restoration; and this tendency, which is likely to cont<strong>in</strong>ue, has<br />

advantages <strong>in</strong> broaden<strong>in</strong>g <strong>the</strong> culture <strong>of</strong> <strong>the</strong> restorer. Once specialisation<br />

has begun, however, it is normal for <strong>the</strong> practical and<br />

<strong>the</strong>oretical tra<strong>in</strong><strong>in</strong>g to be carried out simultaneously; and for <strong>the</strong><br />

simpler processes as well as such background work as <strong>the</strong> copy<strong>in</strong>g<br />

<strong>of</strong> pa<strong>in</strong>t<strong>in</strong>gs, and <strong>the</strong> study <strong>of</strong> science and art history, to be taught<br />

from <strong>the</strong> beg<strong>in</strong>n<strong>in</strong>g. This we would consider correct, although<br />

some witnesses have spoken to us <strong>of</strong> <strong>the</strong> danger <strong>of</strong> allow<strong>in</strong>g any <strong>of</strong><br />

<strong>the</strong> technical skills to be learnt until <strong>the</strong> student has given adequate<br />

evidence <strong>of</strong> his vocation. We have even been told <strong>of</strong> a proposed<br />

course <strong>of</strong> tra<strong>in</strong><strong>in</strong>g which, <strong>in</strong> order to avoid <strong>the</strong> risk <strong>of</strong> launch<strong>in</strong>g<br />

half-tra<strong>in</strong>ed restorers, would beg<strong>in</strong> with three years <strong>of</strong> formal<br />

<strong>in</strong>struction <strong>in</strong> art and art history, <strong>in</strong> which no practical tra<strong>in</strong><strong>in</strong>g<br />

<strong>in</strong> restoration would be provided until specialisation <strong>in</strong> <strong>the</strong> fourth<br />

and fifth years. It is true, as all agree, that <strong>the</strong> half-tra<strong>in</strong>ed restorer<br />

can be a most dangerous enemy to pa<strong>in</strong>t<strong>in</strong>gs but we consider that<br />

<strong>the</strong> proper way <strong>of</strong> meet<strong>in</strong>g <strong>the</strong> danger <strong>of</strong> half-tra<strong>in</strong>ed restorers<br />

operat<strong>in</strong>g <strong>in</strong>dependently is not by deferr<strong>in</strong>g <strong>the</strong> technical tra<strong>in</strong><strong>in</strong>g<br />

but by <strong>in</strong>stitut<strong>in</strong>g a generally accepted award for those who are<br />

properly tra<strong>in</strong>ed (see paragraph 55). The importance <strong>of</strong> craftsmanship<br />

is so card<strong>in</strong>al that we are conv<strong>in</strong>ced that it should be<br />

cultivated from <strong>the</strong> beg<strong>in</strong>n<strong>in</strong>g.<br />

52. This is <strong>the</strong> method <strong>of</strong> most <strong>of</strong> those courses which take place<br />

<strong>in</strong> <strong>in</strong>stitutes <strong>of</strong> conservation. Those which are held <strong>in</strong> <strong>in</strong>stitutes<br />

primarily devoted to tra<strong>in</strong><strong>in</strong>g, Stuttgart, <strong>the</strong> Institute <strong>of</strong> F<strong>in</strong>e Art,<br />

New York University and Cooperstown, are able to provide practical<br />

<strong>in</strong>struction only on pa<strong>in</strong>t<strong>in</strong>gs specially obta<strong>in</strong>ed for <strong>the</strong> purpose;<br />

consequently <strong>the</strong> true apprenticeship, <strong>in</strong> which <strong>the</strong> students work<br />

beside expert restorers engaged on pa<strong>in</strong>t<strong>in</strong>gs <strong>of</strong> quality, must be<br />

taken <strong>in</strong> some o<strong>the</strong>r <strong>in</strong>stitution dur<strong>in</strong>g <strong>the</strong> vacations or for longer<br />

periods, sandwiched between sections <strong>of</strong> <strong>the</strong> course, or as a f<strong>in</strong>al<br />

year. Thus <strong>the</strong> Stuttgart Institut requires three years work <strong>in</strong> one or<br />

more conservation studios before entry to <strong>the</strong> ma<strong>in</strong> course, and <strong>in</strong><br />

<strong>the</strong> United States <strong>the</strong> award <strong>of</strong> a certificate requires a penultimate<br />

year (at <strong>the</strong> <strong>Conservation</strong> Centre, New York) or f<strong>in</strong>al year (at<br />

Cooperstown) <strong>of</strong> '<strong>in</strong>ternship' at ano<strong>the</strong>r <strong>in</strong>stitution. In our view<br />

<strong>the</strong> separation <strong>of</strong> <strong>the</strong> tra<strong>in</strong><strong>in</strong>g, as such, from <strong>the</strong> apprenticeship is<br />

an expedient made necessary by circumstances; and <strong>in</strong> <strong>the</strong> case <strong>of</strong><br />

restorers <strong>of</strong> pa<strong>in</strong>t<strong>in</strong>gs it means that <strong>the</strong> student beg<strong>in</strong>s his apprenticeship<br />

before he has had time to be <strong>of</strong> use to <strong>the</strong> receiv<strong>in</strong>g <strong>in</strong>stitution,<br />

and leaves before he has had time to create <strong>the</strong> confidence between<br />

his master and himself which would enable him to pr<strong>of</strong>it fully from<br />
