TRAINING IN THE CONSERVATION OF PAINTINGS<br />

practical help to <strong>the</strong> develop<strong>in</strong>g countries <strong>in</strong> <strong>the</strong> protection, restoration<br />

and conservation <strong>of</strong> <strong>the</strong>ir antiquities. The problems raised by<br />

this work are not all archaeological; and <strong>the</strong>y can only mean ano<strong>the</strong>r<br />

call on <strong>the</strong> available number <strong>of</strong> tra<strong>in</strong>ed restorers <strong>of</strong> pa<strong>in</strong>t<strong>in</strong>gs and<br />

draw<strong>in</strong>gs.<br />

Shortage <strong>of</strong> fully tra<strong>in</strong>ed restorers<br />

20. The most constant compla<strong>in</strong>t aroused by <strong>the</strong> present situation<br />

is <strong>of</strong> <strong>the</strong> shortage <strong>of</strong> fully tra<strong>in</strong>ed restorers; and this has long been<br />

recognised as well-founded. The approved posts <strong>of</strong> restorer grades<br />

(i.e. exclud<strong>in</strong>g scientific and technical grades and craftsmen) <strong>in</strong><br />

public museums and galleries listed <strong>in</strong> Appendix B have <strong>in</strong>creased<br />

s<strong>in</strong>ce <strong>the</strong> war from nil to fifty-one* posts; but not all <strong>of</strong> <strong>the</strong>se are<br />

filled and <strong>the</strong>re are everywhere compla<strong>in</strong>ts <strong>of</strong> <strong>in</strong>adequate establishments<br />

and <strong>of</strong> <strong>the</strong> need for more posts <strong>in</strong> conservation which could<br />

not however be filled even if <strong>the</strong>y were approved.<br />

21. Our evidence suggests that <strong>the</strong> public museums and galleries<br />

are <strong>the</strong> chief sufferers from this shortage, s<strong>in</strong>ce a considerable proportion<br />

<strong>of</strong> those who have been tra<strong>in</strong>ed <strong>in</strong> <strong>the</strong> conservation departments<br />

<strong>of</strong> museums and galleries for subsequent service with<strong>in</strong> <strong>the</strong>m<br />

have abandoned <strong>the</strong>m for more remunerative private work, especially<br />

<strong>in</strong> London. But <strong>the</strong> <strong>in</strong>dependent restorers also are hard-pressed; and<br />

<strong>the</strong> most skilled among <strong>the</strong>m, who do much work for public <strong>in</strong>stitutions,<br />

are unable to keep up with all <strong>the</strong> demands made on <strong>the</strong>m.<br />

Danger <strong>of</strong> unqualified practitioners<br />

22. Ano<strong>the</strong>r important feature <strong>of</strong> <strong>the</strong> shortage has been put to us<br />

forcibly by our witnesses. The danger is not simply that pa<strong>in</strong>t<strong>in</strong>gs<br />

are deteriorat<strong>in</strong>g for lack <strong>of</strong> attention; <strong>in</strong>deed, by no means all those<br />

pa<strong>in</strong>t<strong>in</strong>gs which need restoration need it immediately or deserve it<br />

at all. It is also that where <strong>the</strong> demand exceeds <strong>the</strong> supply <strong>the</strong>re will<br />

always be unqualified persons ready to fill <strong>the</strong> gap. So <strong>the</strong> problem<br />

is tw<strong>of</strong>old; how to <strong>in</strong>crease <strong>the</strong> number <strong>of</strong> qualified restorers, and<br />

how to ensure that <strong>the</strong>ir qualifications are recognisable and can be<br />

<strong>in</strong>sisted on, so that those who do not possess <strong>the</strong>m are not encouraged<br />

to operate.<br />

Future demand for restoration<br />

23. We may hope that with an understand<strong>in</strong>g <strong>of</strong> <strong>the</strong> conditions<br />

under which pa<strong>in</strong>t<strong>in</strong>gs can reta<strong>in</strong> <strong>the</strong>ir qualities, and with highly<br />
