5. Conclusions<br />
Lack <strong>of</strong> a complete Advanced Course<br />
65. We have compared <strong>the</strong> tra<strong>in</strong><strong>in</strong>g available today <strong>in</strong> <strong>the</strong> United<br />
K<strong>in</strong>gdom as described <strong>in</strong> Chapter 4, with <strong>the</strong> scheme <strong>of</strong> desirable<br />
tra<strong>in</strong><strong>in</strong>g which emerged from <strong>the</strong> evidence which is summarised<br />
towards <strong>the</strong> end <strong>of</strong> Chapter 3 (paragraph 54) <strong>in</strong> order to estimate<br />
<strong>the</strong> extent to which recognised tra<strong>in</strong><strong>in</strong>g, as dist<strong>in</strong>ct from <strong>the</strong> unknown<br />
possibilities <strong>of</strong> private teach<strong>in</strong>g and apprenticeship to <strong>in</strong>dependent<br />
restorers, is at present available to cover <strong>the</strong> eight years<br />
from school-leav<strong>in</strong>g to <strong>the</strong> f<strong>in</strong>al award. This comparison shows up<br />
<strong>the</strong> lack <strong>of</strong> a standard advanced course <strong>of</strong> mixed apprenticeship and<br />
<strong>the</strong>oretical <strong>in</strong>struction, to which a basic course could lead, and which<br />
would itself lead to a f<strong>in</strong>al award. Such a course is vitally needed, <strong>in</strong><br />
our view, not only to provide a long-term substitute for <strong>the</strong> Government<br />
Temporary <strong>Tra<strong>in</strong><strong>in</strong>g</strong> Scheme (paragraph 24) and to <strong>in</strong>crease,<br />
as necessary, <strong>the</strong> number <strong>of</strong> students <strong>in</strong> tra<strong>in</strong><strong>in</strong>g, but to provide a<br />
l<strong>in</strong>k between <strong>the</strong> present diverse centres <strong>of</strong> tra<strong>in</strong><strong>in</strong>g and supplement<br />
<strong>the</strong>ir facilities and to establish a recognisable f<strong>in</strong>al award which<br />
could be made available externally, on suitable evidence <strong>of</strong> skill and<br />
experience, to students tra<strong>in</strong>ed <strong>in</strong> <strong>the</strong>se o<strong>the</strong>r courses (paragraph 56).<br />
Numbers <strong>in</strong>volved<br />
66. We take it as a certa<strong>in</strong>ty that more restorers must be tra<strong>in</strong>ed <strong>in</strong><br />
addition to those who, whe<strong>the</strong>r <strong>in</strong> <strong>the</strong> public <strong>in</strong>stitutions or <strong>in</strong> <strong>in</strong>dependent<br />
studios, are be<strong>in</strong>g tra<strong>in</strong>ed by restorers with whom <strong>the</strong>y<br />
<strong>in</strong>tend to work. How many more, however, cannot be estimated with<br />
any certa<strong>in</strong>ty. The number must, at any rate, be sufficient to replace,<br />
on a permanent basis, <strong>the</strong> total <strong>of</strong> n<strong>in</strong>e restorers <strong>of</strong> pa<strong>in</strong>t<strong>in</strong>gs and<br />
draw<strong>in</strong>gs covered by <strong>the</strong> Government Temporary <strong>Tra<strong>in</strong><strong>in</strong>g</strong> Scheme.<br />
Correlated with <strong>the</strong> proposed five year course this would mean two.<br />
or three additional qualified restorers a year from <strong>the</strong> end <strong>of</strong> <strong>the</strong><br />
first complete five year course. The need may well prove to be greater<br />
than this, but it would not be realistic to count on immediately<br />
secur<strong>in</strong>g <strong>the</strong> services as master restorers <strong>of</strong> more than <strong>the</strong> number<br />
<strong>of</strong> fully tra<strong>in</strong>ed restorers needed to undertake this amount <strong>of</strong> additional<br />
tra<strong>in</strong><strong>in</strong>g without h<strong>in</strong>der<strong>in</strong>g <strong>the</strong> work on which <strong>the</strong>y are now<br />
