong><br />
regions, provide advanced tra<strong>in</strong><strong>in</strong>g by accept<strong>in</strong>g tra<strong>in</strong>ees for <strong>the</strong>ir<br />
own succession and expansion needs. Apart from <strong>the</strong> Government<br />
Temporary <strong>Tra<strong>in</strong><strong>in</strong>g</strong> Scheme (paragraph 24), however, <strong>the</strong>se <strong>in</strong>stitutions<br />
do not undertake to tra<strong>in</strong> for o<strong>the</strong>r than <strong>the</strong>ir own service<br />
(although <strong>in</strong>evitably some tra<strong>in</strong>ees leave to work elsewhere); and<br />
s<strong>in</strong>ce <strong>the</strong> museums and galleries participat<strong>in</strong>g <strong>in</strong> <strong>the</strong> temporary<br />
scheme cannot cont<strong>in</strong>ue to take even <strong>the</strong> four or five extra tra<strong>in</strong>ees<br />
each to which it commits <strong>the</strong>m without curtail<strong>in</strong>g <strong>the</strong>ir own activities,<br />
this scheme must be replaced by some permanent alternative. Such<br />
an alternative we have set out to f<strong>in</strong>d.<br />
Possible extension <strong>of</strong> <strong>the</strong> Government Temporary <strong>Tra<strong>in</strong><strong>in</strong>g</strong> Scheme<br />
72. S<strong>in</strong>ce, however, we have been very conscious <strong>of</strong> <strong>the</strong> need for<br />
economy not only <strong>in</strong> expenditure but also <strong>in</strong> <strong>the</strong> use <strong>of</strong> <strong>the</strong> few fully<br />
tra<strong>in</strong>ed restorers who would have to carry out whatever additional<br />
tra<strong>in</strong><strong>in</strong>g we recommended; s<strong>in</strong>ce, moreover, <strong>the</strong> tra<strong>in</strong><strong>in</strong>g <strong>in</strong> <strong>the</strong><br />
museum and gallery conservation departments was represented to<br />
us as be<strong>in</strong>g attended by advantages unobta<strong>in</strong>able <strong>in</strong> any o<strong>the</strong>r exist<strong>in</strong>g<br />
<strong>in</strong>stitution (paragraph 35); and s<strong>in</strong>ce <strong>the</strong> numbers <strong>in</strong>volved, as<br />
shown above (paragraph 66) are not large; we have felt bound to<br />
consider whe<strong>the</strong>r a simple extension <strong>of</strong> <strong>the</strong> temporary scheme on a<br />
permanent basis might not meet <strong>the</strong> need.<br />
73. The scheme might be extended by br<strong>in</strong>g<strong>in</strong>g o<strong>the</strong>r <strong>in</strong>stitutions<br />
<strong>in</strong>to <strong>the</strong> scheme and arrang<strong>in</strong>g for <strong>the</strong> acceptance <strong>of</strong> tra<strong>in</strong>ees on <strong>the</strong><br />
same terms, at <strong>the</strong> National Maritime Museum, <strong>the</strong> National Galleries<br />
<strong>of</strong> Scotland, <strong>the</strong> Pr<strong>in</strong>ts and Draw<strong>in</strong>gs Department <strong>of</strong> <strong>the</strong><br />
British Museum, Bristol City Art Gallery and some o<strong>the</strong>rs, if <strong>the</strong>se<br />
<strong>in</strong>stitutions were will<strong>in</strong>g; alternatively it might be extended by <strong>in</strong>creas<strong>in</strong>g<br />
<strong>the</strong> numbers accepted at <strong>the</strong> three national <strong>in</strong>stitutions now<br />
<strong>in</strong>volved; or by some comb<strong>in</strong>ation <strong>of</strong> <strong>the</strong> two.<br />
74. We saw objections to this solution, however, <strong>in</strong> whichever way it<br />
was carried out. To <strong>in</strong>crease <strong>the</strong> number <strong>of</strong> <strong>in</strong>stitutions tak<strong>in</strong>g part<br />
<strong>in</strong> <strong>the</strong> scheme would only perpetuate <strong>the</strong> present situation <strong>in</strong> which<br />
several separate autonomous and unconnected places give <strong>the</strong>ir own<br />
